TIMEC Welcomes UNODC Delegation Ahead of the 18th Maritime Law Enforcement Dialogue

8 September 2026 (09.30 am)

Sub-Division 3, Marine Police Division (MPD), Royal Thai Police, in cooperation with the 110–180 ft. Patrol Vessel Group, Marine Police Division, welcomed a study visit delegation from the United Nations Office on Drugs and Crime (UNODC).

The delegation, led by Dr. Asyura Salleh, Associate Programme Officer, Global Maritime Crime Programme (GMCP), UNODC, visited the Khongkha Arak Training Centre, Sub-Division 3, MPD, as well as the 110–180 ft. Patrol Vessel Group to support preparations for the 18th Maritime Law Enforcement Dialogue (MLED 18) Regional Plenary, which will be held in Bangkok, Thailand.

The Global Maritime Crime Programme (GMCP), UNODC, is organizing the 18th Maritime Law Enforcement Dialogue (MLED 18) Regional Plenary in Bangkok, Thailand. The meeting and associated training activities aim to strengthen regional cooperation through practical dialogue, hands-on exercises, and the exchange of professional knowledge and expertise.

The upcoming dialogue will contribute to developing a shared understanding of operational practices, enhancing inter-agency communication, and promoting cooperation in addressing maritime crime and strengthening maritime security across the region. MLED 18 will also mark the first time that the Regional Plenary is hosted in Thailand.

The Marine Police Division is honoured to have been invited by UNODC to serve as a co-host for the event. In preparation, UNODC conducted a preliminary site visit to MPD facilities that will be used for the tabletop and practical scenario-based training exercises. The visit included an inspection of the facilities and patrol vessels to be used during the exercises, as well as discussions with MPD personnel on the training scenarios and logistical and operational support arrangements.

TIMEC Welcomes Delegation from the Australian Federal Police

On 2 September 2026 at 10:00 hrs, Subdivision 3, Marine Police Division (MPD), Royal Thai Police, welcomed a delegation from the Australian Federal Police (AFP), led by Ms. Kristie Cressy, Senior Officer, Thailand, Australian Federal Police, for a study visit to the Khongkha Arak Training Centre (TIMEC), Subdivision 3, Marine Police Division.

The visit was welcomed by:

The visit provided an opportunity to discuss cooperation in maritime law enforcement between the Australian Federal Police and the Marine Police Division, while further strengthening the longstanding relationship and cooperation between the two countries.

The visit also served as an opportunity to explore and strengthen institutional ties between the Jakarta Centre for Law Enforcement Cooperation (JCLEC) and the Thai-International Maritime Law Enforcement Training Center (TIMEC), particularly in the area of professional training and capacity building for maritime law enforcement personnel.

Established in July 2004 through a bilateral initiative between Indonesia and Australia, JCLEC is located within the Indonesian National Police Academy (AKPOL) in Semarang, Central Java, Indonesia. The Centre serves as a regional hub for law enforcement training and capacity development, with a focus on combating terrorism and transnational crime across the Asia-Pacific region.

UNODC Visits Marine Police Division to Discuss Maritime Smuggling Threats in the Indo-Pacific Region

On 20 August 2026 at 09:00 hrs, the United Nations Office on Drugs and Crime (UNODC), represented by Ms. Monika Roszkowska, Crime Prevention and Criminal Justice Officer from the Global Programme on Criminal Network Disruption (GPCD) at UNODC Headquarters in Vienna, Austria, visited the Marine Police Division (MPD), Royal Thai Police, to discuss maritime smuggling threats and emerging trends in the Indo-Pacific region.

The visit also provided an opportunity to exchange information and operational perspectives to support the development of a regional situation report, as well as to explore potential areas of cooperation aimed at strengthening the effectiveness and capabilities of maritime law enforcement personnel in preventing and combating maritime crime.

Discussions also focused on the exchange of knowledge, operational experience, and best practices, as well as strengthening cooperation and professional networks among maritime law enforcement agencies at the international level.

The meeting was held at the Chaeng Yodsuk Reception Room, 1st Floor, Phithak Wari Building, Marine Police Division Headquarters, Samut Prakan Province. Pol. Col. Watchirannon Nonna, Deputy Commander of the Marine Police Division, represented the MPD in welcoming Ms. Roszkowska and participating in the discussions.

