Albany Police Department Activity Report
The Albany Police Department remains committed to serving and protecting our community. Below is a summary of department activity and notable incidents during the reporting period.
Traffic Enforcement Activity
* 25 Warnings Issued for speed violations, driver’s license violations, and equipment violations.
* 14 Citations Issued for speed violations, driver’s license violations, and equipment violations.
* 3 Arrests Made
* 2 Narcotics-Related Investigations initiated from traffic stops within the village.

Calls for Service & Notable Incidents
April 10, 2026 – Traffic Stop / Warrant Arrest
At approximately 3:45 p.m., officers conducted a traffic stop at Washington Road and State Street. The driver, Darien Michael Adkins, was charged with Driving Under Suspension and arrested on an active warrant from Athens County.
April 17, 2026 – Traffic Stop / Narcotics Investigation
At approximately 10:46 p.m., officers conducted a traffic stop at Washington Road and Lee Street. The driver, Robert Wheeler, was cited for operating a vehicle with fictitious registration and driving under suspension.
The passenger, Troy Winland, admitted to possessing pills when asked if she had any harmful items on her person. Officers recovered a clear plastic bag containing multiple pills suspected to be oxycodone. The vehicle was impounded due to both occupants having suspended driving privileges. This investigation remains ongoing.
April 18, 2026 – Warrant Arrest
At approximately 1:53 p.m., officers conducted a traffic stop on US-50 near McCoy Avenue for an equipment violation. During the investigation, officers discovered the passenger had an active warrant from Athens County. The passenger was taken into custody, and the driver received a verbal warning.
April 24, 2026 – Civil Complaint
At approximately 12:00 p.m., officers responded to 5750 Hamill Road regarding a civil complaint involving allegedly stolen trees. After speaking with all involved parties and conducting an investigation, the matter was determined to be civil in nature. Information was provided for a call record.
April 24, 2026 – Follow-Up Investigation
At approximately 1:48 p.m., officers conducted a follow-up investigation regarding an abandoned vehicle at New Story School. Officers were unable to make contact and returned to patrol.
April 24, 2026 – Weapons Complaint
At approximately 3:37 p.m., officers responded to 5159 Alton Street regarding reports of children allegedly discharging a firearm within the village. Officers were unable to determine whether a firearm had been discharged. Information was documented for a call record.
May 6, 2026 – Juvenile Complaint
At approximately 4:00 p.m., officers responded to 1589 Depot Street regarding a juvenile complaint. The issue was resolved with a referral to Child Protective Services. Information was documented for a call record.
May 7, 2026 – Traffic Hazard Complaint
At approximately 12:15 p.m., officers received a complaint regarding a camper obstructing visibility at the intersection of McCoy Avenue and State Street. Officers contacted the owner, who advised the camper would be moved. Information was documented for a call record.
May 13, 2026 – ATV Inspection
At approximately 12:25 p.m., officers conducted an ATV inspection.
May 15, 2026 – Abandoned Vehicle Complaint
At approximately 8:10 a.m., officers responded to New Story School regarding an abandoned vehicle. School staff advised the vehicle belonged to an employee and was temporarily inoperable due to mechanical issues. Staff approved the vehicle remaining on the property.
May 15, 2026 – Vehicle Pursuit Assistance
At approximately 11:00 a.m., deputies from the Athens County Sheriff’s Office, along with Albany Police officers, were involved in an attempted apprehension of Scott Thew in Albany. The pursuit was terminated near the Meigs County line, and officers followed from a safe distance. Thew later crashed his vehicle and was located by responding units. Albany officers assisted with scene security and the investigation before returning to patrol.
May 15, 2026 – Motorist Assist
At approximately 12:42 p.m., officers assisted a motorist with a disabled vehicle by providing a jump start, allowing the vehicle to become operational.
May 16, 2026 – Welfare Check
At approximately 2:48 p.m., officers stopped on US-50 to check on an individual walking along the highway. After confirming the individual had no active warrants, officers provided transportation to Radcliff Road.
May 16, 2026 – Traffic Stop / Narcotics Investigation
At approximately 4:01 p.m., officers conducted a traffic stop at Washington Road and Lee Street. The driver, Amber York, was operating a vehicle with fictitious registration and equipment violations.
During an inventory of the vehicle prior to impoundment, officers located a small vial containing a crystal-like substance suspected to be methamphetamine. The substance was seized as evidence. York was cited for the traffic violations, the license plate was seized, and the vehicle was impounded. This investigation remains ongoing.
May 16, 2026 – Crash Alarm
At approximately 6:10 p.m., officers responded to Carpenter Road regarding a crash notification generated by a mobile device. Upon arrival, officers determined the alert was accidental and no crash had occurred.
May 30, 2026 – Foot Pursuit and Arrest
At approximately 9:41 p.m., officers observed Jeremy Graber operating a bicycle on State Street without the required lights or reflectors in violation of Ohio Revised Code 4511.56.
When officers attempted a traffic stop, Graber fled on foot. After officers temporarily lost sight of him, the pursuit was terminated and items believed to belong to Graber were recovered.
Later that evening, officers and deputies from the Athens County Sheriff’s Office responded to 1589 Depot Street in an attempt to locate Graber. During contact at the residence, a dog exited the home and charged toward an officer. Fearing imminent injury, the officer discharged one round, striking the dog. The animal retreated back into the residence but later succumbed to its injuries.
After the scene was secured, Graber was taken into custody without further incident. Following an investigation and assistance from the Athens County Dog Warden, Graber was charged with Obstructing Official Business in addition to the underlying traffic violations. He was transported to the Southeastern Ohio Regional Jail for booking.

Department Updates
The Albany Police Department is pleased to announce the creation of two additional part-time officer positions. These positions will help improve police coverage throughout the village during all hours of the week.
The department also recently acquired a Dodge Police Interceptor donated by the Ohio State Highway Patrol, resulting in no cost to village taxpayers.
