The OSCE implements projects to help Ukraine address immediate risks and threats posed by war and support Ukrainian institutions and civil society organizations in developing Ukraine’s long-term democratic and social resilience. Those efforts include assistance in strengthening rule of law and protection of human rights; creating better conditions for gender equality; combating cybercrime and trafficking in human beings; promoting dialogue for policy making and conflict prevention; fostering good journalism and media freedom; enhancing chemical security framework and environmental protection against war hazards; creating a system for support and rehabilitation of the war-affected population and other areas of work.

(ENG⬇️⬇️⬇️) Запрошуємо суддів Верховного Суду, судів загальної юрисдикції, спеціалізованих судів, Вищого антикорупційного суду подавати заявки на участь у семінарі «Справедливість, закон і суспільство», який відбудеться 2 - 6 грудня 2026 року на Закарпатті.
Захід покликаний створити платформу для відкритого діалогу представників судової влади щодо забезпечення справедливості, доброчесності та стійкості в умовах нинішньої війни. Під час семінару учасники досліджуватимуть природу справедливості, етичні дилеми, що постають перед суддями, а також стратегії забезпечення незалежності суддів відповідно до міжнародних принципів і стандартів.

Judges of the Supreme Court, courts of general jurisdiction, specialized courts, and the High Anti-Corruption Court are invited to apply for participation in “Justice, Law and Society” Seminar to take place on 2 - 6 December 2026 in Zakarpatska Oblast, Ukraine.
The event is designed to create a platform for an open dialogue among representatives of the judiciary on ensuring justice, integrity and resilience in the current war. During the seminar, participants will explore the nature of justice, ethical dilemmas facing judges, as well as strategies for ensuring judicial independence in accordance with international principles and standards.

🤝 Для посилення безпеки державного кордону 🇺🇦 та протидії незаконному обігу вогнепальної зброї ОБСЄ передала Державній прикордонній службі України (ДПСУ) серверне обладнання.
Нове обладнання посилить цифрову інфраструктуру, що забезпечує роботу підрозділів кримінального аналізу ДПСУ, та дозволить ефективніше й надійніше обробляти, зберігати й обмінюватися інформацією. Це сприятиме зміцненню спроможності Служби виявляти зв’язки між злочинними мережами, встановлювати закономірності та ефективніше реагувати на незаконний обіг вогнепальної зброї й інші прояви організованої транскордонної злочинності.
Нове серверне обладнання доповнює попередню підтримку ОБСЄ ДПСУ, яка включала надання спеціалізованого аналітичного програмного забезпечення та проведення відповідного навчання. Це дозволить фахівцям ефективніше використовувати наявні інструменти та масштабувати їх застосування.
Закупівля та передача обладнання були здійснені в межах позабюджетного проєкту ОБСЄ «Підтримка зміцнення потенціалу державних органів влади України у запобіганні та протидії незаконному обігу зброї, боєприпасів та вибухових речовин в усіх його проявах», який фінансується Європейським Союзом, Фінляндією, Францією, Німеччиною та Польщею.

🤝 To strengthen 🇺🇦 border security and counter illicit trafficking in fi****ms, the OSCE has provided the State Border Guard Service of Ukraine (SBGS) with server equipment.
The equipment will strengthen the digital infrastructure supporting SBGS criminal analysis units, enabling them to process, store and exchange information more efficiently and reliably. This will enhance the Service’s capacity to identify links, detect patterns and respond more effectively to illicit trafficking in fi****ms and other forms of organized cross-border crime.
The new server infrastructure builds on the OSCE’s earlier support to the SBGS through the provision of specialized analytical software and related training, enabling specialists to make more effective use of these tools at greater scale.
The procurement and donation of the equipment were carried out under the OSCE extra-budgetary project "In support of strengthening the capacities of Ukrainian authorities in preventing and combating illicit trafficking of weapons, ammunition and explosives in all its aspects" funded by the European Union in Ukraine, Finland (Ulkoministeriö - utrikesministeriet), French Ministry for Europe and Foreign Affairs, Germany (Auswärtiges Amt), and Poland.

(ENG⬇️⬇️⬇️) Гуманітарне розмінування — це не лише очищення територій від вибухонебезпечних предметів. З огляду на масштаби та комплексний характер забруднення, спричиненого нинішньою війною проти України, також надзвичайно важливо враховувати потенційний вплив операцій з розмінування на довкілля.

Врахування цих аспектів під час контролю якості протимінної діяльності було у фокусі третього етапу спеціалізованого навчального курсу для українських фахівців у галузі протимінної діяльності та екологічної безпеки.

Тридцять фахівців (27 чоловіків та 3 жінки) завершили цей етап навчання, поглибивши свої знання та практичні навички щодо екологічного менеджменту під час гуманітарного розмінування. Особливу увагу було приділено роботі груп з контролю якості розмінування та практичним підходам до врахування екологічних аспектів у процесі контролю якості та нагляду за протимінними операціями.

