In April 1966, Administrator John A. Golding, C. V. O., on the historic occasion of Queen Elizabeth IIโ€™s visit to South Caicos and being presented a bouquet ๐Ÿ’ of flowers ๐ŸŒบ by a schoolgirl (I most believe that the child was Sigrid Lightbourne of South Caicos). He wrote โ€œThe small child presented the bouquet and she was on ball because I trained her, done her dress, hair , etc., on many rehearsals. I have been told that she would beeline for me on that day. She was only six but she knew who was who. Then the Queen made a tour of the crowd . This had not been catered for and came as a very pleasant surprise.โ€

John Anthony Golding CVO (25 July 1920 โ€“ 18 April 2012) was a British colonial administrator who served as Administrator of the Turks and Caicos Islands from 1965 to 1967. He was awarded a Commander of the Royal Victorian Order (CVO) personally by Queen Elizabeth II on her visit to the islands in February 1966. He died in April 2012 at the age of 91.

In this rare book published in 1987 by Administrator John A. Golding, he wrote about how he was chosen to start the first Tourist Board in the Turks and Caicos ๐Ÿ‡น๐Ÿ‡จ Islands. Also , about the Queenโ€™s visit to the islands and many more.

In April 1966, THE QUEEN'S CHAIR - Mrs. Kay Larkin, of the protocol office, selected this Victorian style wicker chair to be the
"temporary throne" for Her Maiesty Queen Elizabeth I at Grand Turk Auxiliary Air Field. Mrs. Larkin made the brocade cushion, and the base paint shop painted the chair light green. In South Caicos, the Queenโ€™s chair ๐Ÿช‘ was painted and a cushion was made by Mr. Clerveaux of South Caicos.

Hon. Clement Howell was a politician from the Turks and Caicos Islands. During his young adult years, he served as secretary to the District Board for Providenciales and at one point also served as chairman of the board. These areas of service to his community placed him in good a good position to become a district constable. Also, his success at high school made him a prime candidate for a post as a teacher at the Five Cays All Age School and later at the Blue Hills All Age school, where he was once a student.

Hon. Clement Howell played a key role in the adjudication process which took place in 1967. He assisted with surveys and registrations and helped many of the residents of Providenciales acquire proper paperwork for their estates. From 1969 to 1970 he was successful at gaining a scholarship to pursue studies at Moray House College of Education in Edinburgh, Scotland where he read for a diploma in Primary School Administration. After completing his studies, he was appointed as headteacher of the Blue Hills Primary School and continued in this post until he was transferred to the District Administration Department as District Commissioner for Providenciales in 1976. With the advent of Ministerial Government in the Turks and Caicos Islands came the demand for permanent secretaries to each of the ministries that were allowed for in the 1976 constitution.

In August 1979, Hon. Clement Howell was appointed as a Permanent Secretary to the minister responsible for education, health, and welfare. In May 1980, after the death of the country's first chief minister, Hon. JAGS McCartney; Hon. Howell was transferred to the post of Permanent Secretary to the country's second Chief Minister, Oswald O. Skippings. In November 1980, the People's Democratic Movement (PDM) lost their bid for re-election to the Progressive National Party (PNP) and Hon. Howell was re-appointed as headteacher of the Blue Hills Primary School by the PNP administration.

In 1984 Hon. Howell resigned his post as headteacher and joined the political arena, where he announced his candidacy to become the representative for Providenciales in the Legislative Council of the Turks and Caicos Islands. After the elections of 1984, he took the oath of office as a member of the Legislative Council for Providenciales and leader of the official opposition. He held both posts until the constitution was suspended in 1986. He served on a four-member interim advisory council beginning in July 1986. Under pressure from members of his party, Howell later resigned as a member of the advisory council and by mid-1987, he was superseded as leader of the PDM by another of the party's loyalist.

Hon. Howell's sphere of influence also spanned his work at the Bethany Baptist Church, where he worshipped. He served his church as a deacon and on Providenciales, as secretary of the Providenciales Baptist Association. His work also included a stint of service as secretary and then as president of the Turks and Caicos Islands Baptist Union. He represented his church and the Baptist family of churches at several conferences, including at regional and international events.

He was an outstanding member of the Kiwanis
Club of Providenciales and held several
memberships in other clubs and service-oriented organisations. A part of his life's work was to see a high school established on Providenciales to meet the educational/social needs of the young people and to put a stop to these young people having to leave home, travelling to Grand Turk, South & North Caicos or The Bahamas for high school education. During his time as a member of the Legislative Council for Providenciales, he worked tenaciously with members of the community and together, they accomplished their goal.

Towards the end of July 1987, Hon. Howell travelled to Nassau, Bahamas to witness the wedding of one of his nephews. On Sunday, August 2, 1987, Hon. Howell, along with W. Livingston Swann - his brother-in-law, Martin Walkin, Stanley Gardiner, and pilot, Ken Gardiner, boarded a five-seater Piper Aztec with the call letters N622RH, en route for Providenciales. The plane never arrived and was presumed to have crashed into the sea, killing all on board. The US Coast Guard, BASRA and other local search operations were called off a few days later. Nothing was ever found of the aircraft or the people on board.

