GPS Fonoi Progress, Fonoifua Island,Ha'apai Update 2/4/2026

The construction at GPS Fonoi is reaching an exciting new stage. Work is currently centered on the finishing touches for the new staff quarters, with the interior rooms really starting to take shape. For our teachers, these aren't just buildings; they are the homes that allow them to live and work comfortably within the communities they serve.

Alongside the housing, the new WASH (Water, Sanitation, and Hygiene) facilities are moving forward steadily. We believe that every student deserves access to modern, hygienic, and reliable facilities, and seeing this infrastructure come to life is a major step toward a healthier learning environment for our children.

A sincere thanks to the team at Lunaeva and Sons Company for their persistent work on Fonoi Island.

We are proud to see these essential improvements unfolding and look forward to the day these doors officially open for the school community.

The Ministry of Education and Training's EMIS Team is currently expanding the rollout of the Education Management Information System (EMIS) to several non-government schools .Our dedicated team, Mr. Tevita Finau, Mr. Talaiasi Maile, and Ms. Eseta Pasikala, is traveling to Vava'u to conduct essential training for Tailulu College, St. Peter Channel College, and Mizpah High School. This initiative ensures that these institutions have access to the same digital tools as government schools, streamlining student data and attendance. Beyond the new school rollouts, we are providing extra hands-on support to Vava'u High School and local government Primary and ECE schools to strengthen their use of the system. To ensure a smooth transition, each participating school is being equipped with tablets and a monthly 15 GB data plan, fully funded by the TSRSP Component 2.1 Training budget through the World Bank. We are committed to modernizing our schools while ensuring that these training sessions do not disturb student learning or teacher schedules. While this phase focuses on Vava'u, our support for Tongatapu remains ongoing, and we look forward to reaching Ha'apai in the next phase.

Tonga Safe Resilience School Project (TSRSP) – PMU and Kramer Asia Pacific Meeting Update | 9 March 2026

Meeting No. 65 was held at the MET Conference Room on 9 March 2026 in hybrid format, bringing together the Project Management Unit (PMU), Kramer APAC (KAPAC) the Design & Construction Supervision (DCS) team, and the WB, CSU Team.
Design Submissions Progress: Draft design reports for Packages 3, 4, and 5 have been submitted, and feedback is being received and addressed. Key actions include an inspection of the Atele school (Building D) to confirm repair conditions and a reminder that schools and PTAs should avoid undertaking repair work ahead of project interventions.
Package 2 – Niuafo'ou Schools – The 10-day contract standstill ended 27 February, with contract signing expected this week. The contractor onboarding and site walkthroughs have been rescheduled to 31 March 2026, timed to coincide with a scheduled community consultation flight to Niuafo'ou.
Packages 3 & 4 – Package 3 (Ha'apai & 'Eua schools) is being progressed as an RFQ, with a tender targeted for early March. Package 4 (6 Tongatapu schools) is on track for RFB tender in March/April. ESHS screenings for four Package 4 schools have been revised and resubmitted. The Popua topographic survey remains outstanding.
Package 5 – Vava'u – Feletoa and Longomapu design reports are under review. Vava'u High School (VHS) remains delayed due to scope confirmation. A proposal has been submitted to use a temporary/emergency permit for works to VHS Building 2, pending further guidance from PMU and the World Bank.
Building Permits :Permits for Peteli and Pea (Package 1) are completed.

Consultation with Schools and Communities before construction commences for GMS Tokomololo and GPS Pea.

The consultation for GMS Tokomololo and GMS Pea was held yesterday, with Òfa Construction facilitated by Kramer Asia Pacific to ensure that community members, including the Parent Teacher Association, teachers, and parents, are informed about the upcoming construction. This process will also continue for Peteli and other schools identified under the risk-based school construction program.

Before the commencement of construction for the Hikaione consulting services, a comprehensive Environmental and Social Safeguard (ESS) for FWC Peteli induction was successfully conducted. This session serves as a critical prerequisite to physical work, ensuring that all teams are fully aligned with the project's rigorous safety and ethical standards.
By prioritizing these safeguards now, we lay a foundation of responsibility and accountability for the entirety of the construction phase. The induction focused heavily on the Environmental and Social Code of Practice (ESCOP), alongside vital training regarding Sexual Exploitation, Abuse, and Sexual Harassment (SEA/SH). Participants also reviewed the project’s Code of Conduct, which outlines the behavioral expectations for everyone involved. These frameworks are essential not only for protecting the local environment but also for ensuring the safety and dignity of the community and the workforce.

The collaboration between Kramer Asia Pacific, the PMU Safeguard, and the CSU Safeguard specialists led to a thorough and effective training.

Construction Safeguards Induction and Sign-off
Before starting construction work at the GPS PEA and GMS Tokomolo sites, 'Ofa Construction Services successfully completed the Environmental and Social Safeguard induction. This session was facilitated by Design and Supervision Kramer Asia Pacific, along with the PMU safeguard and CSU/Ministry of Finance. The induction served as a mandatory prerequisite to align all personnel with best practices and local regulatory requirements. The primary goal of the session was to establish a culture of responsibility and safety before any machinery is mobilized on site. A central component of the induction was the detailed briefing on the Environmental and Social Code of Practice (ESCOP). This framework provides the technical guidelines necessary to mitigate environmental degradation, manage construction waste, and minimize disruptions to the surrounding community. Furthermore, the training placed heavy emphasis on SEA/SH (Sexual Exploitation, Abuse, and Harassment) prevention. These protocols are designed to protect both the workforce and the local community, ensuring a safe, respectful, and professional environment throughout the project's lifecycle.
The induction concluded with a formal signing of the Code of Conduct by all project participants. This signing ceremony acts as a binding commitment from the leadership and staff of Ofa Construction Services to uphold the highest ethical standards. By documenting this process, the project demonstrates transparency to stakeholders and ensures that every individual on-site understands their personal accountability regarding social safeguards and environmental stewardship.

Construction update: GPS Tungua progress

The construction is currently moving through the dry-in phase, focusing on making the structure weather-tight and energy-efficient. To date, the timber framing and corrugated roofing have been completed, and the team has wrapped the exterior in reflective foil sarking. This radiant barrier is essential for climate control, reflecting heat away from the staff quarters and classroom before the final siding is applied.

Ongoing work is centered on the exterior finish and utility integration. We are currently installing the vertical cladding panels over timber battens and finishing the window reveals to prepare for glazing. Inside, the electrical rough-in is in full swing, with wiring being positioned throughout the ceiling and wall cavities before we move on to the interior lining.

Construction update - GMS Nomuka Construction Progress

The retrofitting works for the existing 3x2 classroom blocks have now been completed. These structural upgrades ensure the classrooms meet the required standards for the school.

Alongside the classroom progress, construction is finished for the new Staff Quarter and the new WASH facility. These new installations are now ready to support the school's daily operations and staff housing needs.

Furthermore, the retrofitting of two additional staff quarters has been ongoing. Work will continue moving forward on the remaining sections of the project to ensure all facilities are fully updated.
