The Space Rapid Capabilities Office

The Space Rapid Capabilities Office The Space Rapid Capabilities Office (SpRCO) was established by law via the FY18 NDAA, with subsequent authorities defined in the FY19 NDAA. Located in Albuquerque, NM, SpRCO is rapidly filling critical space gaps for the Nation.

Op-ed | Space Force should break the mold in recruiting and retaining talent - SpaceNews

Talent is always at a premium, and we applaud the creativity and open mind with which USSF is approaching human capital management. We hope to reap some of the benefit from their efforts, as we grow our workforce, now formally as an organization within the USSF.

We are pleased to announce that effective 21 October 2020, the Space Rapid Capabilities Office officially became a Direct Reporting Unit of the United States Space Force (USSF) armed force! In accordance with the law, we will continue to report to the Chief of Space Operations. We are excited to see the continued roll-out of the rest of the USSF structures, and are proud to be the rapid capabilities acquisition arm for the Nation’s newest Service!

Failure—and especially failure in acquisition—has been long debated. Dr. Richard Joseph, Chief Scientist of the Air Force, shares some wise words on the value of failure.

Senior U.S. Air Force leaders are embracing and promoting the concept that if their Airmen are not failing, then they are, more than likely, not moving forward. They believe pushing the envelo...

Space Force Nears Year Mark, Acquisition Remains A Quagmire

Although “quagmire” and “byzantine” are a bit harsh, we acknowledge that space acquisition is mind-bogglingly complex. Sometimes complex problems take time and deliberate thought to solve. SpRCO appreciates the deliberate nature of USSF leadership trying to get this right, as opposed to just doing what we’ve always done (and expecting a different result), or rapidly forcing organizational mergers where they might not make sense.

A short chain of command, minimized bureaucracy, delegation of authorities and tailored risk taking are the linchpins of going faster in space acquisition. While great strides are being made to be able to do that for even the largest Enterprise Programs of Record, the speed of warfighting relevance is relative. By definition and mission, the Space RCO is built to go fast. We are hopeful the eventual new construct will enable us to go even faster, so we can deliver space capabilities on the timelines warfighters need and expect from us.

Space Development Agency praised as change agent in Pentagon procurement - SpaceNews

Wise words from Telesat’s Don Brown: “The core challenge of the national security space architecture is not really engineering, it’s really culture and acquisition." We applaud our DoD colleagues in the Space Development Agency
(SDA) for their lightning-fast award for their “Transport Layer Tranche 0,” in only 4 months’ time. From finding new technical approaches to old missions, to finding new ways to leverage and incentivize industry, this was a major victory for establishing SDA’s culture and raising the bar.

Space Force delegates acquisition authority to lower offices to speed up buying - FedScoop

We are pleased to see this delegation of contracting authority, and general emphasis on shrinking bureaucracy to keep authorities at tactical levels. SpRCO thrives on those same principles, and we look forward to seeing the positive effects of these changes in the space acquisition enterprise.

Acquisition Reform Requires Cultural Change

Culture is critical to effecting real reform, which is why emerging SpRCO culture is critical to meeting the calls from the National Defense Strategy to go faster in acquisition. “The best way to promulgate cultural change is by going back to what defines culture — a set of shared experiences over time.”

SpRCO is doing just that—defining our culture through the exercising of 4 key principles:

1) Short chain of command—we report directly to the Chief of Space Operations
2) Small, integrated and empowered program teams
3) Early and consistent warfighter involvement and
4) Embedded, dedicated functional support

New Program Integration Council seeks better cooperation across defense space enterprise

I recently had the opportunity to talk again to Courtney Albon with InsideDefense.com, and the Program Integration Council (PIC) was a key topic of interest. As I stated, this collaborative forum is an essential piece of how we are achieving an integrated and coordinated space enterprise architecture. While the informal coordination amongst the “4 Horsemen,” has been a huge leap forward, I am looking forward to the expanded membership, dialogue and cooperation of the PIC. -Mike Roberts, SpRCO Director

Space RCO likely to maintain AQ independence from new Space Systems Command, director says

Organizational charts for space acquisition may not be set in stone quite yet, but what has been proven in the 20+ years of rapid acquisition by the DAF-RCO is that a short chain of command is paramount and directly related to speed of acquisition. This article from InsideDefense.com came out of the recent Mitchell Institute Space Power forum with SpRCO Director, Mike Roberts.

Meet the Ramstein Airman Who Coined the Space Force Motto

Astrodynamic definitions aside (which make directionality quite relative), we love the new Space Force motto “Semper Supra,” or “Always Above.” Relative to the terrestrial warfighters, space support comes from above. And what a neat story about Airman 1st Class Daniel Sanchez, who didn’t enlist until the age of 33, who is now a key part of Space Force heritage! Well done, A1C Sanchez!

Developing space capabilities is a long-term gain with short-term urgency. We appreciate that investors see the bright future in space that we will do our part to protect.

I am excited to announce that Technical Sergeant Orly Lujan was selected by the Air Force Central Selection Board for promotion to Master Sergeant. This was Sergeant Lujan’s first year of eligibility for promotion, and his selection validates what we know already – he is a very sharp Airman! The Air Force promotion rates for E-7 dropped from 24% to 20% this year, and his line number of #3881 of the 4649 selected validates that SpRCO has one of the best in his field! Congratulations to MSgt (sel) Orly Lujan and his family! — Mike Roberts, SpRCO Director

Our Story

The Space Rapid Capabilities Office (SpRCO) was born out of the 2018 National Defense Strategy, which noted that legacy acquisition processes were over-optimized for exceptional performance at the expense of providing timely capabilities to the warfighter. Thus, the SpRCO was stood up by law in the 2018 National Defense Authorization Act and the Operationally Responsive Space Office was stood down. Leveraging the mindset, processes, streamlined structure and oversight mechanisms of the Department of the Air Force Rapid Capabilities Office model, and by maximizing partnerships across the Space Enterprise, the SpRCO is rapidly executing multiple space lines of effort filling critical gaps for the nation.