The Providenciales High School opened its doors in September 1987. The Providenciales High School was later renamed the Clement Howell High School in 1991 in recognition of the stalwart contribution Hon. Clement Howell made to the field of education in the Turks and Caicos Islands and in honour of his contribution to agitating for the building of the school.

During the PDM Convention of 2006 Hon. Clement Howell was honoured for his contribution to the party and to the development of politics in the Turks and Caicos Islands.

While celebrating the 20th anniversary of the high school, the organisers unveiled a bust of Hon. Clement Howell near the entrance of the school and published a commemorative magazine featuring his life and work.

On 6th November 1980, HON. NORMAN B. SAUNDERS, MLC from South Caicos (North) became the third Chief Minister in the history of the Turks & Caicos Islands, following a landslide victory by the Progressive National Party (PNP) during the Nov. 4 general election.

The PNP claimed eight of the 11 seats in the Legislative Council following a month long campaign season during which both political parties, the PNP and the former majority party, the Peoples Democratice Movement (PDM) predicted victory.

Hon. Saunders was elected Chief Minister by an 8-3 majority on 6th November 1980, defeating Hon. Oswald Skipping of Grand Turk (former Chief Minister and now Leader of the Opposition PDM Party) the other nominee.

Only Hon. Oswald Skippings and Hon. Lewis Astwood, Grand Turk candidates, were returned to their seats In the Legislative Council to represent the PDM party. Hon. Astwood was the former Minister for Works, Utilities & Labour. The third PDM seat was won by Hon. Larry Coalbrooke, also representing a Grand Turk district. Former Minister for Tourism & Development, Hon. Charles William (Liam) Maguire, announced in early October that he would not seek re-election in that year's contest.

The 1980โ€™s election resulted in a
Caicos bloc for the PNP, which claimed all seats for the Caicos Islands by returning three previously-elected representatives and sweeping the remaining three seats. The PNP also won the salt Cay seat and recaptured its one seat on Grand Turk.

The Chief Minister appointed the remaining three Ministers: Hon. Stafford Missick (Bottle Creek, North Caicos); Hon. N.J.S. Francis (Grand Turk) and Hon. Robert S. Hall (Middle Caicos).

Keno and Kaz Hall

There is not much history of Turks and Caicos ๐Ÿ‡น๐Ÿ‡จ Islands dynamic duos, Keno and kaz Hall but their music ๐ŸŽถ is everywhere. They are from the island of Grand Turk and children of Rev. Reuben and Diana Hall. In my younger days, I can recall them as very young boys in church playing various instruments ๐Ÿฅ ๐ŸŽธ and singing. Then one day in 2002, out of the blue; the brothers sent shocked waves ๐ŸŒŠ through Grand Turk and the Turks and Caicos ๐Ÿ‡น๐Ÿ‡จ Islands music industry with their first hit single โ€˜,Are You Ready,โ€™ which was not a Christian song. ๐ŸŽต ๐ŸŽถ

Their music, which to this day, has dance clubs internationally dancing to its rake and scrape beat. Soon after, their versatility was demonstrated when the smooth R&B sound of "LETTING GO," another single proved to be successful. Since that hit song, they have produced and performed many local songs such as โ€˜In Da Mood, Somebody Ga Ya, Layaway, Man-In-Law, Da Money can, I Was On da Wagon, Merry Christmas and many more .โ€™

With their combined experience of touring the U.S., and the U.K. and sharing the stage with International recording artists such as Earth Wind and Fire, The O jays, Third World, Tony Rebel and Baha Men, Keno and Kaz has proven they have what it takes to make it as professional entertainers.

I have to say that the passion for our lost cultural heritage could not be held back in 2002 any longer. It revived our cultural music at a time when it was needed. I have followed them from childhood through their adulthood, even as I am studying in the United Kingdom ๐Ÿ‡ฌ๐Ÿ‡ง . This passion for their music has past down to my children , especially one of my sons, who doesnโ€™t dance but would have us laughing while dancing to Keno and Kaz.

Youโ€™re never too old to dance ๐Ÿ’ƒ .

In the 1970s and mid 1980s, Turks and Caicos Islands ๐Ÿ‡น๐Ÿ‡จ was marked with Police ๐Ÿ‘ฎโ€โ™€๏ธ Brutality; where our young men lost their lives or beating in an inhumane attack. Chief Minister McCartney and his followers fought for their rights and freedoms. McCartney died in May 1980 but the lives of our young men were still at stake. People such as Hon. Lewis Edwin Astwood and Hon. Oswald O. Skippings continue to take up the challenge of protection but the same people who supported McCartney turned their backs on them. Thatโ€™s how the Commission of Inquiry came about. This is a part of an article which was published in The Times Weekly on 3rd July 1981 by a concerned mother.
