Years of underfunded drainage. Historic flooding. FEMA arrives. And NOW everybody wants control of the money?!?

Welcome back to NICOLE in ALL KAPS, where we're following the money, asking the uncomfortable questions, and digging into the mess that is Madison County, Indiana!

In Episode #012, we're diving into years of neglected county drainage infrastructure and the aftermath of FLOODAGGEDON 2026!

Commissioner John Richwine reportedly acknowledged to The Herald Bulletin that county drainage has been underfunded for years. Meanwhile, residents are still dealing with the destruction left behind by August's historic flooding.

FEMA enters the picture to address logjams and flood-related debris, and suddenly the County Commissioners want control over the flood recovery funds. Where was that urgency before the flood? And why weren't our drainage systems a greater funding priority years ago?

But WAIT! There's MORE!

We're also following the money surrounding Madison County's new jail project. With millions of dollars in additional construction costs, we're asking whether the county's other financial obligations are influencing decisions about drainage and flood recovery. Are the funds being kept separate, and who gets to decide where the money goes?

While trying to track down answers about Madison County’s flood response and the $925,000 discussed for Floodageddon, we stopped at EMA looking for information.

Instead of answers, we hit another roadblock:
