We have just concluded an important study visit to Viet Nam under Phase 2 of the project "Advancing Active Ageing in ASEAN: Strategy Mapping and Regional Monitoring through the ASEAN Active Ageing Index (AAAI)", supported by IDRC in Asia.
Key observations from our recent engagement:
✅ Vietnam's Vice Minister of Health, Do Xuan Tuyen, outlined five strategic priorities for ASEAN during Vietnam's Chairmanship (2026–2028), with the development of the Silver Economy emerging as a shared regional priority.
✅ Intergenerational Self-Help Clubs (ISHCs) continue to demonstrate the value of community-led integrated care by combining peer health support, social participation, and income-generating activities.
✅ Strong collaboration among governments, civil society organizations, and development partners is creating new opportunities to scale innovative approaches for healthy and active ageing.
✅ Stakeholders also expressed interest in the ASEAN Active Ageing Index (AAAI) as a regional monitoring tool to track progress and inform evidence-based policymaking.
At the same time, several areas require continued attention:
• Strengthening referral pathways between community-based screening and formal health services.
• Expanding digital literacy alongside digital access so older persons can safely participate in the digital economy and society.
• Adapting community care models to changing family structures as more households transition from multi-generational to nuclear families.
Looking ahead, ASEAN has a strong foundation to build on. Existing policy frameworks, proven community models such as ISHCs, and growing regional partnerships provide an opportunity to:
• Scale community-led active ageing initiatives across the region.
• Strengthen coordination across the health, social, labour, and finance sectors.
• Develop sustainable financing mechanisms that leverage public investment, development partner support, and private sector engagement to advance the Silver Economy.
Together, these efforts can help create a more inclusive, resilient, and age-friendly ASEAN where older persons continue to contribute to their families, communities, and economies.
