Meet Anique Archer!

This summer, Anique stepped into the dynamic world of public development through the Public Service High School Summer Internship Programme. She has spent her placement working directly alongside team members in the Public Works Programme Management Department within the Ministry of Physical Planning and Infrastructure Development (PPID), discovering what goes into building resilient infrastructure.

The Public Works Programme Management Department plays a crucial role in our nation's growth, managing capital development, architectural planning and public infrastructure to build safer, stronger communities.

The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the appointment of Ms. Franceine Dorvil as Learning and Development Officer in the Learning and Development Directorate within the Office of the Deputy Governor.

Ms. Dorvil has a background in educational leadership and instructional delivery. She is currently completing her Master of Education in Educational Leadership and Management through The University of the West Indies. Her academic achievements also include a Bachelor of Education in Primary with Second Class Honours (Upper) awarded in December 2017 by The Council of Community Colleges of Jamaica / Turks and Caicos Islands Community College and an Associate Degree in Primary Education from the Turks and Caicos Islands Community College awarded in December 2015.

Prior to this role, Ms. Dorvil built a successful career in education as a Graduate Teacher. She taught upper-grade primary education for 1.5 years at Precious Treasures International School (January 2020 โ€“ August 2021) and for 5 years at Thelma Lightbourne Primary School (September 2021 โ€“ August 2026). Throughout her teaching career, she specialized in TCI curriculum delivery, 5E instructional planning and targeted student assessments to raise academic outcomes.

In commenting on her appointment, Ms. Dorvil stated, "I truly love teaching and advancing quality educational experiences in the Turks and Caicos Islands is my life's passion. Firmly grounded in my faith, I give all glory to God for this opportunity to serve in a broader capacity within the public service. I look forward to utilizing my background in educational leadership to support the continuous professional growth and development of public servants across our nation."

Commenting on the appointment, Deputy Governor and Head of the Public Service Her Excellency Anya Williams stated, "I extend my warm congratulations to Ms. Franceine Dorvil on her appointment as Learning and Development Officer within the Office of the Deputy Governor. The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the appointment of Ms. Chervita Williams as the Assistant Education Policy and Planning Officer in the Department of Education within the Ministry of Education, Youth, Sports and Library Services.

Ms. Williams holds a Master of Science in Education (Learning, Technology and Society) from the University of Bristol in the United Kingdom, awarded in 2020. Her higher education journey also includes a Bachelor of Business Administration with a concentration in Human Resources (2025), a Bachelor of Education in Primary Education (2015) and an Associate Degree in Primary Education (2010), all earned through the Turks and Caicos Islands Community College.

Her formal qualifications are complemented by key professional development initiatives, including participating in the Turks and Caicos Islands Grades 3โ€“6 National Curriculum Training in 2021, assisting with the development of the Primary School Syllabus for Early Childhood Education (Infant 1โ€“Grade 2) in 2016 and completing Barnardo's Training Consultancy program in Courageous Conversations and Building Safer Communities in 2019.

Ms. Williams transitions into policy development after an extensive 16-year career in classroom education. She served as a teacher at Ianthe Pratt Primary School from 2010 to 2014, Eliza Simons Primary School in Grand Turk from 2014 to 2019 and most recently at the Ona Glinton Primary School in Grand Turk from 2020 to 2026.

Commenting on her new appointment, Ms. Williams said, โ€œI am honoured to begin this new chapter as an Assistant Education Policy and Planning Officer. First and foremost, I give God all the glory and thank Him for His faithfulness, guidance, and countless blessings throughout this journey. Education has always been my passion, and I amv grateful for the opportunity to serve in this new capacity. I look forward to contributing to the development of policies and initiatives that strengthen our education system, while helping to create opportunities and a brighter future for learners across Turks and Caicos Islands.โ€

The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the appointment of Ms. Dorianna Forbes as Principal of the Charles Hubert James Primary School within the Ministry of Education, Youth, Sports and Library Services.

