The Joint Commissioning Ceremony of the ROCS Lan-Yang(FFG-935,EX- USS Joseph Hewes, FF-1078)、ROCS Hai-Yang(FFG-936,EX- USS Cook, FF-1083) and ROCS Hwai-Yang(FFG-937,EX- USS Barbey, FF-1088)
On August 4, 1995 Knox class(Chih-Yang Class in Taiwan )guided-missile frigate ROCS Hai-Yang (FFG-936 ,EX-USS Cook ,FF-1083) was recommissioned at Naval Base Suao, Captain Hsin-Ching Chen in command.
本艦的前身是美國海軍諾克斯(KNOX)級飛彈巡防艦"庫克"號 ( USS-COOK,FF-1083)，由美國紐奧良(New Orleans)亞文戴爾造船廠(Avondale Shipyard)建造，於1971年12月18日正式服役，1992年4月30日除役，並於中華民國83年(1994年)6月21日自美海軍轉交我國，命名為海陽(HAI-YANG)軍艦，舷號FFG-936，隸屬於海軍168艦隊(Flotilla168)由首任艦長陳信慶上校率領接艦官兵前往美國執行接艦任務。
本艦於民國83年(1994年)7月6日由美國西雅圖(Seattle)拖抵長堤(Long Beach)基地，同年9月12日開始啟封大修，民國84年(1995年)3月12日順利完成點爐，4月17日實施輪機系統海試，5月8日實施為期4週之單艦航行(I.S.E.)訓練，5月30日參加美海軍水面艦訓練群(A.T.G.) 複訓(T.S.T.A.),在全艦官兵精誠團結與協調合作協力之下，於3週內(提前1週結訓)即完成各項驗收，獲得美國海軍A. T. G. 教官一致嘉評。
中華民國84年(1995年)7月1日，隨同FFG935濟陽級蘭陽軍艦、FFG937濟陽級淮陽軍艦自美國加州長堤(Long Beach,California)基地出發，並經夏威夷(Hawaii)，關島(Guam)整補，於7月26日順利返抵國門，總計航行共計7125浬，圓滿達成接艦返國任務，對提升海軍反潛戰力有莫大助益，中華民國84年(1995年)8月4日於蘇澳港中正基地(Naval Base of Suao)舉行聯合成軍典禮(The Joint Commissioning Ceremony)，正式加入海軍戰鬥序列。
以下是前海軍總司令顧崇廉上將(Admiral Chon-Lian Gu, the former Commander-In-Chief of the Republic of China(Taiwan) Navy)，於中華民國84年(1995年)8月4日，在蘇澳海軍基地(Naval Base of Suao)主持蘭陽、海陽暨淮陽軍艦成軍典禮時，所發表的致詞文：
Admiral Gu delivered the following speech when he presided over the Joint Commissioning Ceremony on August 4th,1995.
(顧上將演講詞的第一段)
"各位長官,親愛的蘭陽鄉親父老:
蘭陽地區擁有美麗的山川、海岸、平原，物產豐富、民風淳樸、熱忱；由於靠海，老百姓富有冒險犯難的精神，這些特色都融合在這地區每一位鄉親快樂而自信的臉上，也反映在大家對鄉土耕耘與建設上，才造就今日蘭陽平原的盛名。今天海軍選擇以「蘭陽」為我們新式二代艦旗艦命名，並且到這裏來舉行成軍典禮，就是希望發揚先民渡海耕耘蘭陽平原堅苦卓絕的精神，並成為我們海軍開創新時代的精神。
"Ladies and gentlemen, dear Lan-Yang folks :
The Lan-Yang Plain has beautiful mountains, rivers, coasts, and plains, rich in products, and simple and enthusiastic folk customs; due to the proximity to the sea, the people are full of adventurous spirits, and these characteristics are integrated into the happy and confident faces of every villager in this area, and also It is reflected in everyone's cultivation and construction of the local land that has created the reputation of today's Lanyang Plain. Today, the navy chose to name our new generation flagship after "Lan-Yang" and we come here to hold the Joint Commissioning Ceremony, hoping to carry forward the spirit of the ancestors who crossed the sea and cultivated the Lanyang Plain and became the spirit of our navy to open up a new era." Admiral Gu said in the ceremony speech.

去年六月，海軍在美國接收了三艘飛彈巡防艦，其中一艘為美國海軍現役艦，她的性能優異狀況良好，為了表達海軍對鄉土的熱愛，各位父老對海軍支持與愛護，我們特別呈請國防部核准將該艦命名為蘭陽號，這項建議隨即獲得國防部大力支持。今天蘭陽號和另外兩艘海陽號、淮陽號完成一年多的在美整備、補給訓練任務後，橫渡大洋駛返國內，呈現在大家面前，向各位同胞及嘉賓們致敬。
"Last June, the Navy received three guided-missile frigates in the United States, one of them which is an active-duty ship of the U.S. Navy. She has excellent performance and is in good condition. In order to express the Navy's love for the country, and fellow villagers' support and love for the Navy, We specifically suggested the Ministry of National Defense for approval to name this ship Lan-Yang, which was immediately supported by the Ministry of Defense. Today, the Lan-Yang and two other ships, Hai-Yang and Hwai-Yang, crossing the ocean and sailing back to our country after completing more than a year of training and resupply in the United States."Admiral Gu said in the ceremony speech.

