เมื่อวันที่ 18 กันยายน คุณลูอีส เมลการ์ วาเลโร หัวหน้าฝ่ายการเมือง สื่อและข้อมูลข่าวสาร ได้พบหารือกับคุณนรีลักษณ์ แพไชยภูมิ ผู้อำนวยการกองสิทธิมนุษยชนระหว่างประเทศ กรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม

การหารือครั้งนี้สะท้อนถึงความร่วมมืออย่างต่อเนื่องระหว่างสหภาพยุโรปและไทยในการส่งเสริมและคุ้มครองสิทธิมนุษยชนและการธรรมาภิบาล ทั้งสองฝ่ายได้แลกเปลี่ยนมุมมองในประเด็นสำคัญต่างๆ อาทิ เรื่องธุรกิจกับสิทธิมนุษยชน ความเท่าเทียมในการสมรส ความเสมอภาคทางเพศ เส้นทางของไทยสู่การยกเลิกโทษประหารชีวิต และกระบวนการทบทวนสถานการณ์สิทธิมนุษยชนของประเทศ (Universal Periodic Review หรือ UPR)

นอกจากนี้ ทั้งสองฝ่ายยังได้หารือถึงแนวทางในการกระชับความร่วมมือให้แน่นแฟ้นยิ่งขึ้นภายใต้คณะทำงานผู้เชี่ยวชาญไทย-สหภาพยุโรปด้านสิทธิมนุษยชนและธรรมาภิบาล ซึ่งรวมถึงประเด็นร่างกฎหมายเพื่อป้องกันการฟ้องคดีฟ้องปิดปาก (anti-SLAPP) และกรอบกฎหมายเพื่อส่งเสริมการดำเนินธุรกิจอย่างมีความรับผิดชอบ

EU-Thailand discusses ongoing partnership to promote and protect human rights

On 18 September, Mr Luis Melgar Valero, Head of Political, Press and Information at , met with Ms Nareeluc Pairchaiyapoom, Director of the International Human Rights Division of the Rights and Liberties Protection Department, Ministry of Justice.

The meeting reflected the ongoing partnership between the EU and Thailand in promoting and protecting human rights and good governance. Both sides exchanged views on key priorities, including business and human rights, marriage equality and gender equality, Thailand’s path towards the abolition of the death penalty, and the Universal Periodic Review (UPR) process.

They also discussed ways to further strengthen cooperation under the Specialised Working Group on Human Rights and Governance, including on draft anti-SLAPP legislation and legal frameworks to promote responsible business conduct.

The EU reiterates its strong commitment to the business and human rights agenda at the 2026 UN Responsible Business and Human Rights Forum Asia-Pacific in Bangkok

Under the theme ‘Building Resilience, Advancing Rights’, the Forum represents an important regional platform for discussions among governments, businesses and investors, civil society, workers, indigenous peoples, human rights defenders, youth and other stakeholders.

Speaking at the event, Mr. Patrick Sandoval Nichols, Deputy Head of Mission of the Delegation of the European Union to Thailand, highlighted the EU’s evolving sustainability framework in areas such as corporate due diligence, forced labour, deforestation, digital technologies and public procurement, while ensuring practical and proportionate implementation, especially for SMEs and suppliers in Asia-Pacific.

The EU is committed to continuing to work with partners across the region, including Thailand, to strengthen responsible business conduct and help turn commitments into meaningful action.

ก่อนลงมือถ่ายคลิป Reel หัวข้อ ‘เส้นทางของประเทศไทยสู่การยกเลิก: 2 นาทีเพื่อชีวิต’ เนื่องในวันยุติโทษประหารชีวิตสากลปีนี้ ชวนมาตรวจสอบข้อกำหนดของการส่งผลงานอีกครั้ง เพื่อให้ทุกคนที่ตั้งใจส่งคลิปเข้าแข่งขัน ไม่มีใครต้องเสียสิทธิ์

