The Addison Police Department, in partnership with the Addison Fire Protection District, is proud to announce the official launch of our Drone as a First Responder (DFR) program! Through this program, dispatchers certified as Federal Aviation Administration (FAA) remote pilots and stationed at the Addison Consolidated Dispatch Center (ACDC) can deploy the public safety drone within seconds of a 911 call.

The drone radio call sign '𝗧𝗵𝘂𝗻𝗱𝗲𝗿𝘀𝘁𝗿𝘂𝗰𝗸' for law enforcement missions and '𝗙𝗶𝗿𝗲 𝗛𝗮𝘄𝗸 𝟳𝟭' for fire missions will provide responders with real-time aerial intelligence before field units arrive. This, in turn, improves situational awareness and helps responders make informed tactical and resource decisions before they arrive.

Illinois law forbids using a DFR program for routine patrol, random surveillance, or general data collection. Every DFR deployment is mission-driven, focused on supporting emergency response, and conducted in strict compliance with the Illinois Freedom from Drone Surveillance Act, with oversight from the Illinois Attorney General's Office.

The drone can be deployed for active police, fire, and EMS calls for service to locate victims, assist with immediate victim health or safety needs, or coordinate the response of vehicles and personnel to an emergency. Some examples include major vehicular crashes, structure fires, missing/endangered persons, calls of shots fired, or similar emergency response situations where there is an immediate danger to the public.

As part of the preparation for this new initiative, ACDC dispatchers spent countless hours in classroom and hands-on training to become drone pilots. ACDC has a cadre of 19 dispatchers who have received their FAA Part 107 licenses.

This is a huge breakthrough for public safety. ACDC is the first consolidated public safety communications center in Illinois, and one of the first in the nation to incorporate trained, licensed 911 dispatchers in the direct operation of a DFR program supporting first responders. We are extremely excited to utilize this new technology to better serve.

The video below shows how ACDC, Addison Police, and Addison Fire are working together to enhance emergency response from the moment a 911 call is received.
