🌍 Strengthening Burundi’s National Statistical System: A Step Closer to Reliable and Quality Data 📈

From November 25 to 29, 2024, a peer review mission was conducted in Burundi as part of the Pan-African Statistics Programme II (PAS II), a joint initiative of the African Union (STATAFRIC) and Eurostat, funded by the European Union.

This review assessed the compliance of Burundi’s National Statistical System (NSS) with the United Nations Fundamental Principles of Official Statistics and the African Charter on Statistics, while also highlighting the progress made since the previous peer review in 2018.

🔍 Key findings and recommendations:
✅ A modernized legal framework ensuring the independence and quality of official statistics.
✅ Enhanced coordination structures, including the National Committee for Statistical Information (CNIS) and the Technical Committee for Statistical Information (CTIS).
✅ Competent and committed human resources, though still insufficient in number.
✅ Challenges to address regarding sustainable funding, digitization of statistical processes, and data dissemination.

💡 Key recommendations from this review include:
📌 Ensuring stable funding to guarantee the regularity of surveys and censuses.
📌 Strengthening methodological coordination and statistical data dissemination.
📌 Developing modern digital tools and improving access to microdata.

📊 Peer Review of the National Statistical System of Djibouti: Major Advances and Strategic Recommendations! 📊

As part of the Pan-African Statistical Program II (PASII), funded by the European Union, managed by Eurostat, and implemented by Expertise France, Djibouti has benefited from a peer review conducted by experts from Benin and CĂŽte d'Ivoire to strengthen the governance and quality of its National Statistical System (NSS).

📌 Key Results:
✅ Notable progress: Creation of INSTAD, successful completion of RGPH-3, and improved data dissemination.
✅ Challenges to address: Strengthening human and financial resources, reforming the legal framework, and enhancing coordination among actors.

đŸ› ïž Priority Recommendations:
- Modernize statistical legislation to reinforce independence and governance.
- Develop sustainable financing through a National Statistics Fund.
- Enhance production and dissemination via publication schedules and new technologies.
- Strengthen capacity-building and training to ensure high-quality statistics.

These recommendations aim to ensure reliable data—an essential pillar for informed decision-making and Djibouti's development.

Strengthening Africa's Trade Statistics: Key technical missions to DRC and Cameroon

In the stride towards data-driven economic development, the Pan-African Statistics Programme II (PAS II), with backing from the European Union, has launched targeted technical assistance missions on trade statistics in Cameroon and the Democratic Republic of Congo (DRC).
In a concerted effort to bolster data management capabilities, Pan-African Statistics Programme II (PAS II) has completed the missions that were both aimed at enhancing the utilization of EUROTRACE software for International Merchandise Trade Statistics (IMTS) at the national institutes of statistics in the two countries.

A lot of technical ground covered
In Cameroon, the focus was on installing essential software like SQL Server and establishing EUROTRACE, enhancing data management and initiating quality control mechanisms. The DRC's efforts were aligned with updating methodologies to include non-customs data, adhering to the IMTS 2010 guidelines, ensuring a more comprehensive capture of trade data. Mr. Romeo ADJOVI, the lead trainer in DRC, expressed satisfaction with the progress made during the mission.
- I believe we have laid a strong foundation for improving data management practices at the NIS. By empowering staff with essential skills and methodologies, we are poised to enhance the accuracy and reliability of trade statistics in the DRC.
More to follow up

The efforts on improving trade statistics will be followed up in both countries over the next years. The follow-up activities will focus on ensuring the availability of detailed data to further enhance the existing domain, implementation of methodology and further training of staff.

The important trade statistics
Trade statistics of good quality is important to measure the economies on both a national, continental and international level. Harmonized trade statistics is also important as a tool to measure the development of the African Continental Free Trade Area (AfCFTA) that was established in 2018.
PAS II also recognises the importance of improved African trade statistics, making it one of the top priorities in the four-year programme. One of the goals for PAS II is to ensure all AU Member States use the standard IMTS 2010 in the compilation of their trade statistics by the end of the programme period.

PAS II assistance to Congo on utilizing EUROTRACE

In the beginning of February, Congolese trade statisticians received support from the EU-funded Pan-African Statistics Programme (PAS II) on utilizing EUROTRACE for compilation of trade statistics. Improved trade statistics is a main priority for PAS II.
The mission, that was led by Senior Local Non-Key Expert (SLNKE) Roméo Adjovi, focused on supporting Congo in utilizing EUROTRACE for the compilation of International Merchandise Trade Statistics (IMTS). Activities included upgrading to the latest version of EUROTRACE (SQL server), installing Microsoft SQL Server on designated machines, migrating the access domain, creating a design for the EUROTRACE editor, and providing comprehensive training in its use and the management studio.
The technical assistance and workshops were held in Brazzaville, Congo, at the Hotel Saint Francois ACERAC, from February 5th to February 9th, 2024.
The initiative aimed to enhance the capacity of Congolese trade statisticians and addressed technical difficulties to improve data quality and harmonization across the continent. By achieving a high level of mastery among participants in using EUROTRACE SQL Server, the mission seek to ensure countries can autonomously manage trade statistics compilation and quality control, thus significantly improving the quality of trade statistics provided.
This mission represents another important step towards improving the production, dissemination, and quality of trade statistics in Africa. It is also aligning with the broader objectives of PAS II to collect and analyse reliable and harmonized statistics as guided by the Continental second Strategy for harmonization of Statistics in Africa (SHaSA2).

The African Union Institute for Statistics (STATAFRIC) have organized a regional workshop on statistical business registers which took place in Douala, Cameroon from 20 to 22 March 2024.
The main objectives of the meeting were to:
(i) Discuss on Agenda 2063 STYIP Indicators on statistical business registers;
(ii) Share the best experiences for the establishment of statistical business registers; and
(iii) Agree on the minimal list of indicators for statistical business registers for the report of the STYIP of the Agenda 2063.
