The Ryan White HIV/AIDS Program legislation provides Federal funding to metropolitan areas and States to fill gaps for PLWHA. Fulton County serves as the seat for the Ryan White Part A Program and its legislative Planning Body the Metropolitan Atlanta HIV Health Services Planning Council (MAHHSPC). This Planning Body is authorized under the Ryan White HIV/AIDS Treatment Extension Act (formerly the

Ryan White CARE Act), Federal legislation which addresses the unmet health needs of persons living with HIV disease (PLWH) by funding primary health care and other core services which enhance access to and retention in care. The Ryan White HIV/AIDS Program was named after Ryan White, an Indiana teenager whose courageous struggle with HIV/AIDS and against AIDS-related discrimination helped educate the nation. First enacted by Congress in 1990, the CARE Act was amended and reauthorized in 1996 and in 2000. In 2006 the CARE Act was amended and reauthorized as the Ryan White HIV/AIDS Treatment Modernization Act of 2006. In 2009 the Ryan White HIV/AIDS Treatment Modernization Act was amended to the Ryan White HIV/AIDS Treatment Extension Act of 2009. The Ryan White HIV/AIDS Program reaches over 500,000 individuals each year, making it the Federal Government's largest program specifically for people living with HIV disease. The 20-Counties services under the Part A Ryan White Program are: Barrow, Bartow, Carroll, Cherokee, Calyton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Newton, Paulding, Pickens, Rockdale, Spalding and Walton.

The 2026 Atlanta Area Outreach Initiative (AAOI) brought together community leaders, healthcare providers, advocates, and individuals with lived experience for a powerful day of education, engagement, and action.

Under this year’s theme, “The A.R.T. of Care” , Antiretroviral Therapy, Retention, and Art as Healing , AAOI focused on strengthening retention in care, addressing unmet needs within the Atlanta EMA, and reinforcing the importance of coordinated, data-driven planning through the Ryan White Part A Program.

For 26 years, AAOI has served as a cornerstone convening space where public health meets community voice. This year was no exception. From the Needs Assessment session that directly informs funding and priority setting, to dynamic workshops, exhibitors, and artistic expression that reminded us healing is both clinical and communal, the energy in the room was intentional and transformative.

AAOI continues to be more than an event. It is a commitment, to equity, to retention in care, to collaboration, and to ensuring that every voice in the Atlanta EMA helps shape the future of HIV services.

Thank you to every presenter, exhibitor, volunteer, and attendee who made this year’s AAOI impactful. The work continues.
