Changhua District Prosecutors Office has investigated a case in which Ms Nguyen, under the guise of a ‘Buddhist master from Xi’an’, used the internet to abduct three Vietnamese mothers to bring their four minor children to Taiwan, thereby removing these four minors from the parental supervision of their biological fathers, and assigning them to perform unpaid labour for Ms Nguyen whilst in Taiwan. Following the filing of an indictment by Prosecutor of this Office ( (115-Cheng-Tzu-Ti- -18922 and 18923 and 19134), and a summary of the indictment in English is provided below:
1. Ms Nguyen was born in Vietnam and married a Taiwanese national, Hsieh ○, in 2004. After renouncing her Vietnamese nationality and acquiring Taiwanese nationality in 2008, she divorced Hsieh ○ in January 2010 and subsequently registered her marriage to Hsu ○ in September 2019. Apart from carrying out agricultural work such as cultivating pears and chillies on farmland in Zhuolan Township, Miaoli County, Ms Nguyen and Mr Xu, as a married couple, have long presented themselves to the outside world via online platforms such as Facebook and TikTok under the title ‘Xi’an Buddhist Master’. In addition to claiming to be the reincarnation of deities and Buddhas, they frequently disseminated statements to the public alleging that the world was on the brink of destruction due to large-scale wars or natural disasters. To attract more followers, they also run a restaurant in Tianwei Township, Changhua County, as a base of operations, whilst utilising a diner in Gongliao District, New Taipei City, run by their accomplice, Ms Weng, as another base. In July 2023, Ms Ruan frequently travelled between Taiwan and Vietnam to ‘preach’, spreading false claims that she could cure people’s illnesses through religious powers. Subsequently, as Ms Nguyen’s aforementioned teachings clearly constituted religious fraud and misrepresentation, she was barred from entering Vietnam by the Vietnamese government on 13 July 2023; nevertheless, she continues to have followers both in Vietnam and in Taiwan.
2. Observing that the agricultural and catering sectors in which they were engaged required labour, Ms Nguyen, from some point in February 2026, began to utilise her religious influence to disseminate false claims amongst her followers, such as: ‘Engaging in labour as instructed by the Master is a good deed, and one will attain salvation when the world is destroyed in the future’; combined with the aforementioned claims that the world was about to end, to deceive followers into coming to Taiwan to perform labour for her under the pretext of ‘spiritual practice’, thereby providing her with unpaid labour; indeed, three Vietnamese mothers believed her claims and brought their minor children with them (one mother brought two children, resulting in a total of four minor victims in this case), thereby removing them from the parental supervision of their biological fathers, Upon receiving the three followers, Ms Nguyen immediately began obstructing and restricting contact between their minor children and their biological fathers by withholding their identity documents, and subsequently assigned these four minors to perform unpaid labour for Ms Nguyen and her accomplice, Ms Weng, at the aforementioned farm, restaurant and eatery; Subsequently, the biological father of the juvenile victims travelled to Taiwan and reported the matter to the Taichung City Brigade of the Central Taiwan Administration Corp. of the National Immigration Agency under the Ministry of the Interior, as well as the Yuanlin Precinct Changhua County Police Department, requesting assistance in locating the aforementioned juvenile victims. Following the convening of a task force by the prosecutor of Changhua District Prosecutors Office to conduct joint interviews and execute searches, the four juvenile victims were rescued in May 2026, and an application for Ms Nguyen’s detention on remand was granted by the court.
3. On 9 September 2026, the prosecutor concluded the investigation and brought charges against Ms Nguyen under Article 240(2) of the Criminal Code for abducting a married person to leave their family, Article 241(3) of the Criminal Code for quasi-abduction, and Article 31(2) of the Human Trafficking Prevention Act for exploiting another person’s inability to seek help, and withholding essential identity documents to compel a person to engage in work for which the remuneration is manifestly disproportionate.
