台中市第八區兒童發展社區資源中心秉持著「早期發現、早期治療」的概念，透過社區宣導提供嬰幼兒發展的訊息給家長，確保家長能掌握嬰幼兒0-6歲發展狀況及0-3歲黃金療育期，以協助遲緩兒童能及早接受療育；另透過通報中心轉介給兒童發展社區資源中心，提供近便性服務給遲緩兒及家庭，讓社政體系能掌握早期療育服務人口群的特質與需求。
