ORTARChI RESEARCH CHAIRS ANNOUNCED

Professor Noble Banadda has been selected to lead the inaugural O.R. Tambo Africa Research Chairs Initiative(ORTARChI) at Makerere University. Valued at $15 million, (ORTARChI) is a Five-year programme to be implemented by 10 institutions in seven African Countries to conduct research and support high-end skills development on a diverse range of topics including climate, public health, entrepreneurship, and youth employment.
Professor Banadda is the Head of Agricultural and Biosystems Engineering at Makerere University.

The O.R. Tambo Africa Research Chairs Initiative is an initiative of South Africa’s National Research Foundation (NRF) and the Department of Science and Innovation (DSI), in partnership with the Oliver & Adelaide Tambo Foundation (OATF), Canada’s International Development Research Centre (IDRC), and seven councils of the Science Granting Councils Initiative in Sub-Saharan Africa (SGCI) to which UNCST belongs.

As we continue to grow our digital footprint, UNCST has supported all the 23 accredited Research Ethics Committees (RECs) with ICT equipment to ease migration to the e-system. This was during the 31st Forum for Research Ethics Committees Chairpersons in Uganda (FRECU) meeting in Kampala. The National Research Information Management System (NRIMS) facilitates the efficient review of research and is a one-stop center for researchers to interface with the national regulatory agencies: Uganda National Council for Science and Technology, National Drug Authority, and Uganda National Health Research Organisation.

The Uganda National Council for Science and Technology on 27th March 2020, temporarily halted all research activities involving study participants until proper standard operating procedures (SOPs) were established. *Research on COVID-19 in Uganda*

Research in Uganda is first approved by a Research Ethics Committee (REC) or an Institutional Research Board (IRB). Ethical clearance of the study (behavioural/observational/clinical trial) is then given. These RECs/IRBs are accredited by the Uganda National Council for Science and Technology (UNCST), a Government agency under the Ministry of Science, Technology and Innovation. Once approval is obtained, national research registration and clearance is obtained from the UNCST. In case of a Clinical Trial Application (CTA) the researcher is required to seek the approval of the National Drug Authority (NDA) an agency under the Ministry of Health.

Clinical Trials Applications (CTAs) in relation to COVID-19 to be conducted in the country, shall be reviewed through a Joint Scientific and Ethical Review mechanism. Under this mehanism, a CTA will be reviewed jointly by the National Regulatory Agencies (UNCST, UNHRO and NDA), Research Ethics Committee and experts in a given field.

As of 15/04/2020 no CTA relating to COVID-19 has been approved.

For any further information on the submission of a CTA please don't hesitate to contact the UNCST.

We encourage researchers to use our online platform https://research.uncst.go.ug/ to submit the necessary documents for approval.

UNCST remains fully committed to facilitating all research activities in Uganda.

We are at Busitema University conducting a three-day capacity building training for Research Ethics Committee (REC) administrators and institutional ICT specialists on how to use the National Research Information Management System (NRIMS) a programme under the Scaling Up of Capacity of Research Ethics Committees in Uganda (SCRECU) project. NRIMS which is yet to be rolled out aims to promote efficiency in the research management process.

The training was Officially opened by the UNCST Executive Secretary Dr. Peter Ndemere and the project Principal Investigator Dr. Maxwell Otim-Onapa, while Prof. Samson Rwahwire the Director Graduate Studies, Research and Innovation at Busitema University represented the Vice Chancellor.
