This only makes sense/cents. In 1993 there was a study on the recidivism rate of prisoners who received Post Secondary education while behind the walls. The recidivism rates dropped from 74% to 29% for those earning an Associate. 74% to 9% for those earning a Bachelors. 74% to 0 for those earning a Masters or better. The next year Pell Grants where taken out of prison.

A three-year pilot program will make some federal and state prisoners eligible to get federal aid in the form of Pell Grants.