U.S. Department of Energy Conducts Official Visit to the Marine Police Division to Strengthen Cooperation on Border Security and Counter-Smuggling Efforts

From 13–15 July 2026, the delegations from the United States Department of Energy (U.S. DOE) conducted an official field and study visit to the Marine Police Division (MPD), Royal Thai Police, and operational units under Sub-division 10, Marine Police Division, to gain a comprehensive understanding of the security situation and assess the risks associated with cross-border smuggling along the Thai–Lao border, particularly in the Mekong River region.

The visit also provided an opportunity for both sides to exchange information, share operational best practices, and explore long-term cooperation in combating illicit trafficking and strengthening border security.

Key Activities

- 13 July 2026 – Khong Chiam Marine Police Station (Marine Police Station 5, Sub-division 10, Marine Police Division)

The delegation received an operational briefing and held bilateral discussions with Pol. Lt. Col. Phakhaphon Chaiyanam, Inspector of Marine Police Station 5, Sub-division 10, Marine Police Division on illicit cross-border activities in the southern Mekong River. Discussions focused on maritime smuggling routes, enforcement strategies, and border security measures. The delegation also joined a patrol boat mission to observe the strategic confluence of the Mun and Mekong Rivers, an area of significant operational importance for preventing cross-border smuggling.

- 14 July 2026 (Morning) – Mukdahan Marine Police Station (Marine Police Station 3, Sub-division 10, Marine Police Division)

The delegation met with Pol. Col. Adisak Meesin, Superintendent of Sub-division 10, Marine Police Division and Pol. Lt. Col. Ratchawat Labut, Inspector of Marine Police Station 3, Sub-division 10, Marine Police Division. The discussions covered the current smuggling situation along the central Mekong River, the maritime law enforcement structure, and cross-border security cooperation. The delegation also participated in a patrol boat visit to observe operational activities and law enforcement measures around the Second Thai–Lao Friendship Bridge.

-14 July 2026 (Afternoon) – Nakhon Phanom Marine Police Station (Marine Police Station 1, Sub-division 10, Marine Police Division)

At Marine Police Station 1, Sub-division 10, Marine Police Division, the delegation received a briefing from Pol. Lt. Col. Nawaphon Khwanthong, Inspector of Marine Police Station 1, Sub-division 10, Marine Police Division, regarding operational challenges in interdicting illicit trafficking along the upper Mekong River, including trends, smuggling methods, and cross-border waterways used by criminal networks.

- 15 July 2026 – Marine Police Division Headquarters

The delegation paid a courtesy call on the Commander of the Marine Police Division and senior officers at MPD Headquarters in Samut Prakan Province. The meeting was hosted by Pol. Maj. Gen. Setthasiri Nippaya, Commander of the Marine Police Division, together with Pol. Col. Pattharavut Jarujareet, Deputy Commander of Marine Police Division, and Pol. Col. Prakan Chakchumbhu, Superintendent of Sub-division 3, Marine Police Division.

During the bilateral meeting, both sides reviewed the findings from the field visits to Ubon Ratchathani, Mukdahan, and Nakhon Phanom Provinces, exchanged assessments of the security situation along the Mekong River border, and discussed future policy directions and opportunities for cooperation in preventing and suppressing cross-border smuggling and enhancing maritime border security.

Royal Navy Delivers Maritime Domain Awareness Briefing to the Marine Police Division

On 9 July 2026 at 10:00 hrs, the British Embassy in Thailand facilitated a briefing by the Royal Navy on Maritime Domain Awareness (MDA) for the Marine Police Division (MPD), Royal Thai Police. The session was held at Khongkha Arak Building, Subdivision 3, Marine Police Division.

The briefing aimed to enhance knowledge and promote the exchange of best practices in maritime domain awareness, including information collection and analysis, as well as maritime law enforcement, thereby strengthening the operational capabilities of the Marine Police Division.

On behalf of the Marine Police Division, Pol. Maj. Gen. Chanapol Wankwan, Royal Thai Police Advisor attached to the Marine Police Division, welcomed the delegation.

