WATER BILLING ASSISTANT CHIEF CLERK
The City of Alliance is anticipating an opening at the Water Billing Office. The Billing Office operates 8:30am-4:30pm Monday through Friday.

Responsibilities:
• Process daily cash and check deposits.
• Respond to Title Searches with Realtors and Title Company’s.
• Process new Water Billing Applications and enter final readings.
• Calculate and balance credit card payments and reports daily/monthly.
• Process EZSCAN to submit electronic check payments daily.
• Create and maintain spreadsheets to assist with daily and month end balancing.
• Scheduling work order appointments between customers/water distribution availability.
• Directly work with customers to resolve any concerns in person or over the phone.
• Process mail – to and from the office as necessary.
• Assist in training at the front window as needed.
• Assist with front window coverage as necessary.
• Send weekly report to Kimble for account updates.
• Resolve customer concerns with Kimble service as needed.
• Post waste hauler reads into Ampstun system from WWTP monthly.
• Assist with filing and organization of office records and processes
• Perform all other duties deemed necessary for the efficient operation of the office.

Requirements:
• Must have a high school diploma or equivalent.
• Must be able to communicate well with others in person, over the phone or electronically.
• Must be proficient with computers.

General:
• This position will answer to the Water Billing Coordinator.
• Hourly rates will be based on 35 hours per week, 1,820 per year.
• Starting wage is $17.79 per hour.

Assistant City Engineer





This position shall:

Possess a bachelor’s degree in civil engineering, surveying, or a related field.
Knowledgeable in the principles and practices in civil engineering and surveying.
Strong skills in computer aided drafting and design, GIS, spreadsheets, database, and other related computer programs.
Ability to use surveying equipment and to perform basic level and topographical surveys.
Proficient in performing complex engineering/surveying calculations and in the presentation and communication of the results.
Knowledge of construction materials and methods and safety regulations.
Must possess a valid State of Ohio Driver's License.
Work a 35-hour work week - 8:30 am to 4:30 pm.
Salary Range: $53,895 to $66,950.

Some specific functions are:

Perform professional engineering work directing the design and construction of a variety of public and private improvement Civil Engineering projects.
Ability to work with the public, other government agencies, City employees, City Council, contractors, architects/engineers, and utility companies in a professional and courteous manner.
Be able communicate with citizens to clearly and correctly handle questions/concerns that they may have.
Must be in good health and have the ability to work, at times, under adverse weather and site conditions.
Work requires considerable judgment, initiative, and professional knowledge with the responsibility for making technical decisions on engineering problems.
Oversee the investigation, planning, design, and construction of complex capital improvement projects including streets, bridges, drainage, water, sewers, pump stations, traffic related items, etc.
Review drawings for surveys and private construction projects to ensure adherence to local standards.
Manage and assist in the maintenance of the City mapping system, including streets, zoning, utilities, address maps, and GIS system.
Retain permanent City records.


Assist the Engineer with setting and enforcing department policies, procedures, construction standards, and regulations.
Prepare letters, reports, spreadsheets, drawings, for the Department and others.
Assist with surveys, issuance of permits, traffic studies, in-house designs, funding applications, payments, budgets, and all other related work deemed necessary for the operation of the Department.
Possession of an Ohio EIT, preferred with 0-3 years experience, or possession of an Ohio PS with 4-5 years experience.

The Alliance City Health Department is looking for an Environmental Health Specialist to join our team. This person is under the supervision of the Environmental Health Director. This person performs inspection duties and community education in the field of environmental health.

EXAMPLES OF WORK:

Conducts inspections of nuisance complaints, property maintenance, and other facets of environmental health. Makes detailed reports, keeps records and writes correspondence.
Responds to public inquiries and public speaking for community organizations. Initiates legal action for non-compliance with department rules and regulations when necessary. Performs other job-related environmental health duties as required.

KEY COMPETENCIES:

The City of Alliance anticipates an opening for an Equipment Operator in the Street Department. Applicants must have a high school diploma or equivalent and be physically fit to do all duties assigned. In addition, the applicant must have a Class A Commercial Driver’s License (CDL) or those who have a Class B or do not hold a CDL must be able to obtain Class A once hired.

Applicants shall have experience in operating heavy maintenance machinery and a good knowledge of all the principals of street maintenance. Skill in the operation of equipment and construction tools is necessary. Experience is preferred but not necessary. Starting wage is $19.89 per hour.

Annual Hydrant Flush

The Alliance Water Distribution Department will begin its annual fire hydrant flushing program at 6:00 p.m. on Sunday, August 9. Flushing is expected to continue through Wednesday, August 12.

Crews will begin on the north side of the city and work south. Residents may experience temporary water discoloration and fluctuations in water pressure while flushing is underway. We recommend avoiding laundry—especially light-colored clothing—while hydrants are being flushed in your area.

Tentative schedule:

• North of Glamorgan Street/11th Street: Sunday evening through Tuesday
• South of Glamorgan Street/11th Street: Tuesday and Wednesday

This schedule is approximate and may change depending on how quickly the flushing process progresses.
