The InterAgency Board for Equipment Standardization and Interoperability “Out of Many, One” The IAB also informs broader emergency preparedness and response policy, doctrine, and practice.

The IAB is a voluntary, collaborative panel of emergency preparedness and response practitioners from a wide array of professional disciplines that represents all levels of government and operational, technical, and support organizations. The IAB provides a structured forum for the exchange of ideas to improve national preparedness and promote interoperability and compatibility among local, state,

and federal response communities. Based on direct field experience, IAB members advocate for and assist with the development and implementation of performance criteria, standards, test protocols, and technical, operating, and training requirements for all-hazards incident response equipment with a special emphasis on CBRNE issues.

On July 27, 1996, a pipe bomb filled with nails was detonated at Centennial Olympic Park in Atlanta, killing two and injuring over 100. The attack by Eric Rudolph tested the "public safety complex" during an international event, highlighting the critical need for pre-staged medical and EOD assets and more rigorous security screening at large-scale public gatherings.

This bombing underscored the value of the EOD robotics and portable X-ray systems categorized in Section [02]: Explosive Device Mitigation and Remediation Equipment. These tools allow technicians to investigate suspicious items safely. Additionally, Section [09]: Medical and Section [01]: Personal Protective Equipment (PPE) for "warm zone" operations reflect the lessons learned regarding blast injury treatment. Section [15]: Inspection and Screening Systems and Section [06]: Interoperable Communications Equipment further ensure that security forces can share real-time intelligence at large events.

On July 9, 1918, two passenger trains collided head-on at Dutchman’s Curve in Nashville, Tennessee, killing 101 people. The wooden passenger cars splintered upon impact and were ignited by coal-fired heating stoves. This deadliest rail accident in American history spurred the rapid adoption of steel-bodied rail cars and more rigorous telegraphic dispatching protocols to prevent the signaling errors that led to the collision.

⏳ Historical Highlight: The Birth of the NFPA 704 Diamond ⏳

On July 9, 1959, the Charlotte Fire Department responded to a fire at the former Charlotte Chemical Company on West Templeton Avenue, just off South Boulevard. The building, then under demolition, still housed metallic sodium in a large vat of kerosene in the basement. Believing the vat to only contain kerosene, firefighters fought the fire with water and foam, triggering a powerful explosion from the reaction of water with the sodium metal. Thirteen firefighters were injured, several seriously. One sustained life-altering facial injuries and was forced to retire; another, tragically, later took his own life.

This devastating incident exposed critical gaps in hazardous material identification and emergency response. In its aftermath, Charlotte Fire Marshal J.F. Morris led efforts to create a clear, visible system for marking chemical hazards in buildings. His work laid the foundation for what became the NFPA 704 diamond—a now-standard symbol displaying levels of flammability, health hazard, and reactivity, adopted nationwide to protect first responders.

Why is it called the NFPA 704 diamond? At the time, 704 was (and still is) the phone area code for the Charlotte region. It was used by the NFPA to honor the Charlotte firefighters who were severely injured at this incident.

On July 8, 1986, a train derailment in Miamisburg, Ohio, ignited a phosphorus tanker, creating a massive toxic cloud that forced the evacuation of 30,000 residents. The fire was notoriously difficult to extinguish because phosphorus reignites upon contact with air. This event remains one of the largest chemical-driven evacuations in U.S. history and challenged traditional firefighting tactics, requiring a multi-day hazardous materials operation to mitigate the reactive plume.

This derailment highlighted the need for the air monitoring technology that is now a cornerstone of the SEL. Under Section [07]: Detection, the SEL includes multi-gas monitors and photoionization detectors (PIDs) for identifying toxic plumes. Section [01]: Personal Protective Equipment (PPE) and Section [20]: Intervention Equipment provide standards for chemical-protective clothing and specialized extinguishing agents, while Section [04]: Information Technology covers the plume modeling software necessary for real-time evacuation decisions.

On July 6, 1944, a fire destroyed the Ringling Bros. and Barnum & Bailey "Big Top" tent in Hartford, Connecticut. The canvas had been waterproofed with paraffin wax and gasoline, causing the fire to spread with terrifying speed. Within ten minutes, the tent collapsed on 7,000 spectators, killing 167 people. This tragedy led to the banning of flammable waterproofing and the implementation of strict national fire codes for temporary structures.

Hartford’s lessons are codified in the SEL requirements for fire-retardant materials found in Section [19]: CBRNE Logistical Support Equipment, ensuring that modern inflatable shelters and mobile medical units meet rigorous safety standards. Additionally, Section [09]: Medical provides standards for high-capacity stabilization kits and burn treatment supplies essential for mass casualty flash-fire injuries. Section [10]: Power and Section [06]: Interoperable Communications Equipment also ensure responders can coordinate triage and lighting in chaotic collapse environments.
