Stakeholder Engagement for Sustainable Water Resources Management.

As part of our mandate as the Joint River Basin Authorities-project Board is facilitate stakeholder engagement across the five River Basin Authorities to ensure that the diverse needs of water users, both domestic and commercial, are effectively addressed.

Today, the Ngwavuma River Basin Authority participated in a stakeholder engagement meeting hosted by the (EWADE) in partnership with the African Development Bank (AfDB) – Mkhondvo-Ngwavuma Water Augmentation Project (MNWAP).

The meeting brought together key stakeholders to discuss progress, opportunities, and challenges associated with the project, while strengthening partnerships that support sustainable water resources development and management.

A key discussion point during the engagement is the need for project funders and consultants to remain closely engaged with water users and local communities. Stakeholders highlighted concerns that some irrigation users and communities were not fully catered for during the initial phase of development and called for consideration of additional infrastructure interventions to address existing gaps and enhance project benefits.

The role of the River Basin Authorities is critical in ensuring that water resources are effectively governed, protected, and managed for both present and future generations.

Through continuous stakeholder engagement, the authorities promote equitable water allocation, environmental sustainability, and improved livelihoods for communities that depend on these vital river systems.

Today’s GEF-8 Launch hosted by Incomati and Maputo Watercourse Commission unfolded into a powerful regional conversation centered on the future of the shared Incomati and Maputo River Basins, the lifelines connecting Eswatini, South Africa, and Mozambique. The engagement highlighted how these rivers are more than water sources; they are the backbone of communities, agriculture, biodiversity, tourism, economic growth, and regional cooperation across the three nations.

Delivering keynote remarks, the Honorable Minister of Ministry of Natural Resources and Energy Eswatini Prince Lonkhekhela Dlamini, emphasized that the initiative marks a major milestone for the water sector and a bold step towards strengthening joint transboundary water management. The Minister stressed that climate change, water shortages, ecosystem degradation, and increasing demand for water are shared regional challenges that require shared regional solutions.

Adding to the discussions, the Ministry of Tourism and Environmental Affairs, Hon. Jane Mkhonta-Simelane, reinforced the importance of protecting the Incomati and Maputo River Basins as strategic natural systems that sustain millions of people across borders. She highlighted that the initiative goes beyond water management by strengthening biodiversity conservation, ecosystem resilience, climate adaptation, tourism sustainability, and long-term regional development.

A strong focus throughout the launch was the growing cooperation between Eswatini, South Africa, and Mozambique through , as the three countries continue building a united approach towards protecting shared rivers and ecosystems. Discussions emphasized that what happens upstream in one country directly affects communities, rivers, wetlands, and coastal ecosystems downstream in another — making collaboration essential for the future of the region.

Supported by and implemented through , , and , the six-year initiative adopts a “source-to-sea” approach that connects river basin management, biodiversity protection, sustainable livelihoods, and climate resilience into one regional vision.

The launch also highlighted the important role of the Joint River Basin Authorities-project Board as the implementing partner of GEF-8 Pillar 4, which focuses on community-based demonstration projects and sustainable livelihood initiatives aimed at creating direct impact within communities living along the river basins.

Receiving the message on behalf of , Technical Services Manager Ms. Takhona Dlamini assured stakeholders of the institution’s commitment towards ensuring successful implementation and transforming regional cooperation into practical action that benefits both people and ecosystems.

The atmosphere throughout the day reflected a shared understanding that the future of Eswatini, South Africa, and Mozambique is deeply connected through water, environmental sustainability, and collective regional action — proving that shared rivers can also become shared pathways towards resilience, opportunity, and prosperity.

At Joint River Basin Authorities-project Board (JRBA-PB), we operate across Eswatini’s major river basins, namely the Lomati River Basin, Komati River Basin, Usuthu River Basin, Ngwavuma River Basin, and Mbuluzi River Basin.

Through these river basins, JRBA-PB remains committed to promoting sustainable and efficient water resources management while ensuring equitable access to water resources and compliance with national water regulations.

JRBA-PB operations are driven by a dedicated team of skilled professionals who work closely with Water Users and key stakeholders to ensure that water-related needs and regulatory requirements are effectively addressed. Water resources management operations begin with the water permitting process, where a team of qualified technical professionals provides guidance and support throughout the application process across the various river basins.

The team collaborates closely with River Basin Authorities and Water Users to facilitate compliance, promote responsible and sustainable water use, and strengthen the effective management and protection of water resources within the basin areas.
