For notification and clarification purposes.

Athens Borough Police Department is issuing a notice of the rules and Pennsylvania Law regarding all types electric scooters, motorized scooters and pedacycles for use within Athens Borough. Borough.

Athens Borough does not, currently, have a local ordinance pertaining to e-bikes, scooters or motorized pedacycle.
**Therefore, the Pennsylvania Vehicle Code, Title 75, will be applied for enforcement under Pennsylvania Law for any of these micro mobility motorized e-bikes, pedacycles or scooters, being used incorrectly or illegally.

**E‑scooters (motor) CANNOT legally be used or operated on public streets or sidewalks.

An easy way to determine if you are abiding by the law is to follow the same requirements if you were to operate a motorcycle.
The operator of the e-scooters (motor scooters) MUST MEET THE SAME REQUIREMENTS FOR A MOTORCYCLE to be operated on public roadways, including registration, insurance and a valid motorcycle license.
All PennDOT‑approved equipment must be followed as well (lights, mirrors, brakes...etc.).

Any person (of all ages) found to be operating these vehicles not within compliance of the law, risks getting a citation and incurring fines and costs.

Athens Borough Police Department will enforce the applicable state laws to ensure the safety of the public.

TOWANDA BOROUGH POLICE DEPARTMENT – PUBLIC ASSISTANCE REQUEST

On Friday evening, May 29, 2026, Towanda Borough Police attempted to stop the motorcycle shown below. The operator was traveling at high speeds, weaving through traffic, and showing no regard for public safety. The motorcycle continued north on York Avenue before the pursuit was discontinued to avoid further risk to the community.

We are asking for the public’s help in identifying the individual or providing any information about this incident or the motorcycle involved.

If you recognize the operator or have information that may assist this investigation, please contact the Towanda Borough Police Station(570-265-2522).

All tips will remain anonymous.

Snow Emergency

Type of Incident: Public Service Announcement
Date of Release: 01/22/2026

Narrative:
Athens Borough Mayor Todd Babcock has issued a snow emergency for Athens Borough starting at 7:00AM Sunday, January 25, 2026 until 12:00PM Monday, January 26, 2026.
Mayor Babcock requests that all residents please remove all vehicles that are parked on all Borough streets.
During any snowfall where the snow remains on the street that requires it to be plowed and the Mayor declares a snow emergency, it shall be unlawful at any time for any reason to park a motor vehicle or to allow a motor vehicle to remain parked anywhere on any street that hinders the removal of snow.
Said prohibition shall apply to all streets of the Borough. Travel on roadways within Athens Borough during a snow emergency is restricted.

REMINDER: A couple of reminders regarding winter storm:
Per Borough Ordinance, all snow and ice must be removed from sidewalks within 24 hours from the end of the storm.
No vehicles shall be parked on any street if the public works department is plowing.
