Alliance Police Department Social Media Comment Policy. Posts/comments on an Alliance Police Department (APD) managed social media website containing any of the following inappropriate forms of content are not permitted and are subject to removal by the Chief of Police or his/her designees:

a. Profane, obscene, discriminatory, or pornographic content and/or language;

b. Content that could compromise an ongoing investigation;

c. Personal identifying information of any person, except as allowed under the Freedom of Information Act;

d. Defamatory or personal attacks;

e. Threats to any person or organization;

f. Posts/comments in support of, or in opposition to, any political campaigns or ballot measures;

DUI Investigation – Hit and Run / Property Damage

On May 31, 2026, at approximately 2:05 a.m., the Alliance Communications Center received a report of a motor vehicle accident near the 1200 block of Hammond Lane. At that time, officers with the Alliance Police Department were on scene of a separate DUI-related accident near the 1200 block of West 3rd Street. Due to resource availability, the Nebraska State Patrol was requested to assist with the Hammond Lane incident.

A trooper with the Nebraska State Patrol arrived on scene and located a vehicle with significant front-end damage. Through the course of the investigation, the trooper took the male driver into custody for driving under the influence.

At approximately 3:00 a.m., the Alliance Communications Center received an additional report of a residence that appeared to have been struck by a motor vehicle. Officers responded and observed significant damage to the residence, along with a large amount of debris in the yard consistent with the vehicle located by the Nebraska State Patrol. A fluid trail was identified and traced back to the vehicle involved in the earlier contact.

The driver of the vehicle was identified as William Seebohm, 18, of Alliance, Nebraska (DOB: 08/15/2007). Seebohm was subsequently booked on the following charges:

DUI – Alcohol

Willful Reckless Driving

Minor in Possession

Leaving the Scene of an Accident

Criminal Mischief – Over $5,000

The residence sustained significant damage to its exterior walls and foundation. No residents of the home were injured as a result of the incident, and the driver did not sustain injuries.

The Alliance Police Department extends its appreciation to the Nebraska State Patrol for their prompt assistance and commitment to public safety.

No further information is available at this time. All individuals are presumed innocent until proven guilty in a court of law.

DUI Arrest Following Single-Vehicle Crash on West 3rd Street

On May 31, 2026, at approximately 1:36 a.m., an officer with the Alliance Police Department was conducting routine patrol when they discovered a single-vehicle motor vehicle accident near the 1200 block of West 3rd Street.

Upon arrival, officers made contact with the driver of the vehicle, identified as Urbano Moreno (DOB: 05/28/1973). During the course of the investigation, officers determined that Moreno was operating the vehicle while under the influence of alcohol. The vehicle, a red 2020 Ford pickup truck, sustained disabling damage after striking a light pole and subsequently striking several mailboxes along West 3rd Street.

A query of Moreno's driving record revealed that his driver's license was currently under suspension.

Moreno was placed under arrest and booked on the following charges:

Driving Under the Influence (DUI) – Second Offense

Driving Under Suspension

Willful Reckless Driving

No other injuries were reported as a result of this incident. Property damage to the light pole and mailboxes is being assessed.

The Alliance Police Department reminds the public that impaired driving puts lives at risk. Anyone who observes a suspected impaired driver is encouraged to contact law enforcement immediately.

All individuals are presumed innocent until proven guilty in a court of law.

With school out, warmer weather, community events, and more people out and about, vehicle burglaries tend to increase this time of year. Most thefts happen because criminals spot an easy opportunity.

Help protect yourself by remembering:

With the arrival of warmer weather, the Alliance Police Department is reminding both motorists and pedestrians about pedestrian rights and responsibilities under Nebraska state law.

As outdoor activity increases throughout our community — including walking, jogging, and children playing — it is important that everyone understands their obligations to keep our streets and sidewalks safe.