📚⚓ **Marine Police Division Undergoes Internal Educational Quality Assessment for Fiscal Year 2025–2026**

On 17 June 2026, the Marine Police Division (MPD) welcomed an Internal Educational Quality Assessment Committee from the Police Education Bureau to conduct an educational quality assessment of the training and education programs operated by Sub-division 2 and Sub-division 3, Marine Police Division.

The assessment commenced with a courtesy reception led by Pol. Maj. Gen. Setthasiri Nippaya, Commander of the Marine Police Division, together with senior officers of the Division. The committee was welcomed at the Chaeng Yodsuk Reception Room before proceeding on an inspection tour of the training facilities, learning environment, and the patrol vessel Chaijinda.

The assessment program included presentations of the Self-Assessment Report (SAR), discussions on educational quality standards, and interviews with administrators, instructors, personnel, and trainees to evaluate the effectiveness of the Division’s educational and training management systems.

🌏⚓ Another Significant Milestone for the Marine Police Division

The Marine Police Division is proud to announce that Pol.Lt.Col.Saksit Mungfoiklang, Marine Engineer (Level 3), Subdivision 1, Marine Police Division, has today participated in preparatory training activities under the Regional Information, Liaison and Outreach Network (RILON) Initiative of the Regional Support Office (RSO) of the Bali Process.

His participation marks an important step toward his anticipated deployment as an official RILON Secondee, pending final approval. This opportunity reflects the Marine Police Division's growing role in regional maritime security cooperation and its commitment to addressing transnational challenges through international partnerships.

The Regional Support Office (RSO) formally invited the Marine Police Division to nominate a representative to participate in a series of regional activities in Jakarta, Indonesia, from 8–11 June 2026, while the formal secondment process is under consideration. These activities include:

Today (2 June 2026) at 15:00 hrs, Deputy Commissioner Tony Smith of the Australian Border Force (ABF), accompanied by his delegation, visited the Marine Police Division (MPD) to observe the Division’s operations and participate in the signing ceremony of the Statement of Outcomes between the Australian Border Force and the Marine Police Division. The event was held at Khongkha Arak Building, Sub-division 3, Marine Police Division.

On behalf of the Marine Police Division, Pol. Maj. Gen. Chanapol Wankwan, Expert of Royal Thai Police, assisting in Marine Police Division, welcomed the delegation.

The purpose of this visit was to discuss maritime law enforcement cooperation between international partner agencies and the Marine Police Division, with particular emphasis on combating the smuggling of illicit to***co products, including untaxed and unlawfully possessed ci******es.

During the visit, the Marine Police Division and the Australian Border Force conducted a signing ceremony for a Statement of Outcomes. The Statement reflects a mutual understanding and outlines future areas of cooperation between the Australian Border Force and the Marine Police Division. It is a non-binding document and does not create any obligations under international law.

The key outcomes of the Statement are as follows:

1. Agreement to Pursue a Future Memorandum of Understanding (MOU)

Both parties agreed to negotiate and establish a Memorandum of Understanding with the Central Investigations Bureau including the Marine Police Division to underpin mutual cooperation on shared interests to combat transnational criminal issues.

2. Reaffirming Commitment to Address Border and Maritime Security Threats

Affirmed commitment to strengthen collaborative activities to address border threats and risks including those posed by illicit to***co and vapes, border-controlled drugs, illegal fishing and maritime people smuggling

3. Enhancing Law Enforcement Capabilities

Acknowledged the benefits of continued cooperation to improve respective enforcement capabilities

4. Expanding Information Sharing and Technical Cooperation

Asserted commitment to increase information and technical exchanges to strengthen collective skills and knowledge related to border and other mutual threats

WildAid Pays Courtesy Visit to the Marine Police Division to Strengthen Cooperation on Combating Maritime Crimes

On 21 May 2026 at 14:00 hrs, representatives from WildAid, a non-profit organization dedicated to marine conservation and law enforcement support, paid a courtesy visit to the Marine Police Division (MPD). The delegation presented updates on ongoing projects in Southeast Asia, particularly in the Philippines, and discussed potential areas of cooperation to enhance the effectiveness and operational capabilities of law enforcement personnel in preventing and suppressing maritime crimes.

The meeting was held at the Chaeng Yodsuk Reception Room, 1st Floor, Pitak Waree Building, Marine Police Division Headquarters (Central).