三艦的官兵中有很多是從新兵訓練中心結訓後立即派赴美國接艦，從一個完全沒上過船、沒出過國的孩子，到必須在美軍訓練基地和美國海軍官兵一起接受以英文講授的課程，在英語口令下操練各項基本和專業性的科目，然後隨艦從德州經由大西洋、巴拿馬運河進入太平洋駛往加州，之後又在洛杉磯和聖地牙哥港之間來回穿梭訓練，這一切歷程對他們來講是一項挑戰，對她們的父母、親友和長官而言，未嘗不是一個又驚又喜又憂又盼的心路歷程。這一年多來崇廉無時無刻不在關切，尤其在三條船回航途中，我除了關切官兵的行程進度之外，也隨時注意天候的變化，期盼他們一路平安，如今各位官兵弟兄圓滿的駕艦回來，看到你們在經過嚴格訓練後充滿著自信、高昂的士氣、壯盛的軍容，我為你們的成就感到驕傲，也願和你們一同分享這份成就與喜悅。
"Many officers and sailors of these three frigates were sent to the United States to take over the ship immediately after training at the recruit training center in Taiwan. From a child who had never been on a ship or abroad, to a child who had to be accepted at the U.S. military training base with the U.S. Navy officers and soldiers. English-taught courses, practice various basic and professional subjects under English passwords, and then accompany their ships from Texas through the Atlantic Ocean and the Panama Canal to the Pacific Ocean to California, and then back and forth between Los Angeles and San Diego for training. All these journeys are a challenge for them, and for their parents, relatives, friends, and superiors, it is a mental journey of surprises, joys, worries and anticipation. Over the past year,I have been concerned all the time, especially when these three frigates were on their voyage home. In addition to the itinerary progress of the officers and sailors who served aboard these three frigates, I also paid attention to the changes in the weather of the Pacific Ocean at any time. I hope they have a safe voyage. When I see that you are full of self-confidence, high morale, and magnificent military appearance after rigorous training, I am proud of your achievements, and I would like to share this achievement and joy with you."Admiral Gu said in the ceremony speech.

另外，我要向各位鄉親報告，海軍很珍惜納稅人每一分、每一塊錢的預算，因為這些都是各位辛苦工作繳納給政府的錢，也是你們的愛心和期望，三艦官兵為了節約預算，每日除了接受繁重的訓練課程外，還承接著艦上部分自修工程以節約修費，這三艘艦在整修品質上比前三艦更好，在戰力上比前三艦更強，這三艘艦有優異的反潛功能，同時也是第一批配備與美海軍同等級魚叉飛彈的軍艦，她們具備良好的反水面作戰能力，此外她的反飛彈方陣快砲也是最新改良型武器。但我們的預算並沒有增加，這項作為在美方以年百分之六的通貨膨脹率計算時，認為是不可能之事，但我們做到了，這一切的努力只是一個開端，往後我們將更加努力捍衛海疆，確保對外航運的暢通，以報答各位同胞對海軍的愛護與支持，我誠摯的希望各位鄉親能對待蘭陽艦以及海軍其他艦艇像自己的子弟般愛護與指導，海軍也以蘭陽為榮，永遠與各位鄉親在一起，共同為「經營大台灣，建設新中原」的理念打拼、奮鬥!

“Moreover, I have glorious news for you folks that the Navy cherishes every cent and dollar of the taxpayers' budget, because these are the money you paid to the government for your hard work, and it is also your love and expectation. In order to save the budget, the offices and sailors who served aboard these three frigates not only received heavy training courses every day but also undertook part of the self-repair project on the ships to save the repair cost. These three Chih-Yang class(Knox Class)frigates are better than the first three Chih-Yang class(Knox Class)frigates in terms of repair quality and they are more powerful than the first three Chih-Yang class(Knox Class)frigates which were commissioned in 1993. These three frigates have excellent anti-submarine functions, and they are also the first batch of warships equipped with anti-ship Harpoon missiles of the same level as the US Navy. They have good anti-surface combat capabilities. In addition, her anti-missile Phalanx Close-In Weapon System is also the latest improvement type of weapon. But our budget did not increase, which was considered impossible when the U.S. Navy calculated the annual inflation rate of 6 percent, but we did it. All these efforts are just the beginning. In the future, we will work harder to defend the waters and territory and ensure a continued smooth flow of international shipping across and through the Taiwan Strait, in order to repay the love and support of our compatriots to the Navy.
