"Foster to adopt" is a misleading concept.

The goal of foster care is reunification. We prefer to use the term “legal risk foster care.” Legal risk means that the foster family is open to considering adoption should the case goal eventually change. It is not a guarantee that adoption will be the end result, but it helps the county to know that the child will not have to be moved to a different home if reunification and kinship are not possible.
