1. Attempted R**e Forcible Compulsion 1st Degree (C- Felony)
2. Forcible Touching (A-Misdemeanor)

ARRAIGNMENT/BAIL STATUS: Moonisar was processed at Amsterdam Police headquarters where he was later arraigned by the Honorable Judge Lisa Lorman in Amsterdam City Court and remanded to the Montgomery County Correctional Facility in lieu of $5,000 cash bail, $50,000 partially secured surety bond, or $10,000 insurance company bail bond.

INCIDENT NARRATIVE: Following an investigation into two separate reports received by the Amsterdam Police Department in April of 2026 regarding inappropriate sexual conduct, Moonisar was arrested. Through the course of the initial investigation, it was determined that Moonisar attempted to engage in forcible sexual contact with an adult female victim yielding charges of attempted r**e in the first degree.

Further investigation into a separate incident yielded charges of forcible touching after it was determined that Moonisar forcibly touched an intimate part of the body of an additional adult female victim. Both incidents occurred on separate dates and at separate locations within the City of Amsterdam. Moonisar was interviewed at Amsterdam Police headquarters on May 26, 2026, where he was then held for processing.

The Amsterdam Police Department was assisted by the Office of the Montgomery County District Attorney Christina Pearson in this investigation.

While there was probable cause for this arrest, all persons are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The Amsterdam Police Department reports the following enforcement and arrest activity having occurred over this past Memorial Day weekend:

17 Arrests in Total including:

-Two arrests for Driving while Intoxicated, 1 of these arrests also resulted in a misdemeanor charge for possession of a controlled substance.
- Misdemeanor arrest for Reckless Driving of a delivery driver who was charged with leaving the scene of a personal injury accident.
- Two misdemeanor charges of Public Lewdness
- Domestic Violence Arrest resulting in a felony charge with three additional Endangering the Welfare of a Minor charges.
- Vehicle Pursuit resulting in an arrest for misdemeanor Reckless Driving charge with twenty citations for Vehicle and Traffic Violations.
- Vehicle Pursuit involving a motorcycle resulting in an arrest for misdemeanor Reckless Driving and twenty-five citations for Vehicle and Traffic Violations.
- Altercation at a Market Street business resulting in charges of disorderly conduct and endangering the welfare of a child.
- Six additional defendants charged with Aggravated Unlicensed Operation of a Motor Vehicle.

1. Reckless Endangerment in the 1st Degree. (D Felony)
2. Criminal Possession of a Weapon in the 3rd Degree
(D Felony)
3. Endangering the Welfare of a child (A Misdemeanor)
4. Reckless driving and other traffic infractions

ARRAIGNMENT/BAIL STATUS: Padilla was processed and was held for arraignment in Amsterdam City Court.

INCIDENT NARRATIVE: On 05/22/2026 at approximately 5:57 PM, Officers were dispatched to the area of 81 Union Street for a report of an unknown male with weapons attacking another individual. Upon arrival, officers observed a tan Chevrolet pick-up truck aggressively backing up on Mcdonnell Street onto the yard at 79 Union Street. Officers then conducted a high-risk traffic stop. The male now identified as, Antonio Padilla, put his vehicle in park and complied with officers. It was determined that Padilla and another individual had been involved in an argument. During the argument Padilla punched the victim and displayed a knife. Padilla also grabbed a metal pipe out of his truck and ran after the victim. Padilla then got into his pick-up truck, backing at a high rate of speed and did strike a fireplace on Union Street.

Padilla was taken into custody without incident. Padilla was transported to the Amsterdam Police Department where he was processed and was held pending arraignment. He was charged with Reckless Endangerment 1st, 2 counts of Criminal Possession of a Weapon 3rd, Endangering the Welfare of a Child, Reckless Driving along with several other traffic infractions.

The Amsterdam Police Department was assisted by Montgomery County DA’s Office and the investigation is ongoing, additional charges are possible.

While there was probable cause for this arrest, all persons are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The first week of a four-week water main flushing program by the Department of Public Works begins Monday, June 1, 2026 through Friday, June 5, 2026, between the hours of 6:00 a.m. and 2:30 p.m. Water will be temporarily disturbed due to the flushing. Avoid laundering during this period.

After flushing is complete, you may encounter discolored or dirty water. This condition is disturbing but will dissipate if you turn on your cold water through all interior faucets for a while and flush out the discolored water.
