Moody's Upgrades Uzbekistan to Ba2 — Two Notches from Investment Grade

Moody's Ratings upgraded Uzbekistan's long-term issuer and senior unsecured ratings to Ba2 from Ba3 today, changing the outlook to Stable from Positive. The action places Uzbekistan just two notches below investment grade and follows Fitch's revision of its outlook to Positive on June 3 — marking two positive sovereign rating actions within a single month.

The upgrade reflects sustained improvements in Uzbekistan's institutional and policy framework, stronger fiscal discipline, and increasingly diversified economic growth averaging 6.9% over the past three years. The fiscal deficit narrowed to 2% of GDP in 2025 from above 4% in 2023, supported by energy subsidy reform — gas-sector subsidies fell from 1.4% to 0.3% of GDP — and tariff adjustments toward full cost recovery by 2027–28. Moody's expects deficits to remain below 3% through 2026–28, stabilising debt-to-GDP at around 35%.

Moody's explicitly cited UzNIF's dual listing in May 2026 — raising $691mn at strong international participation — as evidence of the authorities' commitment to reducing the state's economic footprint and strengthening corporate governance. Remittances hit a record $18.9bn in 2025 (+27% YoY), reinforcing external buffers alongside gold reserves providing ~17 months of import cover.

Growth is projected at 6.1–6.3% in 2026–27 — still among the fastest of Moody's rated sovereigns. A path to Ba1 exists: sustained reform ex*****on, material governance improvements, and demonstrated reduction of SOE-sector fiscal risks.

Uzbekistan Breaks Ground on $9.5 bn Nuclear Power Plant

On 4 June, 2026 Uzbekistan officially launched construction of its integrated nuclear power plant in the Farish district of Jizzakh region. The pouring of first concrete (133 m³ at the initial stage, with a total volume exceeding 10,000 m³) grants the facility official "under construction" status under IAEA international standards.

The plant is being built by Rosatom and will comprise four units: two large-capacity VVER-1000 Gen 3+ reactors (2 GW combined) and two small modular RITM-200N reactors (55 MW each), bringing total installed capacity to over 2.1 GW. The project cost is capped at $9.5 bn, with 85–90% financed through external borrowing, including potential participation from the NDB.

According to Uzatom head Azim Akhmadkhadjayev, the economic return is estimated at over $165 bn — roughly 17x the project cost — factoring in tax revenues, ancillary services, and the reallocation of freed-up gas volumes toward higher-value petrochemical production and export. Uzbekistan's electricity demand is projected to double within the next decade, and the country holds the world's 10th-largest uranium reserves and ranks 5th in production — giving the project strong domestic resource backing.

On 18 May, the Uzbekistan National Investment Fund (UzNIF) is conducting its IPO on the London Stock Exchange. This marks the first-ever experience in Uzbekistan’s history of an initial public offering on the international market.
