This promise comes after God rebukes Israel’s failed leaders, the shepherds who fed themselves instead of the flock. In contrast, the Lord pledges one true Shepherd. Though David had been dead for centuries, this is not a return of the ancient king but a promise of a Shepherd from the line of David, one who fulfills God’s greater plan.