Pedestrian Rights Under Nebraska State Statute:

Crosswalks (Neb. Rev. Stat. § 60-6,152): Drivers must yield the right-of-way to pedestrians crossing within any marked crosswalk or unmarked crosswalk at an intersection. Vehicles must stop or slow to allow pedestrians to safely cross.

Sidewalks (Neb. Rev. Stat. § 60-6,155): Drivers exiting driveways, alleys, or buildings must yield to pedestrians on sidewalks.

Right-of-Way at Intersections (Neb. Rev. Stat. § 60-6,151): Pedestrians must obey traffic control signals where provided but retain right-of-way within crosswalks when signals permit.

Pedestrian Responsibilities:

Pedestrians should cross at marked crosswalks or intersections whenever possible.

When no crosswalk is available, pedestrians must yield the right-of-way to vehicles (Neb. Rev. Stat. § 60-6,153).

Pedestrians should walk on sidewalks where available. When sidewalks are not provided, pedestrians should walk on the left side of the road, facing oncoming traffic (Neb. Rev. Stat. § 60-6,156).

Pedestrians should wear bright or reflective clothing during dawn, dusk, and nighttime hours to increase visibility.

Tips for Motorists:

Reduce speed in residential areas and school zones.

Be alert for children playing near roadways.

Always scan crosswalks and intersections before proceeding.

Never pass a vehicle that is stopped for a pedestrian at a crosswalk.

Put away distractions and remain attentive behind the wheel.

This morning at approximately 10:19 a.m., officers responded to a crash near 7th Street and Toluca Avenue involving an electric bicycle and a passenger vehicle.

An 11-year-old juvenile on an e-bike entered the roadway and traveled the wrong direction on a one-way street before moving into the path of a vehicle that had the right of way. The driver was not impaired and no charges are anticipated.

The juvenile sustained non-life-threatening injuries and was transported to the hospital.

In the past week alone, officers have contacted or stopped juveniles operating e-bikes on seven separate occasions for reckless behavior involving roadway violations and unsafe riding.

This incident was preventable.

E-bikes are not toys. They must follow traffic laws. Reckless riding puts young riders and others at serious risk.

Parents are urged to take responsibility for knowing where and how their children are riding. Riders are expected to obey the rules of the road at all times.

Police Chief David Leavitt stated: “We are very fortunate this did not end more seriously. These incidents are becoming far too common, and they are preventable with better awareness and supervision.”

Alliance High School has been cleared by law enforcement personnel and deemed safe following today’s bomb threat investigation.

The Alliance Police Department would like to thank all responding agencies for their assistance and coordinated response, including the Box Butte County Sheriff’s Office, Nebraska State Patrol Bomb Technicians, Scottsbluff bomb technicians, Alliance Fire Department, and additional assisting agencies.

The investigation has determined this incident to be a false call and part of an apparent swatting trend that has impacted multiple communities across the region today.

The safety of our students, school staff, and community remains our highest priority. We appreciate the patience, cooperation, and professionalism shown by school officials, parents, students, and responding personnel throughout the incident.

All further communication regarding school operations for tomorrow and any additional school-related information will come directly from Alliance Public Schools.

FOR IMMEDIATE RELEASE

Alliance High School is currently on lockdown following a bomb threat received earlier today. As a precautionary measure, all other Alliance Public Schools have been placed on a temporary hold status.

At this time, all available intelligence and investigative information indicate the threat is likely not credible. However, in the interest of student and staff safety, school administration made the decision to evacuate Alliance High School.

Buses are currently en route to transport students to the Knight Museum in accordance with established reunification protocols. Parents will receive additional information and reunification instructions directly through Alliance Public Schools communication channels.

Parents and members of the public are strongly urged not to respond to Alliance High School at this time. Please follow reunification procedures at the Knight Museum to allow emergency personnel to safely manage the incident and maintain clear access to the campus.

The Alliance Police Department is actively investigating the threat and working closely with school officials to ensure the safety of students, staff, and the community.

We appreciate the patience and cooperation of the public as this situation is addressed.
