Overhead view of part of the Kampala Industrial and Business Park (KIBP), Namanve. To date, there are 62 operational projects, employing 14,674+ people. A further 122 projects are under construction, and 135 are at the pre-start level. On completion, it will create 100,000 jobs. As part of the Industrialisation for Jobs policy, The government has so far put up Nine (9) industrial parks and plans a further 25 industrial parks and four regional science and technology industrial parks. To encourage industrialization, Uganda has an extremely competitive off-peak Industrial Tariff at 168/= per kWh, which makes us a cost-effective manufacturing hub in the region. Under the NDP III, the government further plans to reduce this US 5 cents for residential, industrial, and commercial consumers, by 2024/25.

Civil Works on the 6.6 MW Nyagak III Small Hydropower Project (SHPP), on the Nyagak River in Paidha Sub-county, Zombo District. This project is being developed as a Public-Private Partnership by the Special Purpose Vehicle (SPV) formed between UEGCL and a consortium, consisting of Hydromax Limited and Dott Services Ltd. As of November 2020, progress was at 19.6% and completion is scheduled for 2022. To cater for future growth in demand, there are various large dam projects in the pipeline, including Ayago(840MW), Kiba(330MW) and Oriang(392MW).

Ongoing works on the 14MW Kikagati Hydroelectric Power Station― a run-of-river hydropower plant located on the Kagerariver in southwestern Uganda, on the border with Uganda and Tanzania. The dam is part of the Global Energy Transfer for Feed-in Tariff (GET-FiT) program that has seen 14 new power plants built-in no more than six years. Three more are under construction. The GET-FiT portfolio of 14 operational projects out of the 17 expected consists of 11 small hydropower projects (SHPs) with a combined installed capacity of 82.4 MW, two solar PV projects with a combined installed the capacity of 20 MW, and one bagasse co-generation project with 20 MW installed capacity.

Mr. Bitature is one of the proprietors of Electro-Maxx, the biggest locally owned independent power producer. In the 20 years of ERA, the Regulator has been keen on promoting the participation of Ugandans in the Electricity subsector. Currently, over seven (7) local firms have been licensed to generate power. These include PA Technical Services, Electro-Maxx (U) Limited, Kyambura Hydropower Limited, Rwenkuba Electricity Company Limited, among others. Concrete electric poles on Umeme’s USD1.8 million 12km distribution line from Nalubaale dam to the MMP Industrial Park located in Buikwe District. Phase one of the project supplies 12MW of power to the park and 38MW will be supplied under phase 2; altogether 50MW.

ERA has been instrumental in ensuring that local companies, participate in the manufacture and supply of concrete poles to the sector. Concrete poles have a longer lifespan of up to 20 years. The regulator also recently drafted guidelines and standards for local providers.

The 50MW thermal power plant at Namanve. The plant was set up by Jacobsen Elektron in 2008, at the height of a power crisis at the time, but the implementation Agreement between the GoU and Jacobsen Elektro has since expired and the plant has been taken over by UEGCL. The plant is one of two thermal plants― the other being 50MW Electromaxx Uganda Limited plant in Tororo, set up in 2010. The Namanve plant currently operates on standby dispatching, 7MW to help have the plant on hot standby that will allow quick load ramp up when requested. Although thermal power plants are expensive to run, they are an important component in the energy mix as they guarantee energy.

The 50MW thermal power plant (background, right) at Namanve to the east of Kampala, in Wakiso District; in the centre is the Namanve South 132/33kV substation and part of the 5km transmission line. The substation is part of the 4 Electrification of Industrial Parks substations project by UETCL, which also includes the Luzira 132/33kV substation and 15km transmission line; Mukono 132/33kV substation and 5km transmission line and Iganga 132/33kV substation and 10km transmission line.

This 10 MW Access Uganda Solar Limited plant at Soroti, in Eastern Uganda was Uganda’s first grid-connected solar project in 2016. The first big solar project was the 0.6MW off-grid project in Kalangala District by Kalangala Infrastructure Services (KIS). Other solar projects include the 0.23MW off-grid Absolute-Kitobo plant in Kalangala; 10MW Tororo Solar North in 2017; 20 MW Kabulasoke Grid Connected Solar in 2018 and the 10 MW Emerging Power U Ltd (Mayuge/Bufulubi) in 2019.

