The Government of the Republic of Trinidad and Tobago shares the belief with the people of Trinidad and Tobago that local Government should be given more, rather than less, responsibility and authority. It is recognized that participation is key to the development in any country. At the local level, participation of the community is integral to the growth of local communities. The Municipal Corpor
ation does not go far enough to allow for the autonomy required at the regional level so that a community can effectively participate in decisions that closely affect their day to day lives. Beyond garbage collection, retaining walls and waterways, traffic and transport, community centers, empty lots and mosquitoes, there are other key decisions that need to be in the hand of communities. Since 1962, successive administrations have consulted with the public on the benefits of decentralization of government. Consistently, all these consultations have pointed to and have recommended stronger local governance.