Ms. Forbes holds a Master of Arts in Education Studies (with Merit) from Roehampton University in London, United Kingdom, where her studies focused on Educational Leadership, Behaviour and Inclusion, Special Educational Needs and Policy. She also earned a Bachelor of Arts in Education (Second Class Honours Upper Division) from Roehampton University and an Associate of Arts in Primary Education from the Turks and Caicos Islands Community College, where she was named to the Deanโ€™s List.

Demonstrating a continuous commitment to professional growth, Ms. Forbes has completed extensive specialized training in key educational areas. Her professional development includes the TCICC Differentiated Instruction Course Pilot, training in Transformational Leadership, Student Behaviour, Curriculum, and Instruction from the ASCD Annual Conference in Washington, D.C., as well as certification in Safeguarding Children, Inclusive Teaching Strategies, Restorative Practices in Education and the SPIRE Reading Program.

Prior to her appointment as Principal, Ms. Forbes served as a Graduate Teacher at the Adelaide Oemler Primary School in North Caicos. During her tenure, she taught across Grades 1, 2, 5 and 6, successfully prepared students for National CPEA examinations and utilized data-driven instruction to significantly enhance student achievement.

Commenting on her new role, โ€œI am deeply honoured and humbled to have been appointed Principal of Charles Hubert James Primary School. I look forward to working collaboratively with our dedicated staff, students, parents and the wider community to build on the school's strengths, foster a culture of excellence and ensure every child is inspired, supported, and empowered to reach their full potential. The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the promotion of Ms. Charvis Ferguson to the post of Vice Principal of A. Louise Garland Thomas High School within the Ministry of Education, Youth, Sports and Library Services.

In this senior role, Ms. Ferguson will oversee daily operations, supervise staff and students, manage school finances and inventory and ensure high standards of instruction and discipline across the student body.

Ms. Fergusonโ€™s career in education spans over a decade. She joined A. Louise Garland Thomas High School in 2015 as a founding English Language & Literature Teacher when the school first opened its doors. Over the years, she has served in several key leadership roles, including Head of Modern Languages and Humanities (2018), Year Dean (2025) and most recently, Dean of Discipline (2026). In addition to her school leadership, Ms. Ferguson served as Program Manager at the Edward C. Gartland Youth Centre in 2021, where she created developmental programs for the youth. In recognition of her commitment to young people, she was named a 2026 Youth Ally recipient.

Complementing her extensive experience, Ms. Ferguson holds a Bachelor of Arts with Honours in English Language & Linguistics and History from the University of Kent and a Postgraduate Diploma in English Education from the University of the West Indies (Mona Campus). She is currently pursuing a Master of Arts in Education with Liverpool John Moores University.

Reflecting on her promotion, Ms. Ferguson stated, โ€œI am truly grateful to God and deeply honoured by the confidence placed in me to serve as Vice Principal of A. Louise Garland Thomas High School. It has always been my passion to make a positive difference in the lives of young people, and I accept this opportunity with humility and a deep sense of responsibility. The Office of the Deputy Governor of the Turks and Caicos Islands is pleased to announce the appointment of Mrs. Tamara Jolly as the Executive Administrator within the Ministry of Home Affairs.

Mrs. Jolly brings to the role a strong background in administrative operations and financial management. She is currently pursuing a Bachelor of Science in Finance through Online DeVry University, as well as a Supervisory Management Certificate with the University of the West Indies. Her educational pursuits are complemented by extensive professional development and specialized workplace training in payroll administration, human resources and implementation management.

Prior to her appointment, Mrs. Jolly served as a Senior Administrative Officer within the Turks and Caicos Islands Government. Her professional career also features a decade of valuable experience at Paychex, where she served in key capacities including Payroll Specialist, Implementation Specialist, and Human Resources Payroll Specialist (HRPRS). Throughout her career, she has demonstrated a proven track record in payroll administration, client implementation, customer service and overall administrative leadership.

In commenting on her appointment, Mrs. Jolly stated: "I am deeply honored and grateful for this appointment. I believe God orders our steps, and I am committed to serving with integrity, excellence, and humility. I look forward to embracing this new opportunity, working collaboratively with my colleagues and making a meaningful and lasting impact."
