Bernalillo County Sheriff's Office 911 Memorial

The terrorist attacks on September 11th, 2001, caused more law enforcement line of duty of deaths than any other single incident in American history.
One officer was killed when United Flight 93 crashed into a field in Shanksville, Pennsylvania, as he and other passengers attempted to regain control of the plane from the hijackers. Seventy-one officers were killed when the two World Trade Center buildings collapsed in New York City. Dozens more have passed away in the years following 2001 as the direct result of illnesses contracted while working in the hazardous conditions immediately following the attacks in New York.
Today, we pay tribute to the law enforcement officers, representing ten different agencies, who died as a direct result of the 9/11 terrorist attacks. We will never forget the 2,977 people killed on 9/11 in New York City, Washington, DC, and Shanksville, Pennsylvania.

Albuquerque, NM - Today, Sheriff Manuel Gonzales III announced the 6th BCSO Body-Worn Device Update.

CURRENT STATUS/UPDATE:

Week of September 11, 2020

- On Sunday, September 6th, 2020, the field visit working group wrote reflections regarding a trip to Georgia.

- On Monday, September 7th, 2020, (Labor Day) notes were compiled from working group regarding field visit to Georgia.

- On Tuesday, September 8th, 2020, a draft body worn camera policy was distributed to the working group. Distributed notes from body camera field visit to Henry Police Department, Body-worn headquarters, and Atlanta Police Department in the state of Georgia.

- On Wednesday, September 9th, 2020, Undersheriff Koren requested a demo smart device be returned to the vendor. Received and accepted an invitation to present/attend the September 22, 2020, web-based county commission meeting. Sheriff Manuel Gonzales III held a working group meeting to develop a standard operating procedure for body camera technology.

- On Thursday, September 10th, 2020, body camera project information was gathered and distributed regarding staffing proposal, JAG grant application, standard operating procedure, and scope of work was to the county procurement work group.

Community Service Aides with the Bernalillo County Sheriff’s Office assist with calls for service, including property crimes where there is no suspect information, crashes without injuries, and traffic control. Albuquerque, NM - Today, Sheriff Manuel Gonzales III announced the 5th BCSO Body-Worn Device Update.

CURRENT STATUS/UPDATE:

WEEK OF AUGUST 31, 2020
• August 31st, 2020, Received shipment from Axon containing traditional body cam systems.
- Experienced upload issues with Digital Ally system housed at the North Area Command Center. Could not access test video from the system. Trang Nguyen had worked with their technical department last week to set it up and it appeared operational, though video could not be found through their web portal.

• September 1st, 2020, representatives of BCSO, Commissioner Collie’s office, and Bernalillo County Information Technology conducted an afternoon site visit of the headquarters of Body-Worn by UTILITY. The visit included a presentation and roundtable discussion of the company’s current capabilities and future technological business approach to 5G implementation and license plate readers; followed by, street level look at the installation/integration of vehicle cameras. UTILITY advised they’re monitoring the 5G rollout and are preparing for the possibility of upgrading their product. Also, UTILITY provided an overview of their digital evidence platform (AvailWeb).

• September 1st, 2020, Successful transmission of video evidence to the DA’s office on 2 felony cases utilizing both the Utility platform and the Visual Labs platform. It was necessary to create user profiles for the ADA’s requesting the video. Will make contact with the DA’s office to look into creating a central intake address to streamline requests.

• September 2nd, 2020, representatives of BCSO, Commissioner Collie’s office, and Bernalillo County’s Information Technology department conducted a morning/afternoon field visit of the Henry County Police Department regarding their experience purchasing and implementing a smart-device body camera system by Visual Labs. The visit included a roundtable Q&A session, video presentation, software demo, and vehicle camera integration.

• September 2nd, 2020, representatives of BCSO and Bernalillo County’s Information Technology department conducted a field visit with representatives of Atlanta Police Department’s airborne unit. The visit included a discussion of APD’s use of video technologies: air unit video streaming, Axon body cameras, public access area cameras, and vehicle identification center cameras (license plate readers).

