This is the National Legislative Assembly of South Sudan established in 2011 after the Independence of South Sudan.

The Assembly represents the will of the people of the Republic of South Sudan and shall foster their unity and that of the nation, exercise legislative functions, oversee the executive and promote the decentralized system of governance in South Sudan.

The TNLA has passed the Cybercrime and Computer Misuse Bill 2025 in an extraordinary sitting.
The bill now moves to President Salva Kiir for assent. Lawmakers say it will help curb online fraud, harassment and digital platform misuse.
Media and civil society groups warn some sections may limit freedom of expression, though final amendments have not yet been released.
More updates expected once the bill reaches the president’s office.

Rt. Hon. Jemma Nunu Kumba, Speaker of the TNLA, met today with H.E. Endre Stiansen, Norway’s Special Envoy to the Horn of Africa, to review progress on the peace agreement.

She noted that Parliament has passed all key laws required under the agreement and reaffirmed the Government’s commitment to peace through dialogue. The Speaker also thanked Norway for its continued support to South Sudan’s peace and development efforts.

PARLIAMENT ADVANCES CYBERCRIME BILL TO THIRD READING STAGE

The National Legislative Assembly has advanced the Cybercrime and Computer Misuse Bill 2025 to its third reading after extensive debate on its importance in protecting citizens and regulating online activities.

The bill, first introduced in September 2024 by former Justice Minister Ruben Madol Arol, aims to combat online crimes such as hacking, fraud, and social media abuse ensuring stronger protection for citizens, businesses, and government institutions.

Presenting the bill, Hon. Natalina Amjima, Acting Chairperson of the ICT, Security, and Justice Committee, said it empowers authorities to enhance national cybersecurity and hold service providers accountable.

Lawmakers described the bill as timely and necessary as South Sudan continues to embrace digital transformation.

The bill now moves to the third reading, where members will review its details before final passage.

Parliament Passes National Youth Development Policy, 2025

Juba, October 16, 2025, The National Legislative Assembly has passed the long-awaited National Youth Development Policy, 2025, after extensive deliberations during its Thursday sitting.

First introduced in 2013 and refined through public consultations, the policy aims to empower South Sudanese youth to reach their full potential and actively contribute to peace, development, and nation-building. It promotes access to vocational training, entrepreneurship, health education, and gender equality, while addressing challenges such as financial inequality, climate change, and the digital divide.

The policy defines youth as individuals aged 18 to 45 years and calls for the immediate operationalization of the Youth Enterprise Development Fund. It also proposes 20% youth representation in all levels of government and allocates 10% of the national budget and 0.05% of non-oil revenue for youth development programs.

Despite debates over the age bracket and representation percentages, the Assembly unanimously passed the policy with all recommendations.

The session was chaired by Hon. Parmena Awerial Aluong, Deputy Speaker, and the policy was presented by Hon. Deng Tong on behalf of the Committee on Youth and Sports.

TNLA Receives Reports on National Youth Development Policy and International Labour Conference

Juba, 16 October 2025, The Transitional National Legislative Assembly (TNLA) today received two key reports during its sitting.

The Deputy Chairperson of the Committee on Youth and Sports, Hon. Deng Mathiang Ngong, presented a Joint Report of the Standing Specialized Committees on Youth and Sports, and Legislation and Justice on the National Youth Development Policy, 2025. The report outlines strategic frameworks aimed at empowering young people and promoting youth participation in national development.

Additionally, the Chairperson of the Standing Specialized Committee on Labour, Hon. Franco Akec Ring, presented the Report of the TNLA Delegation to the 113th International Labour Conference (ILC) held in Geneva, Switzerland, from 2nd to 15th June 2025. The report highlighted key outcomes of the conference and South Sudan’s engagement on global labour standards and employment policies.

The presentations mark an important step in advancing youth empowerment and labour development initiatives within the Republic of South Sudan.

Speaker Hosts “Girls Takeover” to Mark International Day of the Girl Child

The Speaker of the Transitional National Legislative Assembly (TNLA) hosted a Girls Takeover in his office to commemorate the International Day of the Girl Child, held under the theme “Ending Child Marriage and Unions.”

Miss Athiei Moses Sunday symbolically took over the Speaker’s office to learn about parliamentary leadership. She shared her inspiring story of how her father refused an early marriage proposal and instead chose to support her education.

The Speaker commended her father’s decision, noting that education empowers girls to become wiser leaders, wives, and mothers. He called for more male advocates to stand up for the rights of women and girls.

The TNLA remains committed to promoting girls’ education and ensuring that their voices are heard and their dreams protected.

RT. HON. SPEAKER MET WITH INSPIRING REPRESENTATIVES FROM WOMEN’S GROUP ACROSS SOUTH SUDAN

They discussed key issues affecting women maternal health, economic empowerment, prison rights, intergenerational dialogue, and disability inclusion.

Speaker Jemma reaffirmed Parliament’s commitment to passing vital legislation, including the Family Law, Anti-GBV Bill, Women Enterprise Bill, and Women Empowerment Bill.

Kumba said “ Beyond laws, we’re working with the Executive to ensure full implementation so women, children, and persons with disabilities feel real change”.

She added that together, we are building a South Sudan where every woman and girl is heard, respected, and empowered.

New TNLA Clerk Santino Majak Deng Officially Welcomed by Staff

Juba, South Sudan – The newly appointed Clerk of the Transitional National Legislative Assembly (TNLA), Mr. Santino Majak Deng, was officially welcomed by staff during a ceremony held earlier today at the Assembly premises.

Speaking during the event, Mr. Randiwo Arkangelo Angelo, Deputy Clerk for Administration and Chair of the Organizing Committee, expressed optimism about the future, stating, “We are committed to working in cooperation to elevate the TNLA to regional standards.”

The outgoing Clerk, Mr. Kuc Makuc Ngong, delivered a heartfelt farewell message, thanking the Rt. Hon. Speaker Jemma Nunu Kumba for her visionary leadership and support throughout his tenure.
“The trust you placed in me energized my service. Your guidance and the freedom you allowed me to innovate have been key to my success,” Mr. Ngong said.

In his remarks, the new Clerk, Mr. Santino Majak Deng, expressed gratitude to the Rt. Hon. Speaker for his appointment. He pledged to work closely with staff and Members of Parliament to fulfill the Assembly’s mandate.
“I look forward to cooperating with all departments to serve this institution effectively,” he said.

Representing the Speaker, Rt. Hon. Aweri Phermana, Deputy Speaker for Administration, welcomed the new Clerk and encouraged him to work collaboratively with MPs, staff, and the Assembly leadership.
“If you face any challenges, don’t hesitate to consult with any of the three Deputy Speakers or the Speaker herself,” he advised.

The National Minister of Justice and Constitutional Affairs Dr. Wek Mamer Kuol has presented a Memorandum of Understanding (MoU), two agreements, and a treaty between South Sudan and the United Arab Emirates (UAE) to the mNational Legislative Assembly for deliberation and ratification on the exemption of entry visa requirements.

This to allow nationals of two countries holding diplomatic, official, business, and ordinary passports to travel without visas. Dr. Wek add that the arrangement is to strengthen bilateral relations and ease the movement of citizens.
