เมื่อวันที่ 18–19 มิถุนายน 2569 มูลนิธิเพื่อการพัฒนานโยบายสุขภาพระหว่างประเทศ (International Health Policy Program Foundation; IHPP Foundation) ได้เข้าร่วมเวทีเชิงปฏิบัติการ ซึ่งจัดโดย Health Strategy and Policy Institute (HSPI) ประเทศเวียดนาม ร่วมกับเครือข่ายวิจัย The Southeast Asia Regional Collaborative for Health (SEARCH) ประเทศสิงคโปร์ ณ โรงแรม Pullman Hanoi เมืองฮานอย ประเทศเวียดนาม ในหัวข้อการเสริมสร้างความเข้มแข็งของระบบบริการสุขภาพปฐมภูมิภายหลังการปฏิรูปการบริหารราชการแผ่นดินครั้งใหญ่ของเวียดนาม (Strengthening Vietnam’s Commune Health After Administrative Reform) ซึ่งมีวัตถุประสงค์เพื่อแลกเปลี่ยนเชิงปฏิบัติระหว่างกระทรวงสาธารณสุข, HSPI, ผู้นำระดับจังหวัด/ตำบล และผู้เชี่ยวชาญระดับภูมิภาคจากประเทศอินโดนีเซีย ฟิลิปปินส์ และประเทศไทย เพื่อหารือแนวทางการดูแลสุขภาพของหน่วยบริการปฐมภูมิในช่วงการปฏิรูปการบริหารครั้งสำคัญในรอบหลายสิบปีของประเทศเวียดนาม
โดย ดร.นพ.วิโรจน์ ตั้งเจริญเสถียร รองประธานกรรมการและที่ปรึกษามูลนิธิเพื่อการพัฒนานโยบายสุขภาพระหว่างประเทศ ได้เข้าร่วมการอภิปรายและยกร่างแผนปฏิบัติการ โดยเน้นแนวทางที่เป็นลำดับขั้น ได้แก่ การคงไว้ซึ่งบริการที่จำเป็นในช่วงเปลี่ยนผ่านเป็นอันดับแรก การกำหนดเป้าหมายความจำเป็นด้านสุขภาพให้ชัดเจน การจัดทำแผนการเปลี่ยนผ่าน และการพัฒนาระบบดิจิทัลเมื่อมีการกำกับดูแลที่ชัดเจนแล้ว นอกจากนี้ คนรุ่นใหม่ในคณะผู้แทนยังได้ร่วมเสนอแนะ โดยเสนอให้การจ่ายแบบเหมาจ่ายรายหัวปรับตามความจำเป็น ทั้งช่วงอายุ พื้นที่ ความเป็นเมืองหรือชนบท และฐานะของพื้นที่ พร้อมเชื่อมโยงกับผลการดำเนินงาน
How do you protect care while you rebuild the system that delivers it?
On 18–19 June 2026, Health Strategy and Policy Institute (HSPI), Vietnam and The Southeast Asia Regional Collaborative for Health (SEARCH), Singapore, convened a two-day workshop in Hanoi, Vietnam, on strengthening primary health care in Vietnam after a sweeping administrative reform that consolidated 63 provinces into 34, removed the district tier, and reshaped the commune health stations closest to the population.
International Health Policy Program Foundation (IHPP Foundation) contributed prominently. Dr. Viroj Tangcharoensathien, Vice Chair and Advisor of IHPP Foundation, drawing on three decades of building Thailand’s universal health coverage, volunteered to lead the second day’s discussion and drafted the action plan himself. His advice: protect essential services such as immunization through the transition, set a clear goal for what commune stations must deliver, build a deliberate transition plan, and let digital follow once governance is in place. Reflecting IHPP’s investment in the next generation, younger members of the delegation also shared their views, including the case for capitation adjusted to need and linked to performance.
