Strong-Armed Robbery Leads to Arrest

On July 27, 2026 at approximately 6:55 p.m. officers from the Ashland Police Department responded to area of the 2300 block of Ashland Street, a parking area behind a local business, for a report of a strong-armed robbery that just occurred.

Witnesses reported that a man pulled a female victim from a car and stole her purse. The man reportedly fled the scene through an open field toward Interstate 5.

Ashland officers, assisted by the Talent Police Department, arrived on scene and began looking for the suspect. The suspect was quickly located walking northbound on I-5 near mile marker 15.5.

The investigation led to the arrest of the suspect on the charges noted below.

Officers retraced the path of the fleeing suspect, finding some of the stolen property.

Further investigation indicated that the suspect likely intended to steal the victim’s car as well.

The victim did not report being injured.

Officers were able to obtain video evidence in support of the charges.

The suspect is identified as Michael Scott Todnem, 39, of Grants Pass.

Todnem was lodged at the JCJ on charges of Robbery 3rd Degree, Unauthorized Entry of a Motor Vehicle, Assault 4th Degree, Harassment, Theft 3rd Degree and Disorderly Conduct 2nd Degree.
Todnem remains lodged as of this release.

APD thanks Ashland Fire & Rescue and their partners at Jackson County Fire District 5 for their remarkable response to yesterday's fire. The lose of the two homes is tragic, and we hope for the best for the displaced residents. This could have been so much worse if not for the response from our fire fighting partners. Thanks AFR and JCFD5!

Attempted Armed Robbery Leads to Arrest

On Sunday July 19, 2026 at approximately 3:30 p.m. officers from the Ashland Police Department responded to the area of the 500 block of Clover Lane, for a report of two male subjects fighting in the parking lot of a nearby business.

Upon arrival one of the subjects, later identified as the suspect, was still on scene, and another, later identified as the victim, had left the area.

The investigation indicated that the victim was sitting in a van when the suspect approached, presented a gun, and demanded property from the victim. This led to the physical altercation which originally drew bystanders’ attention and resulted in calls to 911.

The victim and suspect appear to have known each other.

The investigation revealed that two handguns had been in play during the altercation, both in the possession of the suspect, and both of which were recovered on scene by responding officers. One of the handguns was found to have been outfitted with a home-made suppressor (commonly referred to as a silencer).

One shot was found to have been fired during the altercation, striking the victim’s vehicle, a van.

Officers and members of APD’s Criminal Investigation Division (CID) identified and interviewed several witnesses and collected evidence.
On Wednesday, July 22, 2026 members of the Ashland Police Department arrested Diogenes Pena Javier, 43 years old, at his Ashland residence on the following charges:

Robbery 1st Degree
Unlawful Use of a Weapon
Disorderly Conduct 2nd Degree
Reckless Endangerment
Menacing
Assault 4th Degree

The suspect was lodged at the JCJ. This investigation was conducted in coordination with the Jackson County District Attorney’s Office.
