The Caribbean Community Implementation Agency for Crime and Security with funding support from the U.S. Department of State U.S. Department of State: Bureau of Intl Narcotics & Law Enforcement (INL) is currently hosting a Regional Conference on the Caribbean Basin Security Initiative (CBSI)-Connect Learning Management System (LMS).
The Conference, which takes place from 28-29 November 2024 is being held in Port-of-Spain, Trinidad and Tobago, and is being convened in-person for the first time.
Participants include key stakeholders, Heads of Law Enforcement Training Academies, and CBSI-Connect Site Administrators to develop a Strategic Framework Roadmap and Action Plan to guide the development of the platform over the next five years.

๐จ Strengthening Forensic Capacity in the Caribbean ๐จ
On November 14, 2024, The Caribbean Community Implementation Agency for Crime and Security and the U.S. Department of State: Bureau of Intl Narcotics & Law Enforcement (INL) handed over forensic equipment to the Suriname Police Force (KPS) to enhance their ability to solve firearms-related incidents and prosecute offenders. This follows a similar support initiative for the Guyana Police Force (GPF) in October 2024.
The equipment will help both forces analyze bullets, cartridge cases, and firearms recovered from crime scenes or seized at ports of entry. This handover took place during the CARICOM Crime Gun Intelligence Unit (CGIU) workshop in Paramaribo, Suriname, held from November 13-15, 2024. Suriname is the fifth country to host this important workshop, following St. Kitts and Nevis, Barbados, Grenada, and Guyana.

๐ข The Caribbean Community Implementation Agency for Crime and Security in collaboration with the U.S. Department of State: Bureau of Intl Narcotics & Law Enforcement (INL), is advancing the forensic capabilities of the Guyana Police Force(GPF) in firearm analysis.
At the CARICOM Crime Gun Intelligence Unit (CGIU) Sensitisation and Awareness Workshop, held in Georgetown, Guyana, from October 23-25, 2024, #CARICOMIMPACS and #INL introduced new equipmentโ a 50 BMG bullet trap and an automated ballistic intelligence system (IBIS BRASSTRAX). This technology will aid the GPF in investigating firearm-related incidents and supporting the prosecution of offenders.
Guyana is the fourth host of this vital workshop, following St. Kitts and Nevis, Barbados, and Grenada, as the region strengthens its approach to crime and security.

Happening now, Bridgetown, Barbados โ The 8th Edition of the Dialogue on an Effective Multilateral Policing Architecture Against Global Threats officially commenced today in Barbados under the theme โIntegrated Security Architecture: Multilateral Action for a Safer World.โ
The opening ceremony featured prominent leaders in global law enforcement, including Maj. Gen. Ahmed Naser Al-Raisi, President of INTERPOL, the Hon. Dale Marshall, Attorney General and Minister of Legal Affairs of Barbados, and Lt. Col. Michael Jones, Executive Director of CARICOM IMPACS.
In his remarks, Lt. Col. Michael Jones expressed his organization's honour in partnering with INTERPOL to host such a significant event. โThis forum brings together law enforcement professionals from regional and international policing and law enforcement entities, reinforcing our collective commitment to combating crime and ensuring the safety of our citizens. We believe this Dialogue will provide a valuable platform for sharing best practices, strengthening partnerships, and addressing the evolving challenges in the fight against crime.โ
Maj. Gen. Ahmed Naser Al-Raisi, President of INTERPOL, highlighted the changing dynamics of global crime. "Over the past few years, the criminal landscape has shifted dramatically, underscoring the need for better coordination among law enforcement agencies at the national, regional, and global levels," he noted.
The Dialogue will continue over the coming days, focusing on enhancing cooperation and building a more integrated approach to addressing global security challenges.

U.S. National Central Bureau-INTERPOL Washingtonโs Project Terminus, supported by The Caribbean Community Implementation Agency for Crime and Security, has deployed advanced technology solutions in Barbados to enhance crime and terrorism detection.
Barbados, the first CARICOM nation to implement the Stolen and Lost Travel Documents (SLTD) and Stolen Motor Vehicles (SMV) Workbench, can now share critical information with INTERPOLโs 196 member countries.

The Caribbean Community Implementation Agency for Crime and Security held an โIntelligence Analysis Courseโ for its interns and recently recruited analysts from July 2โ5, 2024, at its headquarters in Port-of-Spain, Trinidad and Tobago.
The training aimed to introduce participants to the field of intelligence, underscore its importance to regional security, and enhance their knowledge and understanding of the available tools in this domain.

CARICOM IMPACS and RSS-TOCTF deliver Crime Scene Management Training.
On June 3-7, 2024 The Caribbean Community Implementation Agency for Crime and Security, in collaboration with the Regional Security System-Transnational Organised Crime Task Force (TOCTF), delivered a comprehensive five-day, in-person training program on Crime Scene Management in St. Kitts and Nevis.
The training aimed to enhance the competence, capability, and performance of Law Enforcement Agencies (LEAs) in securing, preserving, examining, and managing crime scenes.

CARICOM IMPACS CBSI-Connect Study Tour.
From November 13-15, 2023, The Caribbean Community Implementation Agency for Crime and Security conducted Study Tours involving four (4) United States (US) colleges:
1. National Defense University
2. William J. Perry Center For Hemispheric Defense Studies;
3. U.S. Army War College
4. Inter American Defense College
These tours were primarily aimed at examining crucial aspects of each university's e-learning operations, with the objective of establishing a center of excellence focused on delivering and enhancing criminal justice training.

The Caribbean Community Implementation Agency for Crime and Security continued its series of in-country cybercrime and cybersecurity awareness programmes in The Co-operative Republic of Guyana, followed by Barbados.
The Guyana sessions were held on December 7-8, 2023, at the Guyana Police Force Officers' Training Centre, and the Barbados sessions were held on December 11-12, 2023 at the Lloyd Erskine Sandiford Centre.
Each session targeted specific stakeholders, such as senior officials, ministers, lawmakers, policymakers, and the general public, and aimed to reduce the risk of in-country cyber-related crimes.
Both Member States were also introduced to examples of implementation mechanisms to help bolster national and regional cyber security efforts.
