📌 : On 1 September, the EU Investment Forum, held alongside SEMICON Taiwan under the theme “New Opportunities in EU-Taiwan AI and Semiconductor Cooperation,” will bring together government, industry, and research leaders to explore investment opportunities, trusted supply chains, and future cooperation in semiconductors, AI, and emerging technologies.

🚀 From space tech to refreshing cold brews 🍻 — has it all! 🌻

We had a great day exploring Pingtung this week! Magistrate Chou Chun-mi introduced us to the county's dynamic industries, innovative spirit, and exciting potential, while brainstorming opportunities to deepen cooperation between the EU and Pingtung.

We came away impressed by Pingtung's remarkable potential. Building on its traditional strengths, the county is embracing innovation, sustainability, and emerging industries, including a rapidly growing space industry cluster.

The Pingtung Technology Industrial Park, Heineken Taiwan Brewery, and the Pingtung Agricultural Biotechnology Park showcased Pingtung's strengths in advanced manufacturing, international investment, and agricultural biotechnology.

A huge thank you to Magistrate Chou, the Pingtung County Government, Heineken Taiwan, and everyone who welcomed us with amazing hospitality, delicious tropical fruits, and the refreshing beer 🍻. We’ll be back for more!

🇪🇺 歐洲經貿辦事處首次正式訪問嘉義市！

處長谷力哲（Lutz Güllner）與 勇媽阿惠 - 黃敏惠市長會面。黃市長擔任嘉義市長近 17 年，對地方發展脈絡有著極為深厚的理解。會中，她親自向谷處長介紹嘉義市的歷史變遷，分享這座城市如何從昔日的糖業、木業與鐵路重鎮，轉型為今日雲嘉南地區的教育、藝術與文化中心。

此外，黃市長也分享了近期赴歐訪問的經驗，特別針對永續發展與環保治理領域交流心得。

綠色轉型是雙方的共同目標，我們期待未來在此基礎上展開實質合作，攜手促進永續發展。

🇪🇺EETO’s first official visit to Chiayi City!

Head of Office Lutz Güllner met with Mayor Huang Min-hui. Having served as Mayor of Chiayi City for nearly 17 years, Mayor Huang possesses a profound understanding of the city's local development. During the meeting, she personally introduced the historical transformation of Chiayi City, sharing how it transitioned from a former hub of sugar, timber, and railways into the educational, artistic, and cultural center of the region today.

In addition, Mayor Huang shared insights from her recent visit to Europe, focusing particularly on exchanges regarding sustainable development and environmental governance.

Green transition is a shared goal for both sides. We look forward to pursuing concrete cooperation on this basis in the future and working together to promote sustainable development.

歐洲經貿辦事處處長谷力哲（Lutz Güllner）昨日拜會 #嘉義縣 縣長翁章梁 Weng Chang-Liang，並參訪亞洲無人機 AI 創新應用研發中心。雙方均認為，建立安全且具韌性的供應鏈，有助於進一步強化歐盟與台灣之間的合作。

我們也感謝陳冠廷 Kuan-Ting Chen委員的熱情接待，帶我們走訪太保和民雄在地咖啡館，體驗嘉義豐富多元的農產品與地方特色。

此次參訪我們看到了嘉義在科技、創新與農業領域的多元優勢，也讓我們深入了解這個區域的發展成果與未來潛力。

Lutz Güllner, Head of the European Economic and Trade Office ( ), met with County Commissioner Weng Chang-liang during a visit to the Asia UAV AI Innovation Application R&D Centre. Both sides agreed that building secure and resilient supply chains offers strong potential for further strengthening EU-Taiwan cooperation.

We are also grateful to Legislator Chen Kuan-ting for hosting us at local cafés in Taibao City and Minxioung Township, where we experienced the richness and diversity of Chiayi's agricultural products and local specialties.

The visit highlighted Chiayi's diverse strengths in technology, innovation, and agriculture, and offered valuable insights into the region's development and potential.

A heartfelt thank you to Commissioner Weng, the Chiayi County Government, and our new friends in Chiayi for the warm hospitality — and for the wonderful milk pineapples 🍍and other delicious agricultural products from Chiayi!

南海：歐盟外交與安全政策高級代表就菲律賓與中國仲裁裁決十週年代表歐盟發表聲明

7月12日是根據《聯合國海洋法公約》（UNCLOS）附件七所設仲裁庭，就南海爭議作出仲裁裁決（「2016年仲裁裁決」）滿十週年。

2016年仲裁裁決是由依據《聯合國海洋法公約》設立、獨立且公正的仲裁庭所作出，對本案當事方具有終局性及法律拘束力。作為以和平方式解決爭端的重要里程碑，此項裁決應受到尊重，並由相關當事方全面落實。

歐盟重申其對《聯合國海洋法公約》的堅定承諾。《公約》反映並編纂了國際習慣法，並建立了全球普遍且統一的法律框架，所有海洋與海域活動均應依循此一框架進行。歐盟強調，維護《公約》所規定的各項自由、權利與義務具有關鍵重要性，尤其是航行自由、飛越自由以及包括過境通行權在內的各項權利，這些都是維護區域穩定、全球安全，以及確保海上航道安全、自由與開放不可或缺的基礎。