• September 2nd, 2020, Contacted Undersheriff Koren in reference to continuing testing on traditional body worn camera systems. Advised to discontinue trial and evaluation on these systems and to proceed with an android based platform.

• September 3rd, 2020, Undersheriff Koren made a few additional changes to a draft scope of work to be considered by Bernalillo County’s procurement office.

• September 3rd, 2020, Contacted Ben Rubke with Axon and notified him that we would be returning the trial and evaluation equipment he sent.

• September 3rd, 2020, Contacted Curt Reynolds with Digital Ally and notified him that we would be returning the trial and evaluation equipment that we had set up last week.

• September 4th, 2020, Undersheriff Koren submitted a revised draft scope of work to Bernalillo County’s procurement office to review.

BCSO Homicide Detectives & US Marshals Service
Task Force Arrest Suspect from May 29, 2020 Murder

Albuquerque, NM - Today, Sheriff Manuel Gonzales III announced the arrest of homicide suspect, Santos Garcia (24). This investigation began after Homicide Detectives responded to a deceased female, Zinnia Sillivent (48), at the intersection of 4th St. and Robin Meadows NW on May 29, 2020. It was determined Zinnia had been murdered, which led to an extensive investigation. With the assistance of Community Action Team (CAT) Detectives in helping identify Santos as the suspect, Homicide Detectives were able to write an arrest warrant for the following charges: First Degree Murder, Felony Murder (Aggravated Battery Against a Household Member), Homicide by Vehicle (DWI), Aggravated Battery Against a Household Member, Leaving the Scene of a Crash Resulting in Death, Tampering with Evidence (Felony), Conspiracy to Commit the Receiving or Transferring of a Stolen Motor Vehicle, and Receiving/Transferring a Stolen Motor Vehicle. On September 3, 2020, Santos was located and arrested in Southeast Albuquerque with the assistance of the US Marshals Service Task Force.

Sheriff Manuel Gonzales III stated, “I am proud of our investigators for taking another violent criminal off the streets of Bernalillo County and solving the murder of Zinnia Sillivent. I hope the Sillivent family and the community have a sense of relief, knowing the suspect is in custody. We will continue to work hard with prosecutors to see that justice will be served in this horrific case.”

Subsequent to the arrest, 33 grams of heroin were found in Santos’ possession, and was additionally charged with Trafficking a Controlled Substance.

CURRENT STATUS/UPDATE:

WEEK OF AUGUST 20, 2020 (delayed)
· August 20th, 2020, BCSO provided a draft scope of work for smart device body worn camera system to County Manager Julie Morgas Baca and DCM Lisa Sedillo-White for review.

WEEK OF AUGUST 23, 2020
· August 24, 2020, a site visit of Henry County Police Department was schedule for September 2nd to examine their smart device body camera system (aka: Visual Labs).

· August 25, 2020, an online discussion was facilitated between DCM Lisa Sedillo-White, IT Director Robert Benavidez, Dinah Esquibel, Chief Campos, Captain Kingsbury, Undersheriff Larry Koren, and Quyen Nguyen regarding procurement method and IT infrastructure needs. In the interest of transparency and accountability US Koren highly recommended moving forward with a formal bid process (aka: RFB). Lisa Sedillo-White presented other procurement options for discussion. Undersheriff Koren emphasized the importance of simultaneous implementation of at least three (3) complementary proposals: Staffing increase, hardware & software, and IT infrastructure build-up. When asked about deficiencies of BCSO current digital evidence storage capabilities, Robert Benavidez acknowledged a need for IT modernization to create a method of upload storage and cataloging. He also indicated some the vendors being considered appear to have the capability of addressing the concerns. Robert Benavidez agreed to attend the site visit of Henry County PD.

· August 25th, 2020, On behalf of Sheriff Gonzales, Undersheriff Koren sent an email invitation to all five (5) county commissioners to attend the site visit of Henry County PD in Georgia. The county commissioners have not responded to the invitation at this time.

