The Chief Observer Mr. Eduard Kukan concluded his return visit to Uganda with an in-depth one to one interview with the NTV where he stressed that the EU considers Uganda a serious partner. “Partners, who respect each other, listen to each other,” said Mr. Kukan, noting that at some point there will be a follow-up mission who will assess to what extent the EU EOM recommendations are implemented.

This week the EU EOM Uganda 2016 proffered the mission’s findings and conclusions to the NRM leadership. The Chief Observer Mr. Eduard Kukan presented the list of 30 recommendations on how to improve future elections and stressed the importance of 11 priority recommendations tailored to address key issues that hampered the 2016 elections.

The EU EOM held a meeting with the presidential candidate Amama Mbabazi. During the meeting the Chief Observer Mr. Eduard Kukan presented the mission’s Final Report and the recommendations for future elections as well as discussed the Mbabazi’s petition to the Supreme Court that was challenging the validity of the presidential elections.

During the EU EOM Uganda return visit, the Chief Observer Mr. Eduard Kukan met with the FDC presidential candidate Kizza Besigye and discussed the post electoral environment and police measures against the FDC as well as introduced the EU EOM Final Report, including the recommendations, to the FDC leadership.

Prior to the press briefing the Chief Observer, Mr. Eduard Kukan chaired a seminar aimed to highlight key findings and recommendations of the EU EOM Uganda 2016. More than 20 representatives from political parties and civil society organizations engaged in discussion on proposed electoral reforms and on how to strenghten the rule of law.

Earlier this week the EU EOM Uganda 2016 Chief Observer, Mr. Eduard Kukan, Member of the European Parliament, from Slovakia presented the EU EOM Uganda Final Report to the Government, to the Parliament and to the judiciary.

The EU EOM Final Report provides a comprehensive assessment of the electoral process against Uganda’s international and regional commitments to democratic elections and includes a list a list of 30 recommendations for consideration by the authorities and other electoral stakeholders on how to improve future elections and to grant the electorate a full enjoyment of fundamental rights and freedoms throughout the electoral period, including after the election day. Reaffirming the principles of transparency and accountability, the European Union Election Observation Mission (EU EOM) encourages the Electoral Commission to publish without delay the detailed results from each polling station for the presidential and parliamentary elections online, including scanned copies of the Declaration of Results Forms.
