DATE: 08/10/2020

TITLE: Attempted 1st Degree Intentional Homicide

On July 24th, 2020 at approximately 7:05 pm, Ashwaubenon Dept. of Public Safety Officers responded to an address in the 1300 block of Alice Dr. in the Village of Ashwaubenon. Officers located an adult male with a gunshot wound to the abdomen. The victim was stabilized by Ashwaubenon Dept. of Public Safety Officers and transported to an area hospital.

Upon initial investigation, officers learned a black male was seen leaving the scene in a green minivan. Officers were able to develop a possible suspect and located the green minivan later at an I.G. Mart on N. Irwin Ave. in the City of Green Bay. The vehicle was seized by Officers; however, the suspect was not located. Investigators were able to identify the suspect from this investigation as Casey L. Fulton.

On Monday, August 10th, 2020 investigators observed Mr. Fulton exit an apartment on Lime Kiln Rd. in the City of Green Bay. Investigators saw the suspect enter a vehicle and officers from Green Bay Police Department conducted a traffic stop on the vehicle. The suspect subsequently fled on foot from the vehicle. Officers from Green Bay Police Department, Brown County Sheriff’s Office, Ashwaubenon Dept. of Public Safety, and the US Marshal’s Service assisted in searching for the suspect. The suspect was ultimately located in a garage on Oakdale Ave. in the City of Green Bay. Mr. Fulton was booked into the Brown County Jail on Attempted 1st Degree Intentional Homicide charges and a Probation warrant.

Ashwaubenon Public Safety Department is proud to announce that Paid on Call EMT Joe Wesoloski has been selected to receive the EMT of the Year award through the WEMSA Foundation. Each year WEMSA asks for nominations from agencies for EMT/Paramedics that significantly contributed to EMS and the community, state, or national level and whose primary responsibility is providing direct patient care. Joe was nominated for this award based on his commitment to our community and his actions during a dog trial on February 1st, 2020. Joe was selected from a group of EMS professionals from other state’s and will be presented with this award during the keynote address at this years WEMSA Conference in November. During Click It or Ticket June 22 – July 5, law enforcement officers will keep a sharp eye out for unbuckled motorists – not to simply write tickets, but to emphasize voluntary compliance with traffic laws that save lives and prevent needless tragedies. A curfew will be in effect in the Village of Ashwaubenon from 9:00 pm tonight until 6:00 am. This will be in effect through June 3rd.

The Ashwaubenon Public Safety Department will be enforcing this curfew in response to the civil unrest and focus our attention on large crowds or those suspected of criminal behavior.

Message to the Ashwaubenon Community:

In response to last night's civil unrest in Green Bay and the credible threats to area businesses, the Village of Ashwaubenon and the Ashwaubenon Public Safety Department is taking a zero tolerance stance against
criminal damage and looting. While we respect and encourage people's rights to peacefully demonstrate and protest, we will protect our community and it's businesses to the best of our ability. To that end, we are considering enacting a curfew that will mirror the City of Green Bay.

We will also have extra patrols in the community to ensure the safety of our citizens and business partners. We are working with the Brown County Sheriff's Office and the State Emergency Operations Center in order to secure all available resources from the area to help protect our community.

Message to the Ashwaubenon Community:

We, like many of you, have watched the tragic events that have occurred in Minneapolis, MN. We have seen the videos of the officer with his knee on the back of George Floyd's neck. Our thoughts and prayers go out to George Floyd’s family and friends. We also understand that events like these, no matter where they occur, tend to erode the public's trust in police and can also cause our citizens to question their safety when interacting with their police department.

As many of you know, our officers are not only trained in law enforcement duties, but they are also trained in fire and EMS duties. I have heard of many instances over my initial time here where our officers interact with someone in a law enforcement capacity one minute and, in the next minute, have helped them through a health crisis saving their lives in their EMS duties.

In the past 12 hours, I have received a few inquiries questioning our training, our use of cameras, and our policies so they may feel safe and be reassured that events like what happened in Minneapolis will not happen here. The men and women of the Ashwaubenon Public Safety Department are passionate about their duty to serve their community with honor and respect for all. Because our officers are trained to save lives in all three roles of public safety, they are especially compassionate towards all human life. We will continually strive to earn the public’s trust in everything that we do. We do so in our daily interactions with the community, in our involvement in meaningful community partnerships, in our many events that we partner in such as Shop with a Cop, Citizen’s Academy, National Night Out, Volunteers in Policing, Police Cadet program, School Resource Officer and DARE programs to name a few.

As part of my assessment of the department, and to reassure our citizens, this is what I plan to do: I plan to look at our current and past training curriculum to see if there are any areas of improvement needed especially in the areas of bias and evidenced based policing, de-escalation techniques, and officer override abilities. I, like you, want to make sure that we treat all people, no matter their race, with dignity and respect so incidents like what happened in Minneapolis will not happen here.
