بمناسبة مشاركته في الاجتماع الوزاري العربي حول القدس الشريف، ألقى السيد محمد علي النفطي، وزير الشؤون الخارجية والهجرة والتونسيين بالخارج، اليوم 5 أوت 2026 بالعاصمة الأردنية عمّان، كلمة تونس، أكد فيها أن القدس الشريف لا تعتبر مجرد قضية سياسية أو ملفا تفاوضيا، بل مدينة ذات مكانة روحية وتاريخية وحضارية استثنائية في العالم، وتمثل بالتالي إرثًا إنسانيًا مشتركًا تتعايش فيه سلميا الشعوب باديانها وثقافاتها، مشددًا على أن صون هويتها الأصيلة وحماية مقدساتها الإسلامية والمسيحية والحفاظ على وضعها التاريخي والقانوني مسؤولية جماعية لا تنفصل عن الجهود الرامية إلى إنصاف الشعب الفلسطيني وتمكينه من ممارسة حقوقه الوطنية المشروعة وغير القابلة للتصرف.
وجدد الوزير التأكيد على موقف تونس الثابت والداعم للقضية الفلسطينية، وفي مقدمة ذلك حق الشعب الفلسطيني في تقرير مصيره وإقامة دولته المستقلة كاملة السيادة على كامل أرض فلسطين وعاصمتها القدس الشريف، مجددًا رفض تونس القاطع لجميع الإجراءات الأحادية الرامية إلى تغيير الواقع التاريخي والقانوني والديمغرافي للقدس الشريف، بما في ذلك الاستيطان والتهجير القسري وهدم المنازل والاعتداءات المتكررة على المقدسات الإسلامية والمسيحية. كما أبرز الوزير أن قضية القدس لا يمكن فصلها عن الأوضاع الإنسانية الكارثية التي يشهدها قطاع غزة وسائر الأراضي الفلسطينية المحتلة، مؤكدًا ضرورة توفير الحماية للمدنيين، وضمان النفاذ الآمن والمستدام للمساعدات الإنسانية، وتمكين الأمم المتحدة ووكالاتها المتخصصة، لا سيما وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين في الشرق الأدنى (الأونروا)، من الاضطلاع بمهامها دون عوائق، واحترام ولاياتها وحصاناتها، وفقًا للقانون الدولي والقانون الدولي الإنساني.
وشدد الوزير على أن المرحلة الراهنة تتطلب الانتقال من التعبير عن التضامن إلى تحرك سياسي ودبلوماسي فاعل يدفع المجتمع الدولي إلى الاضطلاع بمسؤولياته، ووضع حد للانتهاكات المتواصلة، وضمان تنفيذ قرارات الشرعية الدولية بما يفضي إلى إنهاء الاحتلال وتمكين الشعب الفلسطيني من نيل حقوقه المشروعة. وأشار الوزير إلى الرأي الاستشاري لمحكمة العدل الدولية الصادر في 19 جويلية 2024، الذي أكد عدم شرعية استمرار الاحتلال الإسرائيلي للأرض الفلسطينية المحتلة وضرورة إنهائه ووقف الأنشطة الاستيطانية وإزالة آثارها غير القانونية، داعيًا جميع الدول إلى اتخاذ تدابير عملية تكفل احترام القانون الدولي والقانون الدولي الإنساني، ومساءلة المسؤولين عن الانتهاكات الجسيمة، والامتناع عن أي دعم من شأنه الإسهام في استمرار الاحتلال أو تكريس ممارساته غير المشروعة.
كما أكد الوزير أهمية استعادة الأمم المتحدة لدورها المركزي في معالجة القضية الفلسطينية، مجددًا دعم تونس لتمكين دولة فلسطين من العضوية الكاملة في المنظمة الأممية، تنفيذًا لقرار الجمعية العامة ES-10/23، ومثمّنًا تنامي الاعتراف الدولي بدولة فلسطين، وداعيًا أعضاء مجلس الأمن إلى الاضطلاع بمسؤولياتهم في هذا الشأن. وأشاد الوزير بصمود الشعب الفلسطيني، لا سيما أبناء القدس الشريف، في الدفاع عن أرضهم وهويتهم الوطنية وصون معالم المدينة التاريخية والدينية والحضارية، مؤكدًا أن دعم المقدسيين وتعزيز مقومات صمودهم يمثل مسؤولية عربية وإسلامية ودولية مشتركة، من خلال برامج عملية ومستدامة تشمل دعم الإسكان والتعليم والصحة وحماية الأوقاف وصون التراث الثقافي.
