The Alton Police Dept. is located at 15 Depot Street in Alton, New Hampshire. The town is located in Belknap County in Central NH. The department employs 12 full time officers, 7 part time officers, and a combined staff of 23. The Alton Police Department serves a community of approximately 5,500 people year round and a seasonal population of over 15,000.

Our thoughts and prayers are with Trooper Trainor's family and the members of the Massachusetts State Police during this difficult time.

The Massachusetts State Police announce the line-of-duty death of Trooper Kevin Trainor, 30, who was senselessly killed this morning by a wrong-way driver.

At the conclusion of his public safety detail shortly before 2 a.m., Trooper Trainor began his commute home. Minutes later, 911 received a call reporting a wrong-way driver traveling South on Route 1 North in Lynnfield. Several dedicated Troopers converged on the area and located the vehicle traveling the wrong way at 2:03 a.m. One minute later, at 2:04 a.m., the vehicle collided with Trooper Trainor’s cruiser.

While nothing will ever repair the pain we feel today, we make a solemn promise to never forget Trooper Trainor and his service to the Commonwealth. Kevin served as a Corrections Officer in Essex County before joining the State Police as a member of the 88th Recruit Training Troop. In his decorated career, he mentored new Troopers as a Field Training Officer or “Trooper Coach,” earned a place on the prestigious Troop Community Action Team, set the standard for professionalism, and patrolled our roads with a singular focus: keeping the people of this Commonwealth safe.

Beyond his professional accomplishments, Trooper Trainor’s classmates have shared stories of his genuine care and concern for others. As one person put it, “he was the guy you wanted as your backup.”

Colonel Noble said in his remarks this afternoon, “Make no mistake: Trooper Trainor saved lives this morning. His courage – his commitment to serve the citizens of the Commonwealth and put his life on the line – prevented an even greater tragedy. He will be remembered as a hero.”

We deeply appreciate the outpouring of support from our Governor, the Secretary of Public Safety, and friends in Massachusetts and across the country. We will remember and honor this extraordinary man, son, fiancée, and friend who gave his life for others.

On April 28, 2026, Chief Adam Painchaud was officially sworn in as the Alton Police Department’s next Chief of Police by the Alton Board of Selectmen.

Chief Painchaud has proudly served the Alton Police Department for 17 years in various capacities, most recently as the agency’s Detective Sergeant. Chief Painchaud is a retired Air Force Special Agent/Criminal Investigator. He is also the Commander of Belknap Regional Special Operations Group.

We congratulate Chief Painchaud on this well-earned achievement and wish him continued success in his new role leading the department.

***NEWS RELEASE***: DRIVER DECEASED AFTER HEAD-ON COLLISION

One person is deceased and another remains hospitalized after a head-on collision in Alton, N.H.

At approximately 6:30 AM on April 28, the Alton Police Department responded to a report of a head-on motor vehicle crash involving serious injuries and entrapment on Henry Wilson Highway (Route 11) near Heron Point Road.

A preliminary on-scene investigation indicates a 2023 Nissan Altima, operated by Stacey Odette- Bissell, age 40, of Rochester, N.H, was traveling westbound when it crossed into the eastbound lane for unknown reasons at this time. The vehicle collided head-on with a 2024 Jeep Compass operated by Jessica Franklin, age 31, of Berwick, ME.

Both vehicles sustained heavy damage, and both operators were entrapped upon arrival of emergency responders. Jessica Franklin sustained serious, non-life-threatening injuries and was transported from the scene by Alton Fire Rescue. Stacey Odette-Bissell was pronounced deceased at the scene.

No other individuals were involved in the crash.

A section of Route 11, from the Alton Traffic Circle to the Depot Street intersection in New Durham, was closed during the investigation and was reopened at approximately 11:30 AM.

All aspects of the crash remain under investigation. Anyone with information regarding this crash is asked to contact Officer Kyle Donahue at 603-875-0757 or [email protected].

The Alton Police Department would like to thank the Alton Fire Department, New Durham Fire Department, and New Durham Police Department for their assistance at the scene. We also extend our appreciation to the professionals with the Belknap Regional Accident Investigation Team (B.R.A.I.T) for their continued support in this investigation.

Our thoughts are with the families of those involved during this difficult time.

The Alton Police Department provides a secure drug take-back box located in our lobby for the safe disposal of unwanted or expired medications.

This service is available to Alton residents during regular lobby hours, Monday through Friday from 8:00 AM to 5:00 PM.

If you need assistance outside of these hours, please see an available officer, who will be happy to help you with proper disposal.
