Tanzania Election Monitoring Committee - TEMCO TEMCO is a citizen-based, non-partisan, impartial and autonomous domestic election observation group.

TEMCO is comprised of 162 member organizations, including civil society, faith based, trade union, academic and business groups. TEMCO objectively evaluates elections to determine the extent to which they are peaceful, credible, free, and fair. TEMCO’s methodology builds on the scientific approach that political scientists at the University of Dar es Salaam have used since 1965 when studying elect

ions. TEMCO has monitored general elections, by-elections and referenda since 1995 when the United Republic of Tanzania reverted to a multiparty political system. The major thrust of TEMCO is to build voter confidence and participation, as well as to facilitate oversight of electoral processes. The values that govern the behavior and conduct of TEMCO observers include: impartiality, integrity, objectivity, credibility, transparency, professionalism, legality, and accountability.

On 3rd November 2020, REDET organized a press conference in which the Chairperson and Head of the Election Observation Mission, Prof. Rwekaza Mukandala, briefed the media on the findings of REDET’s observation on the 2020 General Elections. In this well-attended press conference held at the Council Chamber of the University of Dar es Salaam, Prof. Mukandala pointed out that REDET had issued a “Qualified Free and Fair Certificate” to the 2020 General Elections in Tanzania. This conclusion was reached after a rigorous analysis of the observed pre-election, Election Day, and post-election processes to provide an informed, candid and objective verdict on the overall Tanzania 2020 general election.

REDET Interim Statement on the 2020 General Elections in Tanzania, 3rd November 2020

This is an interim statement on the observation of the Research and Education for Democracy in Tanzania (REDET) for the 2020 Tanzania General Elections undertaken by the National Electoral Commission (NEC). Article 74 (6) of the 1977 Constitution of the United Republic of Tanzania has entrusted NEC with the responsibility of managing the electoral process in the country. In 2020 NEC implemented this task for the sixth time after Tanzania reverted to political pluralism which culminated into a multiparty political system. Within the constitutional and legal architecture of Tanzania, the entire electoral process included the delineation of electoral boundaries, updating of the Permanent National Voters’ Register (PNVR), nomination of candidates, election campaigns, voting, vote counting and declaration of results and provision of voter education.

The report is divided into five main parts starting with this introduction. Approach and Methodology form the second part of the report. The third part sets the context by discussing the legal, political and regulatory electoral environments. The fourth part provides the assessment of the electoral processes and the last part is conclusion.