واختتم الوزير كلمته بالتأكيد على أن تونس ستواصل، انطلاقًا من مبادئها وثوابتها، دعمها الراسخ للحقوق الوطنية المشروعة للشعب الفلسطيني، والعمل مع الأشقاء والشركاء على تعزيز التنسيق العربي والإسلامي والدولي لحماية القدس الشريف، ودعم صمود الشعب الفلسطيني، وترسيخ السلام العادل والشامل القائم على احترام القانون الدولي وقرارات الشرعية الدولية.

À l'occasion de sa participation à Amman, à la réunion du Comité Ministériel Arabe concernant Al-Qods Al-Charif, M. Mohamed Ali Nafti, Ministre des Affaires Étrangères, de la Migration et des Tunisiens à l’Étranger, a prononcé, aujourd'hui 5 août 2026, l'allocution de la Tunisie, dans laquelle il a affirmé qu'Al-Qods Al-Charif n'est nullement une simple question politique ou un dossier négociable, mais une ville bénéficiant d'un statut spirituel, historique et civilisationnel d'exception dans le monde, et représente un patrimoine humain commun où coexistent paisiblement les peuples avec leurs religions et leurs cultures. Il a souligné que la préservation de son identité authentique, la protection de ses lieux Saints islamiques et chrétiens et le maintien de son statut historique et juridique constituent une responsabilité collective indissociable des efforts visant à rendre justice au Peuple palestinien et à lui permettre d'exercer ses droits nationaux légitimes et inaliénables.
Le Ministre a réitéré la position constante de la Tunisie en soutien à la cause palestinienne, au premier rang de laquelle le droit du Peuple palestinien à l'autodétermination et à l'établissement de son État indépendant et pleinement souverain sur l'ensemble de la terre de Palestine avec Al-Qods Al-Charif pour Capitale, réaffirmant le rejet catégorique de la Tunisie de toutes les mesures unilatérales visant à modifier la réalité historique, juridique et démographique d'Al-Qods Al-Charif, y compris la colonisation, le déplacement forcé, la démolition de maisons et les agressions répétées contre les lieux Saints islamiques et chrétiens. Le Ministre a également souligné que la question d'Al-Qods ne peut être dissociée de la situation humanitaire catastrophique que connait la bande de Gaza et l'ensemble des territoires palestiniens occupés, affirmant la nécessité d'assurer la protection des civils, de garantir un accès sûr et durable à l'aide humanitaire, et de permettre à l'Organisation des Nations Unies et à ses agences spécialisées, en particulier l'Office de Secours et de Travaux des Nations Unies pour les réfugiés de Palestine dans le Proche-Orient (UNRWA), d'accomplir leurs missions sans entraves, et de respecter leurs mandats et immunités, conformément au droit international et au droit international humanitaire.
Le Ministre a en outre souligné que la phase actuelle exige de passer de l'expression de la solidarité à une action politique et diplomatique effective entraînant la communauté internationale à assumer ses responsabilités, à mettre un terme aux violations continues et à garantir la mise en œuvre des résolutions de la légalité internationale aboutissant à la fin de l'occupation et permettant au Peuple palestinien de recouvrir ses droits légitimes. Le Ministre a rappelé l'avis consultatif de la Cour Internationale de Justice rendu le 19 juillet 2024, qui a confirmé l'illégalité de la poursuite de l'occupation israélienne du territoire palestinien occupé et la nécessité d'y mettre fin, de cesser les activités de colonisation et d'en éliminer les effets illicites, appelant tous les États à prendre des mesures pratiques garantissant le respect du droit international et du droit international humanitaire, à demander des comptes aux responsables des violations graves, et à s'abstenir de tout soutien de nature à contribuer à la pérennisation de l'occupation ou à la consécration de ses pratiques illégitimes.
Le Ministre a par ailleurs affirmé l'importance de la reprise par les Nations Unies de son rôle central dans le traitement de la cause palestinienne, réitérant le soutien de la Tunisie en vue d'accorder à l'État de Palestine l'adhésion pleine et entière au sein de l'Organisation des Nations Unies, en application de la résolution de l'Assemblée Générale ES-10/23, tout en saluant la reconnaissance internationale croissante de l'État de Palestine et en appelant les membres du Conseil de Sécurité à assumer leurs responsabilités à cet égard.
Le Ministre a également rendu hommage à la résilience du Peuple palestinien, en particulier les habitants d'Al-Qods Al-Charif, pour la défense de leur terre et de leur identité nationale et la préservation des repères historiques, religieux et civilisationnels de la ville, affirmant que le soutien aux Maqdessis et le renforcement des facteurs de leur résilience constituent une responsabilité commune arabe, islamique et internationale, à travers des programmes pratiques et durables incluant l'appui au logement, à l'éducation, à la santé, la protection "des wakfs" et la préservation du patrimoine culturel.
