Established in 2007 by the Ministry of Homeland Security, PACSO monitors the operations of the Trinidad & Tobago Police Service in the context of the new governance structure for the Service, through the provision of general policy direction and support. OLEP’s Overview:
In 2007, the Ministry of National Security saw the establishment of the Office of Law Enforcement Policy by the then Government

of Trinidad and Tobago. OLEP’s creation was with the intention of purpose is to monitor the operations of the Trinidad and Tobago Police Service in the context of the new governance structure for the Service, through the provision of general policy direction and support. The Mission:
To research, develop, monitor, and evaluate policies of Trinidad and Tobago Police Service and other law enforcement/criminal justice entities, relating to programmes, facilities, technology, finance, human resource, and legal matters. Programmes under OLEP:
MLI (Morvant Lavetille Initiative):
• Roy Cape Right Tunes Music Programme
• Oratory Programme
• President’s Award Programme
• No Child Left Behind Computer Initiative

Programmes that are managed by OLEP:
• Transit Police Unit (TPU)

OLEP’s Major Responsibilities:
OLEP helped coordinate, recruit and select on behalf of the following:
• Parliamentary Police Unit
• Immigration Detention Center (IDC)
• Traffic Warden Division
• Traffic Enforcement Center
• Port Authority of Trinidad and Tobago (Supplemental Police Department)
• Prandial Larceny Squad
• Fisheries Monitoring, Surveillance and Enforcement Unit (FMSEU)

The Policy and Community Support Office (PACSO), Ministry of Homeland Security, recently hosted a closing ceremony to mark the successful completion of the internship programme for students of UTT - The University of Trinidad and Tobago.

Throughout the programme, the interns gained valuable practical experience, professional exposure and insight into the operations of PACSO and other supporting units. The ceremony celebrated their growth and achievements, while providing an opportunity to reflect on the knowledge and skills gained during their internship.

PACSO congratulates all interns on successfully completing the programme and wishes them continued success in their academic and professional journeys.

Mind in Motion: Building Mental Health Through Expression & Skill

Yesterday, the Ministry of Homeland Security, Policy and Community Support Office (PACSO), in collaboration with the United Nations Development Programme (UNDP) and the St. James Police Youth Club, hosted another impactful Mind in Motion session under the theme "Mindfulness, Grounding and Emotional Regulation."

The interactive engagement equipped young participants with practical tools to strengthen emotional resilience, develop healthy coping strategies, enhance self-awareness, and promote positive mental well-being through expert presentations, meaningful discussions, and youth participation.

The Ministry of Homeland Security remains committed to fostering resilient youth and creating safer, stronger communities through collaborative, prevention-focused initiatives.

Interns from the University of Trinidad and Tobago (UTT), currently assigned to the Policy and Community Support Office (PACSO), visited the Transit Police Unit for an informative and interactive learning experience.

During the visit, the interns were introduced to the Unit’s daily operations, record-keeping procedures, specialised equipment and motorcycles, while gaining valuable insight into its role in promoting safety and security across Trinidad and Tobago’s transportation network.

"Strong families build safer communities."

At the National Parenting Seminar: Empowering Parents and Caregivers of Children and Adolescents with Disabilities, the Minister of Homeland Security, The Honourable Mr. Roger D. Alexander, emphasized that supporting parents and caregivers is fundamental to building safer, stronger, and more inclusive communities. He reaffirmed the Ministry's commitment to ensuring that families have access to the knowledge, partnerships, and support needed to help every child reach their full potential.

Hosted by the Policy and Community Support Office (PACSO), Ministry of Homeland Security, in collaboration with the Ministry of the People, Social Development and Family Services, and other State and Non-State partners, the seminar brought together parents, caregivers, and professionals to strengthen collaboration and improve access to services for children and adolescents with disabilities.

Together, we continue working towards a Trinidad and Tobago where every child is valued, every family is supported, and no one is left behind.

Families are at the heart of safe, resilient and inclusive communities. Supporting parents and caregivers with the knowledge, resources and partnerships they need is essential to ensuring that every child has the opportunity to succeed.

On Saturday, 4th July 2026, the Policy and Community Support Office (PACSO), Ministry of Homeland Security, in collaboration with the Ministry of the People, Social Development and Family Services, Trinidad and Tobago Association of Social Workers (TTASW), the Children's Authority of Trinidad and Tobago (CATT), the Trinidad and Tobago Association of Psychologists (TTAP), the National Parent Teacher Association (NPTA), and other State and Non-State partners, hosted a National Parenting Seminar entitled: Empowering Parents and Caregivers of Children and Adolescents with Disabilities: Accessing Support Across Governmental and Non-Governmental Sectors.

The seminar provided parents and caregivers with valuable information, practical resources and opportunities to connect with agencies and professionals dedicated to supporting children and adolescents with disabilities.

By working together, we can create a more inclusive Trinidad and Tobago where every child is empowered to reach their full potential.

Mr. Zaheer R. Ali, Director of the Policy and Community Support Office (PACSO), Ministry of Homeland Security, recently joined The Morning Brew on CNC3 to discuss the findings of the UK report on gangs and its relevance to Trinidad and Tobago.

The discussion highlighted the importance of evidence-based, prevention-focused approaches that strengthen families, schools, communities, and institutions in addressing the factors that place young people at risk. It also emphasized the value of coordinated partnerships in creating safer environments and expanding opportunities for our nation's youth.

These principles continue to guide the work of PACSO through the Special Psychosocial Intervention and Educational Engagement Initiative, a collaborative programme involving Government agencies and State and Non-State actors. The Initiative promotes early intervention, positive youth development, psychosocial support, resilience, and community engagement, while addressing the root causes of youth vulnerability through education, prevention, and coordinated action.

Strengthening our team to better serve our communities. 💚

On 22nd June 2026, members of the Special Psychosocial Intervention and Educational Engagement Initiative (SPIEE) participated in a Team Building Exercise designed to enhance collaboration, communication, problem-solving, and teamwork among stakeholders involved in the programme.

Through interactive activities and group-based challenges, participants explored strategies for effective coordination, collective decision-making, and collaborative responses to real-world scenarios affecting young people and communities.

As SPIEE continues its mission of supporting youth development, psychosocial well-being, and community engagement, strong partnerships and teamwork remain essential to achieving meaningful and sustainable impact.

Together, we continue building stronger teams, stronger communities, and brighter futures.
