Representatives of the Land and Maritime Boundary Office (LMBO) attended (28-29/04) the 17th ASEAN Regional Forum (ARF) Inter-Sessional Meeting on Maritime Security, which was held in Jakarta, Indonesia. The meeting was co-chaired by Indonesia, the United States of America and India. It brought together representatives from ASEAN Member States, ARF participants, and dialogue partners to discuss evolving maritime security challenges and strengthen regional cooperation.

Ms. Inês Araújo Gonçalves, Principal Coordinator for Blue Economy at LMBO, highlighted the importance of enhancing the ARF’s relevance through more practical and action-oriented cooperation, through capacity-building exercises and efforts to combat illegal, unreported and unregulated (IUU) fishing.

The meeting highlighted the critical role of practical collaboration and enhanced information exchange among regional stakeholders. Timor-Leste, together with other participants, reaffirmed its commitment to advancing the implementation of the ARF Work Plan on Maritime Security 2022–2026.

Timor-Leste and Indonesia have successfully concluded the third round of formal maritime boundary negotiations.

Timor-Leste and Indonesia have successfully concluded the third round of formal maritime boundary negotiations, held in Singapore from 27–29 April 2026. This round builds on significant progress made during the previous rounds in 2025 - held in Dili and Yogyakarta.

Timor-Leste’s delegation was led by Elizabeth Exposto, Chief of Staff to the Prime Minister Kay Rala Xanana Gusmão and Chief Executive Officer (CEO) of the Land and Maritime Boundary Office. The Indonesian delegation was led by His Excellency Ambassador Amrih Jinangkung, who is the Ambassador of Indonesia to the Netherlands and was the former Director-General for International Treaty Affairs in the Indonesia Ministry of Foreign Affairs.

The three-day meeting in Singapore saw constructive and sincere engagement, leading to meaningful progress being made. The two delegations worked diligently to foster mutual understanding and remained committed to working towards an equitable and acceptable solution for both two nations.

The fourth round of talks will be held in August in Indonesia.

Timor-Leste has previously concluded a permanent maritime boundary negotiation with Australia through a successful conciliation process under UNCLOS, resulting in a treaty between the two nations, signed in 2018 and ratified in 2019.

The Timor-Leste delegation, led by the Land and Maritime Boundary Office (LMBO), participated as an observer in the 54th JWG-DOC (the 54th Joint Working Group Meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea).

The meeting was held in Beijing, China, from 17 to 18 April 2026, and attended by representatives from delegations from all the 11 ASEAN Member States - Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste, and Vietnam.

The focus of the 54th JWG-DOC was on continuing discussions on the Code of Conduct (COC) in the South China Sea. This is part of ongoing efforts to move the negotiations forward and support cooperation between ASEAN countries and China in managing maritime issues.

Formal maritime boundary negotiations between Timor-Leste and Indonesia are ongoing.

Under the United Nations Convention on the Law of the Sea (UNCLOS), Timor-Leste and Indonesia are obligated to delimit their overlapping maritime entitlements to clarify the extent of their sovereignty and sovereign rights.
