You ever see a house that has waist-high grass, blackberry bushes taking over and a rusty old car with flat tires out front?
You might think a couple things...
1. They should take care of that place. It looks awful.
2. I wonder what is going on with them that they can't keep up with it.

We get calls about these type of houses on a regular basis. We hear it all. It is bringing down the neighborhood. It has become a magnet for criminal activity. It has rodents that are now coming into my yard. All not good.
This is how code compliance comes into the picture and then we have to get involved. And yes, sometimes enforcement is the solution. Fines and penalities can be the motivation someone needs to get things cleaned up.
But sometimes, there's a much bigger story behind that overgrown yard. They just need a little help. A homeowner may be dealing with heartbreaking circumstances, and a citation isn't going to fix what they are facing.

We are partnering with Albany Oregon JustServe for the National Day of Service and Remembrance on September 12th. We have 10 project houses around town that could use some work so these struggling neighbors can stay in their homes and feel safe. These are our neighbors and this is the day to step up and make a difference in a big way.

Please join us at 8:30am at the Albany Public Library for a morning of giving back. Instead of pointing fingers, lets grab some gloves, rakes and a little elbow grease and remind people that they're not alone.

An Albany, Oregon, man was sentenced to federal prison today for attempting to receive child sexual abuse material from an undercover law enforcement officer who was posing as a child online.

Paul Chapple, 62, was sentenced to 102 months in federal prison and a 10-year term of supervised release.

According to court documents, Chapple engaged in sexual chats online with multiple people he thought were girls under the age of 15. One of the “girls” was an undercover agent with the FBI who was posing as a 13-year-old girl. Chapple sent sexual images, discussed driving cross-country to meet, and asked for child sexual abuse images. Chapple used Meet24, with a user profile stating he was 50 years old and displaying his own photograph.

On October 8, 2025, Chapple was charged with using a minor to produce visual depiction of sexually explicit conduct, possession and receipt of child po*******hy, and enticement of a minor. That day, the FBI searched a shared housing complex where Chapple lived. Chapple possessed several images and videos depicting child sexual abuse material and numerous chats with self-identified minors in which he requested child sexual abuse material. Chapple was arrested and made his first appearance in federal court on October 9, 2025.

On June 17, 2026, Chapple pleaded guilty to attempted receipt of child po*******hy.

This case was investigated by the FBI. It was prosecuted by Assistant U.S. Attorney William M. McLaren.
