The Santa Express from Excelsior Fire Co. No.1 will be coming your way December the 22 starting at 4:30 in Bellwood Borough on the north side of town. We will then move to south and east side of town. Next is park view and then cherry Ave and back down 220 and up into Village of Tipton in lower Johnson and Fry Development. We hope to see you. Thomas Cook has been appointed to serve as Acting State Fire Commissioner.

Cook has an extensive background in public and nonprofit administration, serving at the municipal, county, and state levels, with a primary focus on public safety and emergency management.

He most recently served as Administrator of the Pennsylvania State Fire Academy, with oversight of the firefighter training system for the commonwealth.

He retired from active firefighting as Assistant Fire Chief of the Pittsburgh Bureau of Fire, overseeing the day-to-day operations of a 700-person metropolitan fire department. He has served as a career Company Officer in the Mt. Lebanon Fire Department and a Staff Instructor for Allegheny County Fire Academy. He has held every rank but Chief of Department in the Monroeville Volunteer Fire Department. All told, he has over 36 years of emergency services experience.

Cook enjoys spending time with his wife, Tina. He also has fun mangling wood in his woodshop as he tries to master the art of woodworking. Additionally, he is an avid model railroader and train buff.

BLAIR PA ALERT: National Weather Service Partners-Blair County and Surrounding Areas Wednesday-Thursday, September 22 and 23, 2021.

2-4 inches of rain may lead to flooding in Central Pennsylvania Today through Thursday.

There is a Moderate (level 3 out of 4) risk of flooding in the Laurel Highlands and Northern Alleghenies today and tonight.

A few strong to locally-damaging wind gusts are also possible in the western Alleghenies tonight.

Important changes: Moderate risk of flooding expanded to the northern Alleghenies.

FLASH FLOOD WATCH IN EFFECT FROM THIS AFTERNOON THROUGH THURSDAY

The National Weather Service in State College has issued a

Flash Flood Watch for a portion of central Pennsylvania, including the following areas, Bedford, Blair, Cambria, Cameron, Clearfield,
Elk, Franklin, Fulton, Huntingdon, McKean, Mifflin, Northern Centre, Northern Clinton, Potter, Somerset, Southern Centre and
Southern Clinton.

From this afternoon through Thursday afternoon.

Rain will increase in intensity this afternoon and become heavy at times tonight into Thursday morning. Rainfall totals of 2 to 4
inches are expected with locally higher amounts possible.

Flash flooding is possible especially in urban areas and along small streams and creeks.

PRECAUTIONARY/PREPAREDNESS ACTIONS.

You should monitor later forecasts and be prepared to take action should Flash Flood Warnings be issued.

1-3 inches of rain may lead to flooding problems Wednesday through Thursday. While widespread soaking rain is expected, there is below average confidence in the timing/placement of the heaviest rain. Isolated strong to locally damaging wind gusts are also possible across the western Alleghenies Wednesday night, with the threat shifting to the eastern third of Central PA on Thursday.

There is a Slight Risk (2 out of 5) of severe thunderstorms on Wednesday. A line of storms will move through the Commonwealth on Wednesday afternoon and evening, with damaging winds and localized flash flooding possible.

OVERVIEW:
There is a Slight Risk (2 out of 5) of severe thunderstorms on Wednesday. A line of storms will move through the Commonwealth on Wednesday afternoon and evening, with damaging winds and localized flash flooding possible.

TIMING:
Cold front to move across PA on Wednesday, with storms ongoing in NW PA in the morning. The best chance for severe weather and flash flooding will be between 2PM and 8PM.

Severe thunderstorms and flash flood threat will diminish into the overnight hours.

HAZARDS and IMPACTS:
Damaging winds and heavy rainfall are the main threats.

Greatest risk extends from SW PA to NE PA, where the cold front will pass through during peak afternoon heating.

Downed trees/power lines along with roadway ponding and rapid rises/flooding on small stream/creeks are possible.

FORECAST CHALLENGES:
Duration of severe weather threat is uncertain and depends on the speed of the front and environmental conditions.

POST-EVENT OUTLOOK:
Still warm and humid through the end of the week with daily afternoon showers and thunderstorms.

..Strong thunderstorms will impact portions of northwestern Huntingdon and Blair Counties through 400 PM EDT...

At 329 PM EDT, Doppler radar was tracking strong thunderstorms along a line extending from near Altoona to near Duncansville. Movement was east at 40 mph.

HAZARD...Wind gusts of 50 to 55 mph.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
unsecured objects.

Locations impacted include...
Altoona, Huntingdon, Hollidaysburg, Tyrone, Roaring Spring, Bald Eagle, Lakemont, Bellwood, Warriors Mark, Williamsburg, Duncansville, Tipton, Spruce Creek, Birmingham, Franklinville, Raystown Dam, Horseshoe Curve, Ski Gap, Royer and Sinking Valley.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If outdoors, consider seeking shelter inside a building.

Frequent cloud to ground lightning is occurring with these storms. Lightning can strike 10 miles away from a thunderstorm. Seek a safe shelter inside a building or vehicle.

These storms may intensify, so be certain to monitor local radio stations and available television stations for additional information and possible warnings from the National Weather Service.

BLAIR PA ALERT: National Weather Service Partners-Blair County and Surrounding Areas-Wednesday-Thursday, September 1-2, 2021 (August 31, PM UPDATE)

Excessive rainfall combined with an already wet ground will result in considerable flash, urban and river flooding impacts Wednesday into Thursday for south-central and southeastern PA, where widespread rainfall of 3-6" is expected (and locally up to 8" is possible).

Several streams and creeks are expected to reach minor to moderate flood stage in the Juniata and Lower Main Stem Susquehanna basins. A few creeks/tributaries could even reach major flood stage.

An isolated damaging wind gust or brief tornado is possible across south-central & southeastern PA, primarily south and east of the I-81/I-78 corridor.

Important changes: Increased flooding risk and severe/tornado possibility for south-central and southeastern PA.
