Platte Canyon Committee for Student Support What we do: Improve the educational environment for all students of Platte Canyon School District

Our focus: Supporting the BOE with moving forward with consolidating our schools on one integrated preK-12 campus at our current MS/HS site, which will drastically increase safety and efficiency for our stakeholders.

The district had unexpended revenue of $1.4 million, so do we need the additional funds?
YES. The fact that the district has unexpended revenue is a good thing; it means it is
in sound financial health. This unexpended revenue may mean the district will finally be able to pay their amazing teachers a higher wage - at least in the short term.
The consolidation plan will help ensure increased teacher salaries for the long term.
You can read the recent report and audit by the district’s auditor on the district website at http://www.plattecanyonschools.org under the Financial Transparency button.

MYTH: This tax will be in addition to mill levy increases for operation mandated by the state.

REALITY: The state legislature, with the passing of HB 21-1164, is making school districts across the state increase their local funding by increasing local mills. However, the school districts ARE NOT receiving additional funding through this. While districts are being forced to provide more local funding, the state will be contributing even less. The state will be deducting their contributions by the “difference” of whatever the districts are able to collect locally.

The Facilities Master Plan does, in fact, use many existing facilities. The only new build would be a rebuild of where the current middle school building stands now.
That is because as FMS stands now, it can accommodate about 400 students. Between both the preschool and elementary, there are close to 400 students. Preschool also has many significant needs regulated by law and cannot simply be thrown into the rest of the elementary school. So a new facility to accommodate students and meet legal requirements is necessary.

Does the district need more gymnasium space? Yes! Combining three schools onto one campus where physical education is required at every building, every school must have their own gym. In addition, we have several sports teams in season at the same time that all require gym space. When the weather is bad, sports that would usually practice outdoors need to be able to still have practice. The gym addition in the Master Plan would double as an auditorium with a stage for the district’s growing drama department. Part of this addition will also feature new Career Technical Education and Alternative Cooperative Education (CTE & ACE) classrooms. Furthermore, the gym and classroom additions would eliminate students having to walk outdoors during their passing period down to the district office building for some of their elective classes. So, these additions are all also increased safety and security measures for our students.

The current median home value in Park County is just over $367,000. Even if you were to round up to $400,000, the impact of the proposed bond debt would be $400 per year for that home, which breaks down to $33.33 per month.

This is NOT too much to ask for improving safety, security, health, and learning environments for our
community’s children. It is the opportunity to invest in our children; the future of our community!

Taxpayers are NOT assuming a $72 million bill. The bond asks the community for $35.4 million. The total projected plan cost is $72 million, which the district will apply to cover 53.1% (or, roughly $36 million) through BEST Grant funding, this is the most fiscally responsible option.

If Bond4A DOES NOT PASS our chances are significantly decreased to secure the BEST Grant which would be detrimental to any future improvements for our school districts and students' learning

The BEST Grant is money that comes from the Colorado State land board, Colorado Lottery and Ma*****na excise tax.

We know that the school district is asking for a lot of money,

BUT......

The cost of ensuring the health and safety of our children is worth WAY MORE than a tax increase.

Upgrades will include:

SAFETY IMPROVEMENTS
- Enhanced security at these schools including more School Resource Officers at one campus, more secure entryways to all schools, and front offices would overlook the parking lot.
- Less unsecured outdoor class transitions...currently Middle/High Schoolers transition outside the building up to 14 times a day.

IMPROVED functionality and utilization of classrooms-
- New Elementary School and updated Middle/High School
- New career and technical education classrooms
- Less transition time needed for students to go to recess/outdoor learning time, and passing periods which results in more instructional time

Deer Creek Elementary School has one of the worst FCI (Facility Condition Index) ratings in the state. This means that it would cost almost as much to repair the building as it would cost to replace it.

Learning at Deer Creek Elementary School and Preschool has been disrupted in the past years due to facility system failures.

This bond is funded by our community and funds stay 100% within our community.

Property taxes will increase roughly $68 for every $100,000 of actual home value annually.