The presence of reliable electricity has also boosted the fishing and palm oil industry in the district, further changing lives.

Water being discharged from the sluice gates at the Kiira Hydropower Dam on the River Nile in Jinja, to manage recent unprecedented water levels in Lake Victoria. Water levels hit a new record level of 13.42 meters – marginally higher than the 13.41-meter mark recorded in 1964. In carrying out its regulatory role, ERA works with a range of other government agencies such as the Department of Water Resources to manage the various cross-sector issues in the Electricity Supply Industry.

A bird’s eye view of the 10MW solar power plant at Bufulubi, Mayuge District in Eastern Uganda. Operated by Emerging Power Uganda Limited, part of the Tryba Energy Group. The plant was commissioned in 2019. Today, Uganda generates a total of 60.8 MW of grid-connected solar. Solar has become an important component of what is now a rich energy mix that has evolved from over-reliance on a single 180MW Nalubaalehydropower dam, to now four (4) different sources, namely: Hydro (1,010.71 MW), Thermal (101.8MW), Cogeneration (96.2 MW) and solar (60.83 MW). There are also prospects of power generation from wind and natural gas.

This is Nalubaale Dam, Uganda’s only source of electricity between 1954 and 2000. Owned by the Uganda Electricity Generation Company Limited (UEGCL), in 2003 the dam was concessioned to South Africa’s Eskom (U) Limited for 20 years, until 2023. Despite the dam being over 66 years old, due to consistent investment and prudent operation and maintenance, by the concessionaire, under the supervision of UEGCL and the Electricity Regulatory Authority (ERA), the dam’s lifespan was recently increased by another 30 years. Nalubaale Dam generates Uganda's cheapest power at 1.12USc/kWh.

Part of the Tangshan Mbale Industrial Park Project that is part of the Government of Uganda’s plans to construct 25 industrial parks across the country in a bid to create jobs and improve household income. At peak capacity, the park is expected to consume up to 220MW, according to the developers. To meet the demand, ERA is coordinating with generation, transmission, and distribution partners to increase supply to the area in the medium term to 60MW. As part of the National Development Plan III, Government plans to increase the proportion of the population with access to electricity from 24 percent in FY2018/19 to 60 percent in 2024/25. The government also plans to increase per capita electricity consumption from 100 kWh in FY2018/19 to 578kWh.

Aerial view of the 16.5 MW Siti 2 Hydro Power Project (HPP) on River Siti in Bukwo District to Mbale. Together with the 5MW Siti, I project, the two produce a combined 21.5MW. Just this year, Umeme, one of ERA’s licenses, completed a 125-kilometer 33kV single circuit double poles line evacuating power to Mbale town. Another 25MW is being evacuated from the UETCL substation in Tororo, cumulatively increasing supply to Mbale.

President Yoweri Kaguta Museveni (2nd right), together with the First Lady, Hon. Janet Museveni (right) on December 20th, 2020, tour the 600 MW Karuma Hydropower Project. The dam is a one-of-a-kind in Africa, with an underground powerhouse, that receives water to move the turbines through a mosaic of tunnels and ducts. There is a combined total of 26.5 km of underground tunneling and other civil works.

The 250MW Bujagali Hydropower Dam on the River Nile, in Jinja in the foreground the associated UETCL Substation in the foreground, to the left. Presently, the biggest hydropower dam by capacity will be overtaken by the larger 600MW Karuma Hydropower Dam is expected to be commissioned this year. In the last 20 years, ERA has issued over 67 Licenses for the Generation, Transmission, and Distribution of Electricity. With most licensed projects complete, generation capacity has grown by more than 13 times, from three (3) generation plants to 41 generation plants― total installed capacity has grown from 404.4 MW in 2000 to 1268.9 MW as of October 2020. By close 2021, this is expected to rise to 1,868.9 MW.