(1) รูปแบบและเทคนิคการผลิตคลิป

- ต้องเป็นวิดีโอรูปแบบ Reels แนวตั้ง (อัตราส่วน 9:16)
- รูปแบบการนำเสนอทำได้หลากหลาย ไม่ว่าจะเป็น วิดีโอแอนิเมชัน, วิดีโอนำเสนอภาพกราฟิกพร้อมเสียงบรรยาย (Voice-over) หรือรูปแบบภาพเคลื่อนไหวที่น่าสนใจอื่น ๆ โดยผู้เข้าแข่งขันไม่จำเป็นต้องปรากฏตัวหรือพูดหน้ากล้องด้วยตนเอง
- ความละเอียด: ส่งไฟล์ความละเอียด 720p (ขนาดไม่เกิน 1GB) ผ่าน Google Form เท่านั้น โดยห้ามโพสต์ลงโซเชียลมีเดียส่วนตัวก่อน หากผลงานผ่านเข้ารอบสุดท้ายจึงจะมีการขอไฟล์ความละเอียด 1080p Full HD ในภายหลัง

How to create a reel that fits our Reel Challenge requirements!

Before you start creating your Reel under the theme 'Thailand towards Abolition: 2 Minutes for Life' for this year's World Day against the Death Penalty, invites you to review the submission requirements once more, so that everyone planning to enter doesn't lose their eligibility.

(1) Format and production

- Must be a Reel-format video in vertical/portrait orientation (9:16 aspect ratio).
- The presentation format is flexible, and may take the form of an animated video, a graphic presentation with voice-over narration, or other engaging motion-graphic formats. Participants are not required to appear on camera or speak on camera themselves.
- Resolution: Submit files in 720p resolution (maximum size 1GB) via Google Form only. Do not post to personal social media beforehand. Finalists will be asked to submit a 1080p Full HD file at a later stage.
N.B. In line with the “do no harm” principle and the need to protect participants privacy, submitted reel should not be published anywhere and must be sent only via the form. For winning entries that will be published in the future, written consent will be sought in discussion with the participants.
- Language: English, or Thai with English subtitles.

(2) Originality and AI policy

- Entries must be newly created specifically for this competition and must not have been published anywhere before.
- ❌ AI must not be used to generate the entire content (e.g. having AI write the script or create the entire video), as doing so will result in immediate disqualification.

-✅ AI may only be used for secondary elements, such as background audio enhancement, colour grading, or minor visual effects.
- ✍️ The core content, script, and creative direction must originate from the participant themselves, and any use of AI must be clearly disclosed in the application form.

(3) Ethical and content standards

- Entries must not contain hate speech, discrimination, disturbing or violent imagery, misinformation, or unverified content.
- Entries must not infringe copyright or personal rights, and all referenced information and content must clearly cite its source.

(4) Submission and eligibility

- Eligibility: Students (all years) currently enrolled in universities in Thailand, applying individually (one entry per participant).
- Submission channel and deadline: Submit via EUDEL's Google Form https://shorturl.at/Nv3Uy by 30 September 2026, 17:00 hrs (Bangkok time), completing personal details (full name, university/institution, department/faculty or field of study, phone number, and email) along with the video file link, AI usage disclosure, and consent for publication of the entry.
- Evaluation criteria:
o 40% Concept and advocacy impact: clarity of the message and its effectiveness in advancing dialogue on Thailand's path towards the abolition of the death penalty
o 30% Creativity and engagement: compelling presentation, storytelling suited to social media, and the ability to capture viewers' attention within 2 minutes
o 20% Originality
o 10% Compliance with requirements: full compliance with the rules and clear disclosure of AI usage

คุณเรนิตา ภัสการ หัวหน้าฝ่ายการค้าและเศรษฐกิจ เข้าร่วมพิธีทำลายของกลางคดีละเมิดทรัพย์สินทางปัญญาที่คดีถึงที่สุดแล้ว ประจำปี พ.ศ. 2569 โดยมี ดร.ปิยนุช วุฒิสอน ผู้ช่วยรัฐมนตรีประจำกระทรวงพาณิชย์ เป็นประธานในพิธี

