🚲⚡ NEW E-BIKE & E-SCOOTER REGULATIONS VILLAGE OF BALDWINSVILLE 🛴⚡

The Village of Baldwinsville has established regulations for the operation of e-bikes and e-scooters within the Village. These regulations are designed to promote the safety of riders, pedestrians, motorists, and our entire community.

Please know the rules before you ride:

• AGE: No person under 16 years old may operate or ride as a passenger on an e-bike or e-scooter. A person 16 or older may not knowingly allow someone under 16 to operate or ride as a passenger.

• E-BIKES: Only Class 1 and Class 2 e-bikes are permitted. Class 3 and non-compliant e-bikes are prohibited within the Village.

• E-BIKE SPEED: Class 1 and Class 2 e-bikes may not exceed 20 MPH.

• E-SCOOTER SPEED: E-scooters may not exceed 15 MPH.

• WHERE YOU CAN RIDE: E-bikes and e-scooters may be operated on Village streets and highways with a posted speed limit of 30 MPH or less, subject to the other restrictions in the law.

• NO SIDEWALK RIDING: E-bikes and e-scooters may not be operated on sidewalks, except when necessary to enter or leave a driveway or roadway — and then only at walking speed.

• NO RECKLESS RIDING: Riders may not operate recklessly, carelessly, negligently, at an unsafe speed, or in a manner that unreasonably endangers pedestrians, cyclists, motorists, or property.

• NO RIDING UNDER THE INFLUENCE: E-bikes and e-scooters may not be operated while impaired by alcohol, drugs, or a combination of both.

• NO SPEED/POWER TAMPERING: E-bikes and e-scooters may not be modified to exceed the maximum motor-assisted speed permitted by law.

• E-SCOOTER PASSENGERS: E-scooters are limited to one person at a time.

• NO TOWING OR ATTACHING: Riders may not attach themselves or their e-bike/e-scooter to a moving motor vehicle.

• HELMETS: Operators and passengers who are 16 or 17 years old must wear an approved helmet. Helmet use is strongly encouraged for everyone.

• LIGHTS AT NIGHT: When riding from one-half hour after sunset until one-half hour before sunrise, e-bikes and e-scooters must have a white front light visible from at least 500 feet and a red rear light or reflector visible from at least 300 feet.

• YIELD TO PEDESTRIANS: Riders must yield the right-of-way to pedestrians, including at crosswalks, on multi-use paths, and in parking areas.

• RIDE SINGLE FILE: Groups of e-bike and e-scooter riders must ride single file on streets or paths except when safely and briefly overtaking.

• PARK RESPONSIBLY: E-bikes and e-scooters may not be parked in a way that blocks pedestrian travel, curb ramps, doorways, fire hydrants, transit stops, or creates a safety hazard.

• ENFORCEMENT & SEIZURE: Violations may result in enforcement action. An e-bike, e-scooter, or other covered device operated in violation of the law may be seized and impounded.

Our goal is to educate riders, prevent injuries, and keep Baldwinsville safe for everyone.

Know the rules. Ride smart. Ride safe. Be respectful.