· Camera packages received from Curt Reynolds of DigitalAlly. Trang Nguyen met with DigitalAlly in reference to IT requirements for camera set up. (30 min)

· Follow-up meeting with DigitalAlly to discuss initial setup and deployment of testing unit.

· Met with Jacob, Trang and Curt to discuss initial setup and operation of the cameras. Trang determined the requirements for IT setup of download docks at the substations as the system currently would not link with our BerncoWAN for automatic download from deputies. (1 hour)

· August 26th, 2020, a virtual meeting was held with the St. Luis Police Department regarding the implementation of a smart device body camera system. The SLPD deployed approximately 600 body worn devices and 350 compatible vehicle cameras at a hardware and subscription cost of just over $5,000,000 for 5 years. Additional costs included about $288,000 to $300,000 per year in provider services; increased staffing of technicians from 5 existing employees to a total of 9. SLPD advised they still need an additional 10 employees to properly staff the camera system. The estimated cost to equip a patrol vehicle with cameras is about $5000. They plan on further integrating their system into their dispatch program and live streaming for tactical personnel.

· August 26th, 2020, follow-up with the county concerning four (4) positions requested on August 12th, 2020. ADMINISTRATIVE OFFICER III, DEPUTY CHIEF INFORMATION TECHNOLOGY OFFICE, COMPLIANCE OFFICE ADMINISTRATOR, INVENTORY TECHNICIAN SENIOR.

· August 27th, 2020, a virtual meeting was held with Sheriff Gonzales, Commissioner Collie, Commissioner O’Malley, County Manager Julie Morgas-Baca, DCM Lisa Sedillo-White, County Attorney Ken Martinez, Undersheriff Larry Koren, Undersheriff Sid Covington, Captain Josh Kingsbury, and others regarding procurement status of a smart device body camera system. Topics of discussion included product selection, dependent proposals for personnel and IT infrastructure development, procurement options, site visits, privacy concerns, and 5G capability. Other topics mentioned: maintaining and working together, DOJ grant option and legal deconfliction analysis between privacy certification and state IPRA laws, requesting amendments to SB8 to include funding and/or time, BCSO Standard Operating Procedures, and expansion of body cameras to other public safety personnel.

· August 27th, 2020, virtual meeting between BCSO Administration and County legal regarding body camera project.

Have you seen this??? Will you please consider reading this and putting out public announcements to help people be more aware so we can learn how to stop human trafficking. If we can be educated what human trafficking looks like then as citizens we can help better report it. Also how many confirmed cases of human trafficking or pedophilia vs the amount of cases that aren't perused? Can we look at those rates and maybe compare them to the rate of missing people and see if there are any patterns. Maybe we need to look at some of those cases again and see if there have been any cases of coronavirus in those people. If you find that human trafficking is really the reason for the surges in coronavirus then people who are either registered sex offenders or people who've been reported but it didn't go anywhere if they have coronavirus or had it at some point you might be able to find a better trail to capturing sex offenders and traffickers. Chief Geier apologizing for the tweet and saying he did not send it out is proof he is not running his department. The video of the shooting of Jacob in the back 7 times is shocking, but the video is NOT from a police lapel camera. Kenosha police officers are not equipped with body cameras. Officers have dashboard cameras in their squad cars but authorities did not say if any part of the shooting had been captured on those cameras. The video of the shooting was done by a bystander.
I thought you wrote traffic citations for breaking the law,..not for 'attitude', or an over-sensitive deputy's perceived attitude. If this deputy writes tickets, or chooses NOT to write tickets,..all based on 'how nice someone is to him',...I wonder HOW NICE a pretty woman has to be to him,..for him to cut them a break.. Maybe I just have more experience with women, than this deputy,..but I didnt hear an attitude in her voice when she inquired why she was being pulled over. ..It's a legit question. No one likes being pulled over.