Le Ministre a conclu son allocution en affirmant que la Tunisie, émanant de ses principes et de ses convictions constants, poursuivra son soutien indéfectible aux droits nationaux légitimes du Peuple palestinien, et son action avec les Pays frères et les partenaires pour renforcer la coordination arabe, islamique et internationale afin de protéger Al-Qods Al-Charif, de soutenir la résilience du Peuple palestinien et de consacrer une paix juste et globale fondée sur le respect du droit international et des résolutions de la légalité internationale.

On the occasion of his participation in the meeting of the Arab Ministerial Committee entrusted with international action in support of Al-Quds Al-Sharif, held today, 5 August 2026, in Amman, the capital of the Hashemite Kingdom of Jordan, Mr. Mohamed Ali Nafti, Minister of Foreign Affairs, Migration and Tunisians Abroad, delivered Tunisia’s statement, reaffirming that Al-Quds Al-Sharif is not merely a political issue or a subject of negotiations, but a city of exceptional spiritual, historical and civilizational significance. As such, it constitutes a shared heritage of humanity where peoples of different faiths and cultures have coexisted peacefully. He stressed that preserving its authentic identity, protecting its Islamic and Christian Holy sites, and safeguarding its historical and legal status are collective responsibilities that are inseparable from efforts aimed at securing justice for the Palestinian people and enabling them to exercise their legitimate and inalienable national rights.
The Minister reiterated Tunisia’s steadfast support for the Palestinian cause, foremost among them the Palestinian people’s right to self-determination and to establish their independent and fully sovereign State on the entire territory of Palestine, with Al-Quds Al-Sharif as its capital. He also reaffirmed Tunisia’s categorical rejection of all unilateral measures aimed at altering the historical, legal and demographic character of Al-Quds Al-Sharif, including settlement expansion, forced displacement, house demolitions, and the repeated attacks against Islamic and Christian Holy sites.
The Minister further emphasized that the issue of Al-Quds Al-Sharif cannot be dissociated from the catastrophic humanitarian situation in the Gaza Strip and the rest of the Occupied Palestinian Territory. He stressed the imperative of ensuring the protection of civilians, guaranteeing safe, sustained and unhindered humanitarian access, and enabling the United Nations and its specialized agencies, particularly the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to carry out their mandates without obstruction, while respecting their privileges and immunities in accordance with international law and international humanitarian law.
The Minister stressed that the current stage requires moving beyond expressions of solidarity towards effective political and diplomatic action capable of compelling the international community to assume its responsibilities, put an end to the ongoing violations, and ensure the implementation of international legitimacy resolutions, thereby bringing the occupation to an end and enabling the Palestinian people to realize their legitimate rights. In this context, he referred to the Advisory Opinion of the International Court of Justice, issued on 19 July 2024, which affirmed the unlawfulness of Israel’s continued occupation of the Occupied Palestinian Territory and the obligation to bring it to an end, cease settlement activities, and dismantle their unlawful consequences. He called upon all States to take practical measures to ensure respect for international law and international humanitarian law, hold those responsible for serious violations accountable, and refrain from providing any support that could contribute to the continuation of the occupation or the perpetuation of its unlawful practices.
The Minister also underscored the importance of restoring the United Nations to its central role in addressing the Palestinian question. He reaffirmed Tunisia’s support for granting the State of Palestine full membership in the United Nations, in implementation of United Nations General Assembly Resolution ES-10/23, welcomed the growing international recognition of the State of Palestine, and called upon the members of the United Nations Security Council to assume their responsibilities in this regard.
The Minister paid tribute to the steadfastness of the Palestinian people, particularly the people of Al-Quds Al-Sharif, in defending their land, national identity, and the historical, religious and cultural heritage of the city. He stressed that supporting the resilience of the people of Jerusalem constitutes a shared Arab, Islamic and international responsibility, to be pursued through practical and sustainable programmes covering housing, education, healthcare, the protection of religious endowments, and the preservation of cultural heritage.
The Minister concluded his statement by reaffirming that Tunisia, guided by its longstanding principles and constants, will continue its unwavering support for the legitimate national rights of the Palestinian people and will work closely with its Arab, Islamic and international partners to strengthen coordination aimed at protecting Al-Quds Al-Sharif, reinforcing the resilience of the Palestinian people, and promoting a just and comprehensive peace based on respect for international law and the relevant resolutions .of international legitimacy
