We got our project listed on the NYS EFC's IUP last year - which is amazing. Now we need to improve our score so that the project is eligible for CWSRF grant funding. The best way to do that is demonstrating that there is impairment of the desired best usage of the affected surface water or groundwater caused by existing discharge, as indicated in the Priority Waterbodies List (PWL). Points are also allotted based on verifiable documentation of surface water and/or groundwater impairment. We received "Threatened or non" in this category. Our goal is to move up one level to " Stressed" (a water quality problem is evident, but impairment is not clearly demonstrated, i.e., waterbody uses are not significantly limited or restricted, but occasional water quality or quantity conditions periodically discourage the use of the waterbody).

The priority waterbody that flows through the Amenia hamlet is the 54 mile-long Wassaic Creek to the Housatonic River Basin. Here's a map of the waterbodies in the proposed sewer district.

Documenting Impairments
DEC shows no documented surface water impairment around our Hamlet but that's because they didn't test in our hamlet. So our focus turns to documenting surface water contamination that may be reasonably consider a result of nearby septic system failures. We spoke with several testing vendors and after a lengthy deliberation recommended the Town Board engage the Housatonic Valley Association (HVA) to perform surface water testing. HVA has a long history with Amenia and they are a great choice. The testing will begin in late August and finish next spring with the final report ready before our next IUP submission in June 2024.

The next phase of the Amenia Hamlet Sewer project is map, plan, report and environmental review. This phase requires the professional services of an engineering firm and an attorney specializing in NYS sewer special district formations. The Amenia Wastewater Committee (AWC) sent out RFPs, received proposals, checked references and discussed each proposal. The AWC recommended the Town Board engage engineering firm Laberge and sewer special district formation attorney Tabner, Ryan & Keniry - both firms presented to the Town Board on 5/18.

Engineer Recommendation
The AWC sent RFPs to the following engineering firms: Tighe & Bond, C.T. Male Associates and Laberge Group. Tighe & Bond does not have capacity for additional projects. We received proposals from C.T. Male and Laberge. The AWC spoke with Red Hook and Pawling as part of our due diligence of each firm. Pawling could not say enough great things about Laberge including the firm's deep understanding and inclusion of funding sources in their work. In our interactions with each firm, Laberge has been extremely responsive and diligent.

Attorney Recommendation
The AWC sent RFPs to the following law firms: Miller, Mannix, Schachner & Hafner, LLC; Rodenhausen Chale & Polidoro LLP; Tabner, Ryan & Keniry, LLP; Stenger, Diamond & Glass, LLP; and Young / Sommer LLC. We received proposals from Tabner, Ryan & Keniry and Young / Sommer. Tabner has extensive experience with sewer districts and has worked with Laberge successfully - a proven track record working together is important. Our interactions have been very positive and they are responsive.

We've gotten a lot of great questions about how pipe will be installed. Here are a few of the most frequent questions and answers.

Q. How will the pipe be installed?
A. A 2-inch low-pressure pipe will be installed using horizontal directional drilling (HDD). This method utilizes exit and entry points and access for service connections. It does not disturb the ground surface over the entire pipe length.

Q. How far from where the pipe drilling machine sits can the pipe be installed?
A. HDD machines can install pipe up to 6,000 feet; however most of the runs for this project will likely be few hundred feet.

Q. I have old, mature trees in my yard, will the pipe installation kill them?
A. No. HDD is a minimal impact trenchless method of installing underground pipe in a relatively shallow arc or radius along a prescribed underground path using a surface-launched drilling rig. This type of directional boring offers advantages over traditional cut and cover pipe installations. It does not disturb the ground surface over the entire pipe length. Pipe can be installed beneath roads, driveways, sidewalks, sensitive landscaping, and other surface obstacles.
