能夠以音樂來象徵一個城市的文化，這個城市的市民是幸福的 嘉義市政府全力推動城市行銷，營造嘉義市成為「人文城市‧管樂之都」，以管樂形塑城市文化、行銷城市特色、促進國際交流。這是一個提供全台管樂團隊發光發熱的重要舞台，一個每年邀請國際管樂團隊來台交流的音樂慶典，一個廣大市民引頸期盼的管樂饗宴，它是「嘉義市國際管樂節」。
