Thông báo về việc Việt Nam áp dụng chứng nhận Apostille thay cho hợp pháp hóa lãnh sự từ ngày 11/9/2026.
Việt Nam đã gia nhập Công ước về miễn hợp pháp hóa đối với giấy tờ công của nước ngoài, ký tại La Hay ngày 05/10/1961 (Công ước Apostille). Công ước có hiệu lực đối với Việt Nam từ ngày 11/9/2026.
Từ ngày 11/9/2026, giấy tờ công của quốc gia thành viên Công ước có quan hệ áp dụng với Việt Nam đã được cơ quan có thẩm quyền của quốc gia đó cấp chứng nhận Apostille, không thuộc trường hợp từ chối tiếp nhận, được miễn hợp pháp hóa lãnh sự và được sử dụng tại Việt Nam mà không phải thực hiện thêm bất kỳ thủ tục chứng nhận nào; cơ quan, tổ chức tại Việt Nam không được yêu cầu thực hiện thêm thủ tục chứng nhận lãnh sự, hợp pháp hóa lãnh sự đối với giấy tờ đó.
Về việc hợp pháp hóa giấy tờ tại Đại sứ quán Việt Nam tại Thái Lan:
Thái Lan gia nhập Công ước Apostille ngày 30/6/2926, có hiệu lực từ ngày 28/02/2027. Trước thời điểm ngày 28/02/2027, giấy tờ công do cơ quan có thẩm quyền của Thái Lan cấp vẫn phải hợp pháp hóa lãnh sự như bình thường.
Do đó, Đại sứ quán Việt Nam tại Thái Lan tiếp tục tiếp nhận và giải quyết hồ sơ đề nghị hợp pháp hóa lãnh sự đối với giấy tờ, tài liệu của Thái Lan không thuộc phạm vi áp dụng của Công ước Apostille và do đó không được cơ quan có thẩm quyền của Thái Lan cấp chứng nhận Apostille, mà được chứng nhận theo thủ tục truyền thống. Các giấy tờ nêu trên có thể bao gồm giấy tờ hành chính liên quan trực tiếp đến hoạt động thương mại, hải quan theo quy định nội luật của Thái Lan.

Notification on Viet Nam's implementation of Apostille certification in lieu of consular legalization, effective from 11 September 2026
Viet Nam has acceded to the Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents (the Apostille Convention). The Convention enters into force for Viet Nam on 11 September 2026.
From 11 September 2026, public documents executed in one Contracting Party and produced for use in the other require only a single certificate, the Apostille, in place of the previous consular legalization procedure, in relations between Viet Nam and the Contracting Parties for which the Convention is in force with Viet Nam.
Cases in which consular legalisation remains available at the Embassy of Viet Nam in Thailand
Thailand acceded to the Apostille Convention on 30 June 2026, and the Convention will enter into force for Thailand on 28 February 2027. Prior to 28 February 2027, public documents issued by the competent authorities of Thailand must still undergo consular legalization in accordance with the existing procedures.
In this connection, the Embassy of Viet Nam in Thailand shall continue to receive and process applications for the legalization of documents issued in Thailand that fall outside the scope of application of the Apostille Convention and, therefore, are not eligible for an Apostille certificate issued by the competent authorities of Thailand, but are certified under the traditional legalization procedure. Such documents may include administrative documents directly related to commercial or customs activities, in accordance with the domestic law of Thailand.