ในแต่ละปี คาดว่าการค้าสินค้าปลอมแปลงและสินค้าละเมิดลิขสิทธิ์ทั่วโลกมีมูลค่าสูงถึง 467,000 ล้านดอลลาร์สหรัฐ หรือคิดเป็นประมาณร้อยละ 2.3 ของมูลค่าการค้าโลกทั้งหมด การบังคับใช้สิทธิในทรัพย์สินทางปัญญาไม่เพียงช่วยคุ้มครองทรัพย์สินทางเศรษฐกิจที่ถูกต้องตามกฎหมายและสินค้าของแท้เท่านั้น แต่ยังมีส่วนสำคัญในการคุ้มครองผู้บริโภค ทั้งในช่องทางออนไลน์และตลาดทั่วไปอีกด้วย

สหภาพยุโรปสนับสนุนการคุ้มครองและการบังคับใช้สิทธิในทรัพย์สินทางปัญญาทุกประเภท เนื่องจากสิทธิเหล่านี้มีความสำคัญอย่างยิ่งต่อการรักษาขีดความสามารถในการแข่งขัน ตลอดจนการส่งเสริมนวัตกรรมและการลงทุน

โครงการ EU-ASEAN Sustainable Connectivity Package ในด้านทรัพย์สินทางปัญญา (SCOPE IPR) สนับสนุนการเสริมสร้างศักยภาพและการสร้างความตระหนักรู้ด้านทรัพย์สินทางปัญญาทั่วเอเชียตะวันออกเฉียงใต้ ในบริบทนี้สหภาพยุโรปได้ทำงานอย่างใกล้ชิดกับกรมทรัพย์สินทางปัญญา กระทรวงพาณิชย์ของประเทศไทย

สหภาพยุโรปเห็นคุณค่าและสนับสนุนความพยายามของประเทศไทยในการส่งเสริมสภาพแวดล้อมทางเศรษฐกิจที่เอื้อต่อนวัตกรรมและการลงทุน คุ้มครองผู้บริโภค และส่งเสริมขีดความสามารถในการแข่งขันของทั้งไทยและยุโรป

🇪🇺 🇹🇭 The EU supports Thailand’s efforts to tackle Intellectual Property Rights (IPR) infringements and address the spread of counterfeit goods offered to consumers.

Ms. Renita Bhaskar, Minister Counsellor and Head of the Trade and Economic Section of the attended the “Destruction Ceremony of Intellectual Property Rights Infringing Goods 2026”, presided by H.E. Dr Piyanuch Wuttisorn, Vice Minister for Commerce of Thailand.

Global trade in counterfeit and pirated goods is estimated at USD 467 billion annually, representing about 2.3% of total world trade. Enforcing IP rights not only helps in protecting genuine and legitimate economic assets but also protects consumers, both online and in physical markets.

The EU supports strong protection and enforcement of all IP rights, as these are central to maintaining competitiveness and supporting innovation and investment.

The EU ASEAN Sustainable Connectivity Package on Intellectual Property Rights (SCOPE IPR) provides capacity building and awareness projects across South-East Asia. In this context, the EU works in close cooperation with the Department of Intellectual Property of the Ministry of Commerce of Thailand.

The EU values and encourages Thailand’s efforts to promote an economic environment that is friendly to innovation and investment, protects consumers and supports Thai and European competitiveness.

สหภาพยุโรปให้ความช่วยเหลือแก่พันธมิตรในการเสริมสร้างความมั่นคงและการป้องกันประเทศผ่านกลไก European Peace Facility

ในทางปฏิบัติแล้ว สิ่งนี้หมายถึงอะไรบ้าง? คำตอบคือ อุปกรณ์ทางการแพทย์ เครื่องมือกำจัดทุ่นระเบิด ยานพาหนะ การฝึกอบรม ระบบป้องกันภัยทางอากาศ และกระสุน โดยขึ้นอยู่กับความต้องการของพันธมิตรแต่ละราย

แม้พันธมิตรแต่ละรายจะเผชิญกับความท้าทายที่แตกต่างกัน แต่เป้าหมายนั้นเหมือนกัน นั่นคือการช่วยให้พวกเขาสามารถรับมือกับวิกฤตการณ์ ป้องกันความขัดแย้ง และปกป้องประชาชนของตนได้