Цей тренінг ґрунтується на попередніх етапах, що охоплювали оцінку та аудит впливу на довкілля, а також управління екологічними аспектами в рамках гуманітарних заходів з розмінування. Отримані знання та досвід сприятимуть подальшому розвитку національних стандартів та процедур для екологічно відповідальних заходів з розмінування.

Навчання було спільно організоване Програмою підтримки ОБСЄ для України, Головним управлінням протимінної діяльності, цивільного захисту та екологічної безпеки Міністерства оборони України та Державною науковою установою «Інститут відновлення та розвитку України».

Humanitarian demining is not only about removing explosive hazards. Given the scale and complexity of contamination resulting from the ongoing war against Ukraine, it is also essential to consider the potential environmental impacts of demining operations.

Integrating these considerations into mine action quality control was a particular focus of the third stage of a specialized training course for Ukrainian mine action and environmental safety professionals.

Thirty specialists (27 men and 3 women) completed this stage of the training, strengthening their knowledge and practical skills in environmental management during humanitarian demining. Particular attention was given to the work of mine action quality control teams and practical approaches for integrating environmental considerations into the quality control and oversight of demining operations.

The training builds on previous stages covering environmental impact assessment and auditing, as well as environmental management in humanitarian mine action. The knowledge and experience gained will support the further development of national standards and procedures for environmentally responsible mine action.

The training was jointly organized by the OSCE Support Programme for Ukraine, the Main Directorate for Mine Action, Civil Protection and Environmental Safety of the Ministry of Defence of Ukraine, and the State Scientific Institute “Institute of Environmental Restoration and Development of Ukraine”.

(ENG⬇️⬇️⬇️) Стрес, втрати, розлука з близькими та постійна небезпека посилюють напругу в родинах, тож під час війни проблематика домашнього насильства набуває особливої важливості.
Лише за перші 2026 року Національна поліція України отримала понад 44 тисячі заяв і повідомлень про домашнє насильство – і це, за оцінками правоохоронців, лише частина реальної картини, адже багато постраждалих не наважуються звертатися по допомогу. Якісна підготовка тих, хто першими реагують на такі виклики, допоможе і підсилити довіру та готовність постраждалих звертатися до поліції по допомогу, і сприятиме ефективному подоланню проблеми насилля вдома.
10–13 серпня відбулася літня школа з протидії домашньому насильству як спільна ініціатива Програми підтримки ОБСЄ для України, Міністерства внутрішніх справ України та Національної поліції України. У ній взяли участь 24 курсанти закладів вищої освіти МВС України, що готують поліцейських (50% жінок, 50% чоловіків).
Основною метою літньої школи було дати майбутнім поліцейським практичні інструменти для ефективного реагування. Тож протягом чотирьох днів інтенсивного навчання учасники мали змогу засвоїти багато важливих тем, а саме:
📌форми та поширеність домашнього насильства в Україні та світі;
📌міжнародні стандарти, національне законодавство та практику ЄСПЛ;
📌психологічні особливості постраждалих осіб та кривдників;
📌алгоритм дій поліцейських: оцінка ризиків, винесення термінового заборонного припису.
Особливу увагу було приділено практичному відпрацюванню комунікації поліцейських з постраждалими та кривдниками, а також профілактиці професійного вигорання правоохоронців.

Stress, bereavement, separation from loved ones, and being in permanent danger place additional strain on families. As a result, the problem of domestic violence becomes particularly acute during wartime.
In the first months of 2026 alone, the National Police of Ukraine received more than 44,000 reports related to domestic violence. According to law enforcement estimates, this represents only part of the real picture, as many victims still do not dare to seek help. High-quality training for those who are the first to respond to such incidents can help strengthen trust and increase victims’ willingness to turn to the police for assistance, while also contributing to a more effective response to and prevention of domestic violence.
The Summer School on combatting domestic violence was held on the 10-13 August as a joint initiative of the OSCE Support Programme for Ukraine, the Ministry of Internal Affairs of Ukraine, and the National Police of Ukraine. The event brought together 24 cadets from higher education institutions of the Ministry of Internal Affairs that train future police officers, with equal participation of women and men (50% women and 50% men).
The main objective of the Summer School was to provide future police officers with practical tools for effective response to domestic violence cases. Over four days of intensive training, participants had the opportunity to explore a range of important topics, including:
📌forms and prevalence of domestic violence in Ukraine and worldwide;
📌international standards, national legislation, and the case law of the European Court of Human Rights;
📌psychological characteristics of victims and perpetrators;
📌the police response algorithm, including risk assessment and the issuance of emergency restrictive orders.
Particular attention was given to practical exercises on communication between police officers and victims and perpetrators, as well as to preventing professional burnout among law enforcement personnel.

Representatives of media community of Ukraine: managers, journalists, owners, editors, media experts, teachers of journalism disciplines, media lawyers are invited to apply for participation in November seminar organized by Aspen Institute-Kyiv and the OSCE Support Program for Ukraine.