歐盟重申對東協與中國持續推動制定《南海行為準則》的支持，期盼最終達成一項有效、具實質內容且具有法律拘束力，並符合《聯合國海洋法公約》的《南海行為準則》。所有緊張情勢與爭端都應透過對話及和平方式解決，並依循以《聯合國憲章》及《聯合國海洋法公約》為核心的國際法。

歐盟對南海緊張情勢持續升高及危險事件不斷增加深感憂慮，並堅決反對任何可能損害區域穩定，以及破壞以國際法與法治為基礎之國際秩序的單方面行動。歐盟將持續堅定致力於維護印太地區及其他海域安全、自由與開放的海上航道。

South China Sea: Statement by the High Representative on behalf of the EU on the tenth anniversary of the Arbitral Award between the Philippines and China

12 July marks the tenth anniversary of the award issued by the Arbitral Tribunal constituted under Annex VII to the United Nations Convention on the Law of the Sea (UNCLOS) concerning the South China Sea (‘the 2016 Arbitral Award’).

The 2016 Arbitral Award, adopted by the independent and impartial arbitral tribunal in accordance with UNCLOS, is final and legally binding upon the parties to the proceedings. As a landmark decision in the peaceful settlement of disputes, it must be respected and fully implemented by the parties involved.

The EU reaffirms its unwavering commitment to UNCLOS, which reflects and codifies customary international law and sets out the universal and unified legal framework within which all activities in the oceans and seas must be carried out. The EU underlines the critical importance of upholding the freedoms, rights and duties set out in UNCLOS, in particular the freedom of navigation and overflight, including the right of transit passage, as essential to regional stability, global security, and the maintenance of safe, free and open sea routes.

The EU reiterates its support to ongoing efforts by ASEAN and China to conclude an effective, substantive and legally binding Code of Conduct in the South China Sea, that would be in line with UNCLOS. All tensions and disputes must be resolved through dialogue and peaceful means, in accordance with international law, with the Charter of the United Nations and UNCLOS at its core.

The EU is deeply concerned by the steady increase of tensions and dangerous incidents in the South China Sea and firmly opposes any unilateral actions that threaten to undermine regional stability and the international order based on international law and the rule of law, and remains steadfast in its commitment to safe, free and open maritime routes in the Indo-Pacific and beyond.

歐洲議會近日通過一份有關東亞地緣政治情勢變化的報告，強調歐盟有必要加強與印太地區理念相近夥伴的合作，其中包括 #台灣。

🇪🇺呼籲建立一套具制度化且全面的歐盟-台灣合作架構，並在現有機制（如歐盟台灣貿易投資對話）的基礎上進一步推動合作。該架構應以經貿合作為核心，聚焦於半導體、人工智慧等關鍵技術、供應鏈韌性、資安、打擊假訊息、海洋安全、公共衛生、民防、安全連結，以及民主、社會與能源韌性和防災整備等領域

歐洲議會議員也強調，任何威權政權企圖影響歐盟與臺灣關係的作為均不可接受，並重申維護台海和平與穩定的重要性，反對任何透過脅迫手段單方面改變台海現狀的行徑。

The European Parliament recently adopted a report on the changing geopolitical situation in East Asia, highlighting the need for closer cooperation with like-minded partners in the region, including .

🇪🇺 underline that Taiwan is a key democratic partner for the EU in the Indo-Pacific region
🇪🇺 recognise the importance of Taiwan in securing global supply chains, especially in the high-tech sector
🇪🇺 urge for closer cooperation with Taiwan in order to further boost economic, trade and investment ties
🇪🇺 call for an structured and comprehensive EU-Taiwan cooperation framework, building on existing mechanisms such as the Trade and Investment Dialogue, with a strong economic and trade component, focused on critical technologies such as semiconductors and artificial intelligence, supply-chain resilience, cybersecurity, disinformation countermeasures, maritime security, public health, civil protection and secure connectivity, as well as democratic, social and energy resilience and disaster preparedness

They also emphasise that any attempt by authoritarian regimes to influence EU-Taiwan relations is not acceptable and reaffirm the importance of peace and stability across the Taiwan Strait by rejecting any coercive unilateral change of the status quo.

俄羅斯的攻勢已經停滯。其在五月的進展速度創下三年來的新低。

然而，俄羅斯對烏克蘭城市的轟炸並未停歇。今年五月，至少有 274 名平民喪生、1,763 人受傷，創下2022年 4 月以來的最高傷亡人數，且與2025年 5 月相比大幅增加了 93%。多數襲擊都集中在基輔和第聶伯羅等遠離前線的城市中心。

Russia's advance has stalled. In May, it was at its slowest in three years.

What has not stalled is Russia's bombardment of Ukrainian cities. In May 2026, at least 274 civilians were killed and 1,763 injured, the highest toll since April 2022 and a 93% increase compared with May 2025. Most attacks hit urban centres such as Kyiv and Dnipro, far from the front line.

Russia is not winning the war. Out of frustration, it is escalating its attacks on Ukrainian civilians.
