SAN FERNANDO EAST CONSTITUENCY EXECUTIVE RESIGNS TO FACILITATE TRANSITION

San Fernando: Following a meeting yesterday between the Leadership of the People’s National Movement and members of the San Fernando East Constituency Executive, the Executive has decided, in the best interest of the Party and for the continued orderly functioning of the constituency, to resign effective 4:00pm today, Monday 24th August 2026.

The meeting, attended by more than twenty members of the Constituency Executive, addressed the ongoing issues within San Fernando East and the report arising from the inquiry commissioned by the General Council of the Party.

The Member of Parliament for San Fernando East, Mr Brian Manning, was invited to the meeting but did not attend and therefore did not participate in the discussions.

Chairman Patricia Alexis and members of the Executive believe that their decision clears the way for the Party’s Leadership and National Executive to put appropriate interim arrangements in place, supervise party group elections and facilitate the democratic election of a new Constituency Executive.

The outgoing Executive will cooperate fully with this transition and with the verification exercise arising from the recommendations of the inquiry, including making available all documents and information required.

Mrs Alexis has also indicated that, while individual members of the outgoing Executive will determine whether they wish to offer themselves for service in the new Executive, she will not be seeking re-election as Chairman of the San Fernando East Constituency.

For the avoidance of doubt, the Party’s Constitution does not prohibit constituency officers from also serving within the national structures of the PNM. Service at party group, constituency and national levels has long formed part of the tradition and progression of service within the Party.

The outgoing Executive includes longstanding members who have served the People’s National Movement and San Fernando East over many years and under successive representatives. We remain proud of that service and particularly of our contribution to keeping San Fernando East within the PNM through successive general elections.

This resignation should therefore not be interpreted as an abandonment of either the Party or the constituency. It is a deliberate decision to facilitate the orderly reconstitution of the constituency and, ultimately, to allow the membership to determine its leadership through the democratic processes of the Party.

We reaffirm our support for the Political Leader and the Leadership of the People’s National Movement.

At this point, the interests of San Fernando East and the wider Party are best served by allowing the Party’s processes to proceed and the membership to have its say.

ACCOUNTABILITY CANNOT BE SELECTIVE

The San Fernando East Constituency Executive has taken note of the public statements issued by the Member of Parliament for San Fernando East, the Hon. Brian Manning.

The Executive would ordinarily refrain from publicly discussing matters engaging the internal structures of the People’s National Movement. However, Mr. Manning’s decision to name an Executive Officer, repeat damaging allegations and invite a public trial of matters already before the Party requires a firm response.

The Executive rejects any suggestion that it fears transparency or accountability. Despite the accusations and misrepresentations directed against the Constituency Chairman, Mrs. Patricia Alexis, has exercised restraint, submitted herself to the Party’s processes and allowed its Leadership to conduct its investigations without attempting to influence the outcome through the media.

The Party has confirmed that an investigative team was appointed with approved Terms of
Reference; that it met with Mr. Manning, Mrs. Alexis and witnesses representing both sides; and that a comprehensive report containing findings and recommendations was submitted to the Leadership and General Council. The Party has further confirmed that action is being taken on those recommendations.

Mr. Manning may prefer a process designed according to his own conditions, but personal
preference is not proof of unfairness. He cannot demand due process while publicly undermining that process because it is not proceeding exclusively on his terms.

Of even greater concern is Mr. Manning’s decision to recycle political allegations previously advanced by members of the United National Congress allegations which have never been established by any finding placed in the public domain and use them to bring the integrity of a fellow PNM member into question. That is dangerous and profoundly irresponsible.

A disclaimer cannot erase the reputational damage caused by calculated innuendo. The wider record must also be remembered.

In November 2024, the majority of party groups and Constituency Executive endorsed Mr.
Manning to contest the 2025 General Election. The same Executive whose support was welcomed when it secured his nomination cannot suddenly become untrustworthy because it refuses to surrender its independence.

In 2020, the PNM secured San Fernando East by a majority of 5,173 votes. In 2025, that
majority collapsed to only 673 votes following a recount. While the national political environment cannot be ignored, neither can Mr. Manning avoid examining his own representation, political leadership and ability to retain public confidence.

A leader confronted by that level of electoral decline should begin with introspection and not
scapegoating the volunteers and officers who helped him retain his seat. Mr. Manning now speaks loudly about democracy. We therefore ask: why does he appear so fearful of allowing the democratic processes of the Party and the judgment of the membership to take their course? Is the real concern that, without the support of the current Executive he now attacks, his own political standing may be considerably less secure than he wishes to admit?

Democracy does not mean accepting a process only when one controls its terms or is guaranteed its outcome.

The late Hon. Patrick Manning’s legacy was earned through discipline, service, accessibility and performance. That legacy cannot be reduced to a surname, nor can it be used as a shield against accountability. Heritage is not a substitute for leadership.

The San Fernando East Constituency Executive does not claim infallibility and does not seek to
protect anyone from legitimate investigation. We have co-operated with the Party’s Leadership and will continue to respect its processes. What we will not accept, is the use of mischievous political allegations to discredit our members or divert attention from failures of representation and leadership.

San Fernando East is greater than any one officeholder, personality or surname. Our
responsibility remains service to the people, loyalty to the Party and respect for the democratic institutions upon which the People’s National Movement was built.

Happy 70th Anniversary to the People’s National Movement.

Today we honour the legacy of a movement that shaped a nation.

I am pleased and honoured to lead a movement built on strong, principled, and impactful leadership from the four leaders who went before me.

Seventy years ago on January 24, 1956, the People’s Charter was publicly adopted, laying a bold and visionary framework for self government, political education, economic development, housing, education, social services, social equality, and national unity beyond race and class.

From that historic moment, the PNM emerged as Trinidad and Tobago’s first major political party with a continuous organisation and a clear national programme, committed to building a stronger, fairer, and more united nation.

Dr Eric Williams became our first Political Leader, charting the road forward for the Movement with vision, intellect, and precision, and leading our nation into independence.

Following Dr Williams, George Chambers was officially elected Political Leader of the People’s National Movement on May 9, 1981, having already assumed office as Prime Minister on March 30, 1981.

Patrick Manning became Political Leader of the People’s National Movement in January 1987, after serving as Leader of the Opposition from December 19, 1986, and would go on to shape a defining era of leadership and national development.

Dr Keith Rowley became Leader of the Opposition in May 2010 following the party’s defeat in the general election and was officially confirmed as Political Leader of the Movement on June 16, 2010. He served as Political Leader until April 30, 2025, leading the party and country with strength and resolve.

On the eve of this historic anniversary of our beloved party, I had the honour of becoming the People’s National Movement’s fifth Political Leader on June 22, 2025, and the first woman to do so.

I also became the third Political Leader elected following an election defeat, a responsibility I accept with humility, resolve, and an unwavering commitment to the Movement.

I remain fully committed to the People’s National Movement and ready to chart a strong, united, and purposeful way forward for our beloved Movement.

70 years strong. Still serving. Still building.
